Crossing a river to get photocopies, paying money to get form filled — issues pile up at panel on voter list revision
Anuj Kumar Choudhary from Rivilganj in Bihar's Saran district says there are nine voters in his family. However, Booth-level Officers (BLO), who are responsible for carrying out the Special Intensive Revision (SIR) exercise of voters on the ground, only gave the family two enumeration forms that will now become the basis for exercising their right to vote. He claims that the remaining seven forms had already been uploaded online without their knowledge. 'I am one of few educated people among the Dalit community in my area, where barely 30-40% people have got enumeration forms… Will submission of forms without documents keep us in the final electoral roll?' asks Chaudhary. He is one of the 250 people from 14 districts who have come to Patna Monday for a public hearing on SIR by a panel. The panel was organised Bharat Jodo Abhiyan, National Alliance of People's Movement, Swaraj Abhiyan, Kosi Navnirman Manch, Summer Charitable Trust and Jan Jagran Shakti Sangathan. On stage were Justice (Retired) Anjana Prakash (former judge, Patna High Court); Wajahat Habibullah (former Central Information Commissioner and Chair, National Commission for Minorities); Professor Jean Dreze (Economist); Professor Nandini Sundar (Sociologist, Delhi School of Economics), D M Diwakar (ex Director, A N Sinha Institute, Patna) and Bhanwar Meghwanshi (Writer). Social activist and Swaraj India's president Yogendra Yadav, who is one of the petitioners in the Supreme Court challenging the SIR exercise, was part of the audience. As the July 25 date for the submission of enumeration forms approaches, many like Choudhary came to the event with issues — from running post to pillar to secure a document, to the difficulties in filling up a form, to the costs incurred to get the process done. Phool Kumari Devi from Hasanganj in the Katihar district says she has had to sell rice at home for the process. 'I am a daily wage worker. I had to sell rice to bear the cost of photocopies of my Aadhar Card and also had to pay a neighbour Rs 100 to fill up my form because I am illiterate. I had no document other than Aadhar. I could not earn for two days because of this unnecessary exercise,' says Devi. Rajesh Kumar from Madhepura speaks of the washing away of belongings — including important documents — due to the recurrent flooding in the Kosi belt. 'In our area, people have to cross a river to get a photocopy. Most of my villagers could submit enumeration forms. But in most cases, they only had Aadhar Cards and that is not among the 11 documents prescribed for the exercise. We do not know how we will submit required documents if asked between 1 August and 31 August,' said Rajesh who has been voting after the 2003 prescribed cut-off. With seven districts of Bihar sharing a border with Nepal, an Araria resident talks about concerns of people married to non-Indians. 'Someone I know from Nepal married a man from Araria 20 years ago. She has voted in India in the last three elections. Now, she is being asked to bring documents of her parents. As per law, she will not be treated as an Indian citizen,' she says. Summing up the arguments, Prof Dreze says: 'Most people talked about four things — BLOs not reaching out to most of them, not giving them receipts, the submission of forms without documents, and a large number of forms getting submitted without the knowledge of voters.' Yadav adds: 'The Election Commission of India (ECI) has been accepting forms without one of 11 documents without having modified its order. When its original order said 'duly-filled' forms, it could imply documents attached. It is now the sole discretion of ECI to accept or reject the form…. The Law says a voter remains a voter… Barring some exceptions. Now, the onus is not on ECI but on voters to prove themselves as voters. We have apprehensions of the SIR targeting certain regions and certain communities'. As per a sample survey conducted by an organisation named Jansumvai of over 300 migrants, 72% had no idea what the SIR was, while 70% had not heard about the online application process. About 50% of them had voted in the Bihar 2020 Assembly polls and 74% of them wanted to vote in the forthcoming Assembly polls. What's the update on Fingerprints, iris and photo of Children The report has also said that the fingerprints and iris biometrics of a child are not captured for Aadhaar enrolment below the age of five because these are not mature at that age. As per existing rules, therefore, fingerprints, iris and photo are mandatorily required to be updated in his/her Aadhaar when the child reaches the age of five years. Aadhaar with updated biometric facilitates ease of living and ensures seamless usage of Aadhaar in availing services such as school admissions, registering for entrance examinations, availing benefits of scholarships, DBT (Direct Benefit Transfer) schemes, etc wherever applicable. Over 8,000 auto-rickshaws in the city not roadworthy
