Harsher punishment needed for those convicted of corruption, says Jerlun MP

KUALA LUMPUR: Jerlun MP Datuk Abd Ghani Ahmad (PN) has advocated for harsher penalties for those convicted of corruption, suggesting maximum jail terms, hefty fines, and asset forfeiture as deterrents. Abd Ghani emphasised that corruption is strictly prohibited in Islam and should be addressed firmly. "It is not enough to simply issue stern warnings. In many cases, action taken has been limited to disciplinary measures or suspensions," he stated during the debate on the 13th Malaysia Plan in the Dewan Rakyat on Wednesday (Aug 6). During his speech, Datuk Rosol Wahid (PN-Hulu Terengganu) asked whether Abd Ghani supported adopting stricter punishments for corruption, similar to those in countries like China, where the death penalty can be imposed. In response, Abd Ghani expressed support for severe punishments but insisted they must comply with the existing legal framework. "I support heavier penalties, but they must follow our country's laws," he said. He also urged the government to revive the Syariah Courts (Criminal Jurisdiction) Act 1965 amendment Bill - better known as RUU 355 - which had been approved by Cabinet under the previous Perikatan Nasional government but was not tabled in Parliament due to its dissolution in October 2022. "I urge that the remaining technical work be continued so the Bill can be reintroduced in this House," he said. PAS president and Marang MP Tan Sri Abdul Hadi Awang first proposed the RUU 355 amendment as a private member's Bill in 1996. The Bill seeks to expand the jurisdiction of Syariah Courts beyond the current limits of RM5,000 fines, three years' imprisonment, or six strokes of the cane, aligning it more closely with Syariah law, excluding the death penalty. However, Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar stated that RUU 355 would not be tabled during the third session of the 15th Parliament, and they would proceed with the second reading of the Mufti Bill instead.

‘Tech poses challenges in litigation of child porn cases'

KUALA LUMPUR: A total of 287 child pornography cases were probed by police between 2021 and 2025, with 90% resulting in prosecution and conviction, Lenggong MP Datuk Seri Dr Shamsul Anuar Nasarah (PH-PKR) told Dewan Rakyat yesterday. The Home deputy minister warned that while this high conviction rate reflects police commitment, emerging digital threats, including AI-generated abuse content, are undermining efforts to bring offenders to justice. 'These manipulated materials weaken evidential value in court,' he said, referring to digitally fabricated images and videos made to appear authentic. 'These offences involve children. We take this very seriously. But this responsibility does not fall on police alone. 'We hope society would also help raise awareness and prevent these crimes from continuing,' he said. He added that despite advances in digital forensics and the ability to trace IP addresses and user identities, prosecution is often hampered by offenders who use masking technologies, such as VPNs, and by tampered or encrypted evidence. 'We also deal with encrypted or manipulated evidence, making forensic verification more difficult.' He said delays in cooperation from international platform providers and the complexities of cross-border evidence gathering further obstruct investigations. Enhancing collaboration with CyberSecurity Malaysia, the Malaysian Communications and Multimedia Commission (MCMC) and the National Digital Department is vital to meet these challenges, he added. 'We will strengthen our capabilities and improve digital forensic training to respond to these evolving cyber threats.' Jerlun MP Abd Ghani (PN-PAS) raised concerns about the increasing presence of sexualised advertisements involving children on digital platforms. 'These ads are becoming increasingly common and may appeal to children's curiosity. Such ads could disturb the public and have a severely negative impact on moral values and mental health,' he said, urging stronger prevention strategies and AI tools to wipe out online pornographic content. He added that MCMC works closely with police to monitor, block and remove such exploitative materials. 'Enforcement is done under various laws, including the Penal Code and the Communications and Multimedia Act 1998,' he said. Shamsul confirmed that both measures are being pursued. The Malaysia Internet Crime Against Children Unit, under Bukit Aman's Women and Child Investigation Division, has been operational since 2013 and covers 11 departments nationwide. Each state has at least one dedicated investigator and 31 Child Interview Centres are in place across the country. 'The Home Ministry is reviewing laws to close any loopholes, especially in relation to digital material. We cannot remain stagnant. The law must evolve as digital threats do.'

