RM10.4m fraud by civil servants uncovered at federal department
KUALA LUMPUR: Fraudulent transactions involving RM10.4 million by civil servants were uncovered at a federal department, said Accountant General Nor Yati Ahmad. She said investigations from 2019 to 2024 into public fund misappropriation had led to the recovery or detection of about RM18 million in losses. "From 2019 to 2024, based on the transactions we investigated involving losses of public funds, we have resolved and detected around RM18 million. "There was one case involving civil servants, amounting to RM10.4 million. It occurred at a federal department. Enforcement authorities have taken follow-up action," she said at a press conference after launching the Accounting Fraud Working Group here today. Present were Malaysian Anti-Corruption Commission Chief Commissioner (MACC) Tan Sri Azam Baki and Auditor General Datuk Wan Suraya Wan Mohd Radzi. Nor Yati said most accounting fraud cases involved manipulation of procedures and financial processes, including tampering with accounting and financial management systems. She said the department, aside from taking firm action based on third-party reports and other sources, is also taking a proactive approach by leveraging current digital technologies. This includes analysing financial data to detect red flags and identify unusual or suspicious transactions. "We are doing this now and will continue to do so. It is now part of our standard work processes at the National Accounting Department nationwide." Earlier in her speech at the event, Nor Yati said public sector agencies must adopt a collaborative approach to navigate an increasingly challenging and complex technological landscape. She said this could be achieved through cooperation and the sharing of best practices among public and private sector agencies to strengthen fraud prevention policies, regulations and methodologies. "The Madani government, which emphasises the principles of governance and integrity, stands to benefit significantly from the implementation of the Accounting Fraud Working Group. "The Accountant General's Department is fully committed to supporting and helping this group in achieving its objectives. We believe that through this strategic synergy, efforts to combat fraud can be carried out more effectively and comprehensively." The working group would be spearheaded by MACC and include the Auditor General's Department, Accountant General's Department, Inland Revenue Board, Malaysian Companies Commission, Universiti Teknologi Mara and the Malaysian Institute of Accountants.

RM13.3 Billion In WTD Recorded As Of Last April
BATU PAHAT, May 17 (Bernama) -- A total of RM13.3 billion in Unclaimed Money (WTD) was recorded by the Accountant General's Department (JANM) until last April. Accountant General Nor Yati Ahmad revealed that since the establishment of the unclaimed money (WTD) system in 1977, only about RM4 billion has been successfully claimed by rightful owners or their heirs. She said this situation likely occurred because many individuals or their heirs were either unaware that they had unclaimed money records or had never taken the initiative to check with the Accountant General's Department of Malaysia (JANM). "They can actually check or submit a claim application via the official portal or eGumis application and go to JANM branches in each state. "We will also continue to intensify promotions and field activities to publicise the existence of this WTD because it can only be issued by the owner or heir," she told reporters after opening the Kampung Angkat MADANI (KAM) and Santuni MADANI Programme at Sekolah Kebangsaan (SK) Minyak Beku, here, today. Meanwhile, speaking about the KAM programme, she said that various activities were organised to support the local community and implement development projects, particularly those involving infrastructure improvements. He explained that in addition to the WTD counter, opened in collaboration with Bank Rakyat for the opening of children's savings accounts with a RM20 incentive per account, several other community-focused activities were also carried out. 'Among the physical development projects were upgrading water supply pipelines, repairing Islamic halls, constructing cemetery fences, enhancing funeral management facilities, and handing over a funeral van,' she said. She said the KAM programme aims to bridge the development gap between rural and urban areas by improving essential infrastructure, community facilities, and ensuring internet access is not overlooked.

Avoid hasty year-end spending, says Chief Secretary
PUTRAJAYA: The practice of hasty year-end spending in the civil service, which often leads to waste of resources, must be avoided entirely, says the Chief Secretary to the Government. Tan Sri Shamsul Azri Abu Bakar ( pic ) said poor expenditure management undermines the efficient use of resources and risks creating negative perceptions about the government's integrity and governance. He added that, although the Auditor-General's Report continues to raise issues about the government's financial management, misappropriation and wastage of public funds still occur. 'If left unaddressed, this issue could become increasingly complex, and, without firm solutions, it will affect the credibility and public perception of civil servants in general,' he said at the opening of the 2025 Management Accounting Seminar here yesterday, Bernama reported. The event was organised by the Accountant General's Department. The text of his speech was read out by Auditor-General Datuk Seri Wan Suraya Wan Mohd Radzi. According to Shamsul Azri, civil servants must ensure that transparency, integrity and accountability remain central principles of governance and ethics. He said the government is focused on optimising public spending by reviewing expenditure policies and allocating limited resources to ensure efficiency, effectiveness and value for money. 'Continually implementing policies geared towards targeted subsidies allows the government to reduce waste and leakage while creating fiscal space to improve assistance for vulnerable groups.' He added that the government has taken a positive step forward by amending the Audit Act 1957, which will broaden the audit scope concerning the management of public funds. This effort also ensures that audit recommendations are taken seriously and acted upon appropriately by all relevant parties, including ministries, departments, agencies, and any entities or companies that receive public funds,' he said. Shamsul Azri also said the Accountant General's Department, as the lead agency for management accounting across ministries, has introduced the Treasury Circular PS 1.3 – Implementation of Management Accounting. He said the circular outlines the policy and implementation of management accounting via the introduction of Strategic Management Accounting and Reporting (SMARt). 'This initiative directly enhances the efficiency, effectiveness and accountability of ministries in managing finances, risks, resources and performance by ensuring optimal resource utilisation,' he added. As such, Shamsul Azri urged all ministry secretaries-general, who also serve as controlling officers, to ensure the effective implementation of management accounting and SMARt in order to improve transparency and accountability in all financial decisions.
