He emphasized that the decision comes in full compliance with directives issued by the UN Secretary-General. 'We are committed to the Secretary-General's position, which is binding on all UN agencies,' Abu Hasna said in a televised interview with Alqahera News. 'We were clearly instructed that cooperation with this entity is strictly prohibited until further notice.' Abu Hasna outlined several reasons behind UNRWA's firm stance, including serious concerns about the humanitarian legitimacy of the proposed system and a lack of transparency about its actual objectives. He warned that the mechanism might be part of a broader plan to displace Gaza's 2.3 million residents toward the southern city of Rafah—mirroring events in May when nearly 1.8 million Palestinians were concentrated there under similar circumstances. He further revealed that some officials have openly acknowledged that the mechanism aims to 'concentrate the population' in one specific geographic area, a strategy that UNRWA categorically rejects. 'Any cooperation in this context would violate the fundamental principles of humanitarian relief operations,' Abu Hasna stressed, 'which must be neutral, independent, transparent, and based on the actual needs of the population—not political or security agendas.' Gaza – Saba: Dr. Adnan Abu Hasna, spokesperson for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), stated that the loss of control at the centers designated for humanitarian aid distribution in Gaza was anticipated. In remarks to Russia's Sputnik news agency, Abu Hasna explained that Gaza's 400 food and humanitarian aid distribution points—operated by UN organizations and UNRWA—cannot be reduced to just two or three centers. This compression drove tens of thousands of Palestinians to rush to these locations in hopes of securing food aid. He emphasized that this system is entirely unfit for distributing humanitarian aid and relief supplies to prevent famine in Gaza, stressing the necessity of reverting to the previous UN system, its five-phase plan, and its mechanisms—which Israel already has. 'UNRWA is fully capable of managing humanitarian relief operations and distributing food to Gaza's population. We have been working in this field for 76 years and possess the required logistical capacity, along with thousands of staff members who can efficiently oversee distribution,' Abu Hasna added. He noted that today's events were expected but raise serious questions about how to control hundreds of thousands of civilians if they flock to these centers, who can truly organize the process, deliver services, and distribute aid. He also expressed suspicions that this new mechanism aims to replace the UN system and forcibly displace people to southern Gaza. Meanwhile, the Gaza government media office stated, 'The Israeli enemy has utterly failed in its aid distribution project in the apartheid buffer zones, amid the collapse of the humanitarian process and the escalation of starvation crimes.' It added, 'The storming of distribution centers and the seizing of food under the pressure of deadly hunger, along with the occupation forces opening fire and injuring several citizens, clearly reflects the complete breakdown of the humanitarian process overseen by the occupation authorities.' The office further stressed, 'Today's events are definitive proof of the occupation's failure to manage the humanitarian crisis it deliberately created through policies of starvation, blockade, and bombardment—constituting a continuation of a full-fledged genocide under international law.' Gaza under Israeli aggression - file CAIRO - 24 May 2025: Adnan Abu Hasna, spokesperson for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), confirmed that the situation in the Gaza Strip has reached an unprecedented level of humanitarian deterioration, describing it as a "major catastrophe." In press statements from Cairo, he added that all residents of the Gaza Strip, without exception, have been subjected to a systematic and dangerous process of starvation since the beginning of the war on October 7. Abu Hasna, during a phone call to Al-Qahera News TV channel, indicated that hundreds of thousands of Palestinians are starving, while Gaza is witnessing widespread internal displacement, exceeding 600,000 people, particularly from Beit Hanoun, Beit Lahia, and areas east of the Strip. He said that these residents had previously lost everything and are now being forcibly displaced to other areas within Gaza under bombardment and danger. Abu Hasna explained that the ongoing killings are no longer justified, even by the Israeli side, as civilians, including children and the elderly, are being targeted daily without any justification, contrary to what was previously promoted. He stressed that hundreds are being killed or injured daily in tragic circumstances. Regarding aid, the spokesperson revealed that no more than 130 trucks have entered the Gaza Strip, despite security approvals for more than 400. He concluded by citing warnings from UNRWA Commissioner-General Philippe Lazzarini that the elderly are dying due to a lack of medicine, and that the threat of famine and inevitable death threatens tens of thousands of residents unless urgent action is taken.

He confirmed that the agency's warehouses are empty, and that the current situation is the worst since the start of the aggression in October 2023. Abu Hasna explained that thousands of residents are suffering from hunger, and that the prices of the few remaining food supplies are exorbitant and unaffordable for the majority of the population, at a time when the infrastructure has suffered widespread destruction, including water, electricity, and sewage networks. He stressed the need to immediately open the crossings to allow the entry of food and medicine, warning that their continued closure since early March threatens the lives of 2.3 million Palestinians. In the same context, the United Nations announced that approximately 500,000 Palestinians have been forcibly displaced in the Gaza Strip since March 18, as a result of the ongoing Israeli aggression and the absence of any ceasefire. A report issued by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) indicated a serious deterioration in the humanitarian situation, with severe shortages of food, water, medicine, and shelter, and alarmingly high rates of malnutrition among children. The report accused the occupation authorities of obstructing humanitarian relief efforts, noting that they have prevented four out of six relief missions during the recent period and continued to close crossings and prevent the entry of essential supplies, exacerbating the escalating humanitarian disaster in the Gaza Strip. The Islamic Resistance Movement (Hamas) called on the international community to urgently intervene to stop the crime of starvation being faced by the residents of the Gaza Strip, holding the occupation authorities fully responsible for the worsening humanitarian disaster. In a statement issued Thursday, the movement said that the statements of Zionist Defense Minister Yoav Katz, in which he asserted that his fascist government's prevention of humanitarian aid entering Gaza is a means of pressure, represent 'a renewed public admission of committing a war crime,' using starvation as a weapon and depriving innocent civilians of food, medicine, water, and fuel, for the seventh consecutive week. It added that the statements of terrorist Minister Itamar Ben-Gvir, in which he called for not allowing 'even a single gram' of aid into the Strip, are an extension of a series of statements and positions issued by the 'Zionist fascist clique,' which openly defies all international laws and norms and expresses a clear intention to continue its policy of genocide against the Palestinian people. The movement expressed its regret for the absence of a firm international stance regarding these criminal statements and criticized the silence of the international community, the United Nations, the Security Council, and international judicial bodies, stressing that this silence opens the door for the occupation to continue its crimes. Hamas renewed its call for the international community to take immediate action to halt the starvation and blockade imposed on Gaza, calling on the International Criminal Court to prosecute Zionist terrorists Yoav Katz and Itamar Ben-Gvir, as well as all occupation leaders, and hold them accountable for their brutal crimes against humanity.
