SEC issues decision to form Police Judicial Council in Sharjah

His Highness Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Vice Chairman of the Sharjah Executive Council (SEC), chaired the Council's meeting held, on Tuesday, at the Sharjah Ruler's Office. The meeting was attended by His Highness Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Vice Chairman of the Sharjah Executive Council (SEC). Reviewing Government Performance and Services The Council discussed a number of topics related to monitoring the performance of local departments and authorities, with the aim of ensuring the highest quality of services provided to the community across various sectors. Formation of Police Judicial Council The Council issued a decision regarding the formation of the Police Judicial Council in the Emirate of Sharjah, chaired by Brigadier General Omar Ahmed Sultan Bu Alzoud, with membership of Brigadier General Faisal Ibrahim Al Sheikh Nassar, Brigadier General Dr Muqarrab Khalifa Abdullah Al Muqarrab, Brigadier General Amer Amin Mohammed Al Harmoudi, Brigadier General Abdulrahman Mohammed bin Ashour, Brigadier General Humaid Abdullah Al Musharrakh, Lieutenant Colonel Obaid Obaid Al Kindi, and Captain Saeed Obaid Mohammed Al Naqbi. Approval of Organisational Structure for Sharjah Archives The Council approved the general organisational structure of the Sharjah Archives, supporting the department's functions and responsibilities in line with its mandate. This step comes as part of the ongoing development of organisational frameworks and governance across various government entities. The Council also directed its General Secretariat to complete the legislative procedures required for implementation. Annual Report of Sharjah Noble Quran and Sunnah Establishment The Council reviewed the 2024 annual report of the Sharjah Noble Quran and Sunnah Establishment, which highlighted the institution's key achievements and efforts over the past year. The report detailed the main programmes and activities that support the Establishment's strategy and objectives, including its mission to strengthen the role of the mosque and enhance the skills of Quran memorisers across Sharjah. The report noted that the number of Quran tutors reached 1,179 male and female instructors, with 1,465 Quranic circles serving 32,636 male and female students. Additionally, there are 24 Iqraa circles with 249 participants specialising in granting the connected sanad (chain of narration) to the Prophet Muhammad, peace be upon him. The report also showcased joint initiatives with various government, educational, academic, and correctional institutions across the cities and regions of the Emirate. Council Commends the Establishment's Efforts The Council extended its sincere thanks and appreciation to the Sharjah Noble Quran and Sunnah Establishment for its blessed efforts in serving the Holy Quran and promoting Islamic values. It praised the Establishment's role in embedding the teachings of the Quran and Sunnah within society through its impactful programmes and distinguished initiatives.

Congratulations on UNESCO World Heritage Listing At the start of the meeting, the SEC extended its congratulations to UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and to His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, as well as to the leadership and people of the United Arab Emirates, on the occasion of Faya being inscribed on the UNESCO World Heritage List. A Testament to Sharjah's Historical Significance The SEC affirmed that this historic achievement reflects Sharjah's rich historical and archaeological value. It also documents humanity's ability to adapt in the region across different eras and periods, and crowns the Emirate's research and scientific efforts to preserve its historical and human heritage. New Housing Support Allocation for Urgent Cases The SEC praised the approval by His Highness the Ruler of Sharjah of a new batch of housing support beneficiaries in the Emirate, designated for urgent cases, with a budget of AED 335 million. This reflects His Highness's commitment to ensuring a dignified life and supporting families in ways that enhance their stability and social cohesion. Review of 2024 Final Accounts Report The SEC reviewed the final accounts report for the year 2024, which outlines the actual financial results, expenditures, and revenues for government and independent departments and entities in the Emirate of Sharjah for the 2024 fiscal year. New Decision on Regulating Health Activities and Professions The SEC issued a decision regarding the regulation of practising health activities and professions in the Emirate of Sharjah. The provisions apply to local health establishments affiliated with the Government of Sharjah and private health facilities in the Emirate and free zones, as well as professionals working in those establishments. The provisions do not apply to federal government health facilities operating in the Emirate. Objectives of the New Regulation The decision aims to achieve the following: Establish an integrated system for health regulation management concerned with the development of health facility licensing services by the Sharjah Health Authority, as well as the licensing of health professionals and the assurance of quality healthcare services. Promote good governance standards by reinforcing the principles of transparency, fairness, and legal accountability in the Emirate's healthcare sector. Lay down the legal foundations for practising health professions to ensure their advancement and the provision of the best healthcare services to individuals. Legal Provisions and Governance Structures The decision also includes legal provisions related to the powers of the Sharjah Health Authority, committees on accountability, medical practice and grievances, as well as regulations for the practice of health activities and professions, conditions and procedures for issuing health facility permits and professional health licences, along with administrative penalties, fees, judicial enforcement, and other legal stipulations.