Hyderabad: Over 8,000 autos rickshaws, including grossly unfit ones, have reportedly been permitted as roadworthy based on fake documents by the Road Transport Authority. The RTA officials act in collusion with agents who facilitate the use of fraudulent documents for the transfer of ownership, vehicle permit, and fitness, it is alleged. When a passenger hails an auto-rickshaw, its driver, despite not having the mandatory meter, will not bat an eyelid before demanding exorbitant fares and then refusing to ply if his demand is not met. People have got used to this. What if the auto you take is unfit; that is, not roadworthy, but illegally plying as 'fit' auto? Thousands of such auto-rickshaws in the city are plying illegally on city roads, endangering passengers' lives. What is incredible is that these vehicles are running under the nose of the authorities. According to the City Auto & Motor Cab Drivers Welfare Society, over 8,000 of the autos plying on city roads are not roadworthy and they ought to have been scrapped years ago. They alleged that autos that come for scrapping to RTA offices are being sold illegally. 'As per RTA records, over 80,000 autos were scrapped, however, several thousands of these unfit autos are running in the twin cities. This is due to the negligence of higher authorities,' said Mohammed Mahmood Hussain Makke, president of City Auto & Motor Cab Drivers Welfare Society. Mahmood said that these autos are posing a risk to the lives and limbs of passengers. 'In Greater Hyderabad, over 1.40 lakh autos and additionally over 15,000 illegal autos are running on roads.' Mahmood alleged. 'Autos meant for scrapping are illegally sold in collusion with RTA authorized scrap dealers and 8,000 plus such auto rickshaws are plying on city roads and other districts.' City Auto Drivers said several representations were given to the Transport Department, Transport Commissioner, Joint Commissioner and Secretary, regarding the illegal sale of scrapped autos and faulty scrapping policy. M Dayanand, General secretary of Auto Motor Welfare Association, said that there was also fraud in the transfer of ownership and transfer of vehicle permit of auto rickshaws in the RTA offices. Dayanand said 'Only in North zone RTA office Trimulgherry, as many as 8,131 autos were illegally transferred with fake documents. And there will be several thousands in all RTAs in the city.' He said 'For the transfer of ownership and transfer of vehicles permit, both the seller and buyer should be present before the RTO and should affix their signatures. But, in most of such cases, only the seller is present, and the application is submitted for the transfer of ownership as well as for transfer of vehicle permit, with fake address proof - fake Aadhar Card. The files are passed after receiving an amount Rs 1,300 per file as a bribe is taken and as usual, they share the total bribe collected for the day,' alleged Dayanand. U Rajender, another activist, said that several complaints were given by the association regarding the fraud taking place in the RTA offices in the city. However, no action has been taken. 'We demand a probe into the scam in vehicle transfer taking place in the RTA offices.'

Child Aadhar Card Biometric Update: The government on Tuesday urged parents and guardians to update the Aadhaar biometrics of children who have turned seven. The Unique Identification Authority of India (UIDAI) emphasized the importance of completing the Mandatory Biometric Update (MBU) for children who have reached the age of seven but haven't yet updated their biometrics. To facilitate the process, UIDAI has begun sending SMS alerts to the mobile numbers registered with the Aadhaar of such children, reminding parents to complete the MBU. This is an existing requirement under Aadhaar, and parents or guardians can update the details of their child at any Aadhaar Seva Kendra or designated Aadhaar centre, the IT Ministry said in a statement. As per existing rules, fingerprints, iris, and photograph are mandatorily required to be updated in the child's Aadhaar once they reach the age of five. This process is called the first Mandatory Biometric Update (MBU). If the child completes the MBU between the ages of five and seven, it is free of cost. 'But after the age of seven, a prescribed fee of Rs 100 applies,' the IT Ministry informed. According to UIDAI, timely completion of the MBU is essential for maintaining the accuracy and reliability of a child's biometric data. If the MBU is not completed even after the age of seven, the Aadhaar number may be deactivated, as per existing rules. An Aadhaar with updated biometrics facilitates ease of living and ensures seamless usage for services such as school admissions, registering for entrance examinations, availing benefits of scholarships, DBT (Direct Benefit Transfer) schemes, and more, wherever applicable.
