NEW YORK — A federal judge on Friday dismissed a lawsuit brought by New York City Mayor Eric Adams, who had sought to compel the release of $3.5 million in public matching funds to his reelection campaign. Despite the loss, the mayor's legal team was thrilled. In a 61-page decision, United States District Judge Nicholas Garaufis sided with the New York City Campaign Finance Board, which opted to withhold the matching funds from Adams in December. 'The court finds that the CFB provided two independent valid grounds for denying the Adams Campaign public matching funds,' Garaufis wrote in his decision. Those two reasons were: The Adams camp did not respond in a timely manner to a records request from the board and blew through a deadline to file a financial disclosure form. The Campaign Finance Board had also cited the federal bribery case against Adams that was dismissed in April at the behest of President Donald Trump's Department of Justice. Garaufis did not agree with that line of reasoning, even as he alluded to the unusual nature of the dismissal, which led a former U.S. attorney on the case to quit and the judge to suggest a bargain was struck between Adams and the Trump administration. 'The Board's attempt to shift the burden of proving his innocence to Mayor Adams is inappropriate and goes against the centuries-old American legal principle that presumes the criminal defendant's innocence until proven guilty,' Garaufis wrote in Friday's decision. That line buoyed the hopes of Adams' attorney, who suggested the campaign would be able to submit the required documentation and attain the matching funds at a future board meeting. 'We are confident now that Mayor Adams will receive matching funds and therefore be in a position to bring his record of success for working-class New Yorkers and their families for the general election this November 4th!' Frank Carone, the mayor's attorney and campaign chair, said in a statement. CFB spokesperson Timothy Hunter said the board is reviewing the decision.

Mayor Adams is expected to tap Eugene Noh, a longtime New York political consultant with a history of inflammatory rhetoric, as his reelection campaign manager, the Daily News has learned. Noh, who's also the husband of progressive and anti-Adams Queens Councilwoman Julie Won, is expected to be formally announced for the new position as early as this week, according to multiple sources. Noh declined to comment Tuesday. An Adams campaign rep didn't immediately return messages. The new gig for Noh comes as Adams faces long odds in November's general mayoral election, in which he's running as an independent after dropping out of the Democratic primary this spring amid fallout from his federal corruption indictment. The Democratic mayoral nominee in November's race is Assemblyman Zohran Mamdani, a socialist endorsed by Noh's wife and other progressives. Noh has worked for his wife's political operations as well as a number of other high-profile campaigns in New York, including former Staten Island Congressman Max Rose's failed 2022 reelection bid. While serving as Rose's campaign manager, Noh was caught on tape telling staffers to take extreme steps to turn out the vote for the congressman. That included Noh urging the staffers to 'take a lot of Adderall' or even 'smoke meth or do cocaine,' remarks that The News first reported in 2023, prompting Noh to offer an apology. On the tape, he was also heard encouraging staffers to pull fire alarms in apartment buildings with polling sites in order to get residents downstairs to vote. Additionally, The News reported in 2023 that Noh had over a decade earlier been kicked off Twitter for breaking the site's rules after, among other things, using the N-word. In addition to Mamdani, Adams is in November's election expected to face Republican nominee Curtis Sliwa, independent Jim Walden and, potentially, Andrew Cuomo.

Former Adams advisor Winnie Greco back in action, helping drive turnout for campaign kickoff

Two controversial allies of Mayor Adams with ties to the Chinese government helped drive turnout for his Thursday reelection campaign kickoff rally, according to sources familiar with the matter. In the days leading up to the rally, Winnie Greco, an ex-senior adviser to Adams whose homes were raided by the FBI last year, worked the phones and took other steps to get people to show up for the event, the sources said. Robin Mui, an Adams donor and CEO of Chinese language newspaper Sing Tao, worked with Greco on that effort, the sources told the Daily News. Adams campaign spokesman Todd Shapiro said they aren't formally involved in the campaign and suggested people volunteer their services for all types of events. Mui, who's a registered agent of the Chinese government, didn't immediately return calls and texts. Greco showed up at the rally with a group of supporters wearing a blue 'AAPI for Mayor Adams' t-shirt. 'I'm not campaigning…I love him, I love my community,' she told The News, gesturing to the group she came with. Brianna Suggs, another longtime Adams aide also raided by the feds, was spotted at the event, too. The rally was held on the steps of City Hall, and Adams' team said it's expected to draw hundreds of supporters. It marks the kickoff of Adams' independent bid for a second term in November's general election, in which he'll face presumed Democratic Party nominee Zohran Mamdani, independent Jim Walden, Republican Curtis Sliwa and potentially other candidates. The City Hall confab marks the first major campaign event Adams has held since President Trump's Department of Justice in April secured a controversial dismissal of the mayor's corruption indictment, which alleged he took bribes and illegal campaign cash from Turkish government operatives. The dismissal has led many to believe Adams is beholden to Trump's agenda, an accusation the mayor denies. Greco resigned as a City Hall adviser to Adams after FBI agents in February 2024 raided her two Bronx homes as part of an investigation that has reportedly focused at least in part on her connections to China's government. A longtime fundraiser for Adams, Greco met regularly with Chinese government Party officials while still at City Hall. The probe into Greco has produced no charges and it's unclear whether the inquiry is continuing. Greco's involvement in Thursday's rally comes after she appeared earlier this week with Adams for a ribbon-cutting event at a hookah lounge in Queens, the first time in months she was spotted publicly with him at an official government event. Mui has been a donor to Adams' political efforts going back to his time as Brooklyn borough president. Mui was forced by the U.S. Department of Justice in 2021 to register himself and his newspaper as agents of China's government. The DOJ made that call after determining they were engaged in 'political activity' on China's behalf. Mui has maintained he isn't a Chinese agent. Still, he has filed disclosures with the DOJ, as required under federal law, detailing his work activities. Last year, The News reported Mui had failed to report to the DOJ that he met in an official capacity in 2022 with Greco and Ingrid Lewis-Martin, Adams' then-chief adviser who has since been indicted on unrelated corruption charges.