‘Channel allocations effectively'

Published on: Tuesday, July 08, 2025 Published on: Tue, Jul 08, 2025 By: Sisca Humphrey Text Size: Abd Ghani also suggested that implementation and spending reports on the supplementary allocation be made public on a regular basis through appropriate platforms to ensure transparency. Kota Kinabalu: Nabawan Assemblyman Datuk Abdul Ghani Mohamed Yassin has called on the State Government to ensure that allocations under the Supplementary Supply Bill 2025 are channelled effectively to rural communities still lacking basic infrastructure and amenities. He said the Bill should reflect actual needs on the ground, especially in districts like Nabawan where issues such as road connectivity, clean water and electricity supply remain unresolved. 'Former logging roads have become the main access routes for villagers in Nabawan, and it is important that the Government continues allocating funds to upgrade and maintain these roads.' He said this when debating the Bill tabled by State Finance Minister Datuk Seri Masidi Manjun at the State Legislative Assembly, Monday. He said roads, although not built for long-term public use, are now vital to villagers in the interior and should be treated as key infrastructure assets. 'The Government must also prioritise clean water supply in rural areas by supporting alternative solutions like gravity-fed piping systems and tube wells,' he said. He said there are still areas in his constituency that have yet to enjoy access to electricity, and that this situation continues to hold back community development. 'My question to the Finance Minister is whether part of the additional allocation is being channelled directly towards unresolved infrastructure projects such as rural administration buildings, village and farm roads and drainage for flood-prone rivers,' he said. He also questioned whether there would be specific funding to stimulate grassroots economic activity, particularly for micro-entrepreneurs and small rural businesses. He proposed that support in the form of working capital, skills training and market access be provided to help strengthen household income and, by extension, State revenue. Abd Ghani also suggested that implementation and spending reports on the supplementary allocation be made public on a regular basis through appropriate platforms to ensure transparency. He said a monitoring committee under the State Finance Ministry's permanent secretary office should be formed to track the performance of ministries and departments receiving the additional funds. 'The people will only feel the benefits of this supplementary allocation if it is executed efficiently and with integrity,' he said. He added that the State must avoid situations where approved allocations are poorly implemented or, worse, lead to wastage and leakages. He concluded by expressing full support for the Bill, with the hope that the additional allocation will be spent in a trustworthy and effective manner for the wellbeing of the people of Sabah. 'I fully support the Supplementary Supply Bill 2025, with the hope that the additional allocation will be spent responsibly, fairly and effectively for the benefit of the people of Sabah,' Abd Ghani said. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Preacher quizzed over Bunian claim, report to be sent to mufti

ALOR STAR: Kedah religious authorities have questioned a controversial preacher who claimed that a well-known religious figure had performed Friday prayers with supernatural beings, known in Malay folklore as bunian. Datuk Abd Ghani Zainudin, director of the Kedah Islamic Religious Affairs Department (JHEAIK), said the department will submit its investigation report to the Kedah Mufti Department for further action. Abd Ghani said that the preacher had made the statement during an event held on Nov 11, 2023. The preacher was hauled up for questioning on Sunday at the department's office, he said. Abd Ghani said: "His statement was recorded and the investigation report has been completed." The saga began after a 1-minute-31-second video went viral, showing the preacher claiming that the late Tuan Guru Sheikh Abdul Hamid Ismail had performed Friday prayers in the company of bunian This is not the first time the preacher has courted controversy. Last year, he was reminded by JHEAIK to refrain from behaviour that could mislead the public, following the circulation of a video showing students excessively praising him at an event where Arabic verses were recited in his admiration. Meanwhile, Kedah Umno information chief Datuk Shaiful Hazizy Zainol Abidin urged the religious authorities to act decisively, describing the preacher's remarks as deeply troubling. "This is the second time the same individual has been embroiled in a controversy touching on Islamic creed (akidah) and religious sensibility. Such incidents tarnish the sanctity of Islam and create unrest within the community," he said in a statement today. Shaiful also urged JHEAIK to strengthen its checks and monitoring of all accredited religious speakers in the state.