The meeting was held in the presence of His Highness Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive council addressed several topics related to the organisation and monitoring of government departments and entities across the emirate, and reviewed key developmental strategies aimed at raising the quality of services provided in line with the directives of His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, the Executive Council approved amendments to Resolution No. (12) of 2021, which pertains to the executive regulations of Law No. (6) of 2015 on human resources in the new policy, a female employee who gives birth to a child with a medical condition or disability requiring constant care will be eligible for fully paid care leave following maternity key provisions include:1. A medical report must be submitted from an authorised medical body.2. The care leave will last one year with full pay after maternity leave ends.3. The leave may be extended annually for up to three years with the relevant authority's approval and a supporting medical report.4. Should the child's health improve, the authority may terminate the leave based on medical recommendations.5. Employee performance during care leave will be evaluated under the existing performance management framework.6. If the leave exceeds three years, the case will be referred to the Higher Committee for Human Resources.7. The care leave will be counted as part of the employee's total council also issued a resolution regarding the executive regulations of Law No. (2) of 2021 concerning human resources for military personnel in Sharjah's regulatory bodies. The regulation includes comprehensive legal articles on terminology, application frameworks, job classification, recruitment, salary structures, allowances, promotions, and other employment further outlines mechanisms related to internal transfers, secondments, training, educational leave, performance appraisals, job responsibilities and restrictions, end-of-service processes, and associated benefits, along with relevant annexes and templates. The council reviewed a detailed report on the performance of district councils and plans for expansion across cities within the emirate. It also assessed various community-focused initiatives designed to strengthen social cohesion and elevate public cultural awareness through the vital role of these councils.

The meeting was held in the Sharjah Ruler's Office, with the attendance of His Highness Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Vice Chairman of the Sharjah Executive Council (SEC). Review of Government Sector Performance The meeting addressed a number of topics listed on the agenda, focusing on monitoring the performance of government departments and entities, and reviewing progress across various sectors. These discussions aim to ensure the achievement of Sharjah's strategic objectives. Promotion within the Department of Housing The Council issued a decision promoting Eng. Salem Hamed Al Abdooli, Director of the Projects Department at the Sharjah Department of Housing (SDH), to the grade of "Department Director" under the special jobs system of the Sharjah Government, and appointing him as the Director of the Department. Traffic Violations Waiver The Council also approved a decision regarding the waiver of traffic violations in Sharjah. Under the new decision, violations recorded by the competent authority at the Sharjah Police General Command will be dropped if 10 years have passed since the date of the violation. In addition, the decision stipulates a fee of AED 1,000 for submitting a request to waive traffic violations, with the following exemptions: Verified death of the vehicle owner. Verified continuous departure of the vehicle owner from the country for no less than 10 years. Abandoned vehicles, where the owner cannot be reached. Judicial Authority Law Amendments The Council reviewed the amendments proposed by the Sharjah Consultative Council (SCC) to the draft law regulating the judicial authority in the Emirate. It directed that the amended draft be referred to His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, in preparation for its issuance. Growth in the Aviation Sector The Council discussed the growing aviation sector in the Emirate of Sharjah, attributing this growth to the Emirate's supportive environment and diverse logistical and service facilities. The discussion included future opportunities to further strengthen Sharjah's position in the aviation industry. Sharjah Training Centre for Airports Science The Council also reviewed a report on the Sharjah Training Centre for Airport Sciences, which provides accredited training programmes recognised by both local and international bodies. These programmes cover aviation, air transport, and security. The report detailed the centre's integrated and specialised facilities, which include simulators, training rooms, labs, testing and meeting rooms, a conference hall, and classrooms. It also outlined the various phases the centre underwent to obtain its official accreditations.
