SEC approves regulations of Human Resources Law
Sheikh Abdullah Bin Salem Bin Sultan Al Qasimi, the Deputy Ruler of Sharjah and Deputy Chairman of the Sharjah Executive Council (SEC), chaired a meeting of the Council, on Tuesday morning at the Ruler's Office. During the meeting, the SEC discussed various important issues, focusing on how to effectively monitor the performance of government departments and agencies. The Council also discussed updating laws and regulations to ensure that workers' rights are protected in Sharjah. The Council has approved new rules based on Decree-Law No. (2) of 2025 that focus on human resources in Sharjah. These changes aim to create clear and effective guidelines for managing and developing the workforce. The goal is to enhance the work environment, clarify the roles and responsibilities of employees in government jobs, and promote efficiency, fairness, and job security in alignment with the government's goals for the emirate. The executive regulations outline the procedures for how employees and government agencies interact and manage their work relationships. These regulations encompass a comprehensive set of rules and guidelines that address various administrative topics. In total, there are nine main sections, 130 articles detailing specific points, 33 tables for easy reference, and 30 forms and applications that employees may need to use. The regulations cover various aspects of employment and hiring practices. They establish guidelines for various committees that oversee these processes, as well as rules governing bonuses, incentives, and benefits. There are also details about how promotions work and how to resolve any workplace status issues. Additionally, the regulations outline rules for working hours, leave policies, and expectations for workplace behaviour. They specify when disciplinary actions can be taken and the circumstances under which an employee may be terminated. Finally, there are some concluding points that wrap up the regulations. The Council has approved new rules to enhance the efficiency of the Sharjah Government. This is part of their ongoing effort to modernise systems, support local talent, and foster a work environment that prioritises innovation and productivity. The Council also encouraged all Sharjah Government employees to work harder and more sincerely to help achieve the vision set by His Highness the Ruler of Sharjah and to support the overall growth goals of the emirate Recently, Sheikh Abdullah Bin Salem chaired the council's regular meeting at the Ruler's Office. The Council approved amendments to Resolution No. (12) of 2021, which pertains to the executive regulations of Law No. (6) of 2015 on human resources in Sharjah. Under the new policy, a female employee who gives birth to a child with a medical condition or disability requiring constant care will be eligible for fully paid care leave following maternity leave. The key provisions include: 1. A medical report must be submitted from an authorised medical body. 2. The care leave will last one year with full pay after maternity leave ends. 3. The leave may be extended annually for up to three years with the relevant authority's approval and a supporting medical report. 4. Should the child's health improve, the authority may terminate the leave based on medical recommendations. 5. Employee performance during care leave will be evaluated under the existing performance management framework. 6. If the leave exceeds three years, the case will be referred to the Higher Committee for Human Resources. 7. The care leave will be counted as part of the employee's total service. The council also issued a resolution regarding the executive regulations of Law No. (2) of 2021 concerning human resources for military personnel in Sharjah's regulatory bodies. The regulation includes comprehensive legal articles on terminology, application frameworks, job classification, recruitment, salary structures, allowances, promotions, and other employment benefits. It further outlines mechanisms related to internal transfers, secondments, training, educational leave, performance appraisals, job responsibilities and restrictions, end-of-service processes, and associated benefits, along with relevant annexes and templates. SEC holds meeting, discusses progress of government work
Sharjah Executive Council (SEC) held its meeting on Tuesday, chaired by Sheikh Sultan Bin Mohammed Bin Sultan Al Qasimi, Crown Prince, Deputy Ruler of Sharjah, and Chairman of the Executive Council, and attended by Sheikh Abdullah Bin Salem Bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive Council. During its meeting, held at the Ruler's Court, the Council discussed a number of general topics related to the progress of government work, the general policies of government departments and agencies, and their role in achieving the vision and strategy of the Emirate of Sharjah. The Council issued a resolution regulating brokerage in Souq Al Haraj. It prohibits any natural person from engaging in brokerage activities in the Auto Market without obtaining a permit issued by the Sharjah Asset Management Company, in accordance with the terms and conditions specified by the company. The resolution also stipulates administrative penalties for violators of the resolution, as well as judicial enforcement action against employees approved by the competent authority and issued by a decision of the President of the Judicial Council. The Council reviewed the Sharjah Airport Authority's annual report for 2024, which included the Authority's most notable achievements in passenger and aircraft traffic, modern services, and new projects that keep pace with the airport's growth. According to the report, passenger traffic increased in 2024, reaching more than 17 million passengers. Aircraft traffic indicators and air cargo volume also witnessed a significant increase, reflecting the great confidence in and distinguished services provided by Sharjah International Airport. The report covered the progress and completion rates of new projects within a series of development and expansion projects at Sharjah International Airport, as well as the modern services and facilities added to enhance the airport's leading position. These include the addition of 12 new aircraft stands, the expansion of the passenger check-in area, and the completion of the new engineering and maintenance building. It also included an increase in destinations and the attraction of new passenger and cargo airlines. The Council also learned about the awards and accreditations Sharjah International Authority received in 2024, including the airport's accreditation as a child- and family-friendly destination, and the Authority's recognition as part of the 'Building Better Airports' initiative for its exceptional commitment to developing its infrastructure. Last week, the Sharjah Executive Council during its weekly meeting chaired by Sheikh Sultan Bin Mohammed Bin Sultan Al Qasimi issued a decision to promote Maryam Majid Saeed Al Shamsi, Director of Al Hamriyah Branch of the Sharjah Social Services Department (SSSD), to the position of Department Director under the special job system of the Government of Sharjah, and appointed her as Director of the SSSD. The Council discussed a number of topics related to monitoring the performance of local departments and authorities to ensure the best possible services are delivered to the community across various sectors and fields. The Council issued a decision promoting Maryam Majid Saeed Al Shamsi, Director of Al Hamriyah Branch at the Sharjah Social Services Department (SSSD), to the position of Department Director under the special job classification system in the Government of Sharjah, and appointed her as Director of the SSSD. The Council approved recommendations related to the Temporary Housing System and updates to its regulatory framework — one of Sharjah's pioneering housing initiatives. The Council was briefed on the details of the Temporary Housing System report, which covered eligibility cases for temporary housing support, conditions, and the various entities contributing to the initiative's objectives. Recently, Sheikh Sultan Bin Mohammed Bin Sultan Al Qasimi, Crown Prince and Deputy Ruler of Sharjah, presided over a meeting of the Executive Council at the Ruler's Office. The meeting was attended by Sheikh Sultan Bin Ahmed. During the meeting, the SEC reviewed recent updates on government initiatives in the emirate. They examined reports on the activities of various government departments and agencies, and gained insights into the progress of development projects underway in different cities and regions. The Council has reviewed proposals aimed at developing a training and qualification programme for job seekers in Sharjah. This initiative, launched under the guidance of Sheikh Sultan, seeks to equip job hunters with comprehensive training and development opportunities. The goal is to enhance their skills and capabilities, thereby enabling them to secure suitable employment opportunities. The Council also examined the report detailing the outcomes of implementing Council Resolution No. 19 of 2022, which focuses on providing medical and dental care services to elderly citizens in Sharjah.
