Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates Nasser Bourita told the House of Councillors on Tuesday that in 2024, the Ministry handled a total of 1,345 requests and complaints received via the " national claims Portal. Responding during question time, Bourita stressed that " constitutes an operational framework for interaction with the grievances of Moroccans worldwide, emphasizing the paramount importance of listening to them and taking their expectations into account. The Minister explained that the complaints received can be divided into four main categories. The first category comprises consular complaints concerning the procedures and services provided by diplomatic representations, while the second concerns issues relating to civil status or personal affairs. The fourth category includes complaints of a social, economic or financial nature, relating to subjects such as taxation and land ownership. He also assured that the Ministry handles directly all complaints falling within its remit, while other claims are forwarded to the relevant departments or to the Hassan II Foundation for Moroccans Residing Abroad. In addition, he noted close coordination with the Institution of the Ombudsman to interact with these complaints, stressing that the new framework ordered by His Majesty King Mohammed VI, concerning the Mohammedia Foundation for Moroccans Residing Abroad will provide a more suitable framework for handling these complaints and expectations more swiftly and effectively, thus providing timely responses and ensuring better coordination between relevant departments. Operation Marhaba 2025 Focuses on Traffic Fluidity, Enhanced Security & Local Support

Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, said on Tuesday 03 June that Operation Marhaba 2025 is set to be mainly focused on ensuring traffic fluidity, enhancing security, providing local support and maintaining heightened health vigilance. Speaking during question time at the House of Councillors, Bourita stated that 29 ships belonging to seven shipping companies will operate 12 routes from the ports of Italy, France and Spain, adding that a budget of around MAD 28 million has been allocated to improve the reception infrastructure at the port of Tanger-Med. The minister also highlighted that security is set to be enhanced thanks to strengthened border control mechanisms, and that local support will be provided through 24 reception centers, including 18 in France and 6 abroad, in addition to the mobilization of additional human resources, on the High Royal Instructions. Bourita added that consulates will operate from June 15 to September 15, as usual, on a permanent basis (Saturdays, Sundays and public holidays), noting that staffing levels will be increased and mobile consulates will be set up "to support this large-scale operation, placed under the High Patronage of His Majesty King Mohammed VI, for the benefit of three million citizens." Health vigilance is also part of this general mobilization, with the presence of specialized teams on the roads and at rest areas, he added, emphasizing that "the aim is to improve this operation year on year, so as to live up to the ambition of His Majesty the King." Bourita also recalled that preparations for this large-scale, unparalleled operation included several meetings of the National Transit Commission, chaired by the Ministry of the Interior, as well as the organization of a Moroccan-Spanish meeting in Cadiz on May 29, in addition to thematic sectoral meetings. 5th Session of Strategic Dialogue: Morocco, UK Committed to Strengthening Bilateral Partnership Across Several Strategic Areas

The Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, and the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, David Lammy, co-chaired, Sunday in Rabat, the 5th session of the Strategic Dialogue between the two countries. This 5th session comes at a significant moment in the relations between the two countries, marked by the positive momentum in bilateral cooperation and by the UK's support for the Autonomy Plan presented by Morocco in 2007. It is distinguished by a shared commitment from both Ministers to open a new, more ambitious and forward-looking chapter of cooperation, for the benefit of both nations, including an African dimension aimed at contributing to peace, security and economic development across the continent. This new session provided an opportunity for the two Ministers to exchange views on questions of common interest and to reaffirm their commitment to further strengthening political and security dialogue, as well as deepening and diversifying economic partnership. Launched in London on July 5, 2018, this Strategic Dialogue serves as an important mechanism to consolidate the historic ties between the two Kingdoms and to further reinforce and deepen bilateral relations. The Strategic Dialogue is structured around key themes for strengthening bilateral cooperation: political, security, economic, cultural and people-to-people exchanges, and also covers regional, international, and multilateral issues. 'For His Majesty King Mohammed VI, may God assist Him, Atlantic Africa must not be seen as a periphery of the global world. Rather, it is a geostrategic heartland, a dynamic interface between continents, a cradle of innovation and resilience', Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates Nasser Bourita said on Thursday in Praia, Cape Verde. Speaking at the 5th ministerial meeting of the Atlantic African States Process (AASP), Bourita stressed that 'our responsibility is to transform this vision into a concrete, visible and tangible reality'. In this context, he underlined that the Atlantic African Partnership is more than a strategic tool, as it is also a political, economic and human process. He noted that this partnership embodies the aspiration of an Africa that no longer endures the shifting tides of history, but instead confidently chooses its own path, guided by clarity and unity with. On this occasion, Bourita reaffirmed Morocco's unwavering commitment to advancing this momentum, to guarantee its continuity and to expand its reach. Welcoming the keenness, coherence, steadfastness and collective determination of the AASP countries to put the Atlantic African space in a momentum of action, solidarity and co-prosperity, the Minister noted that 'the Atlantic African space is no longer disregarded geographically. It is now a strategic, endogenous and accepted reality'. It is 'a reality driven by a shared conviction: that our future will be safer, more prosperous and more sustainable if we build it together', he insisted. Bourita then pointed out that the Royal Initiative has resulted in an unprecedented Afro-African partnership, embodying the essence of shared responsibility, adding that it has laid the foundations for a new cooperation paradigm - both pragmatic in its approach and ambitious in its aims, namely sustainable development, maritime security, environmental protection, and the fight against transnational threats. 'Today, Atlantic Africa is at an inflection point. It is scrutinized, courted, but also confronted with multiple, systemic and cross-cutting threats', Bourita added. He urged African Atlantic States, at a time of setting geostrategic spaces in Europe, America and Asia, to make 'an audible, credible and effective call', by taking care to 'strengthen our trans-regional anchoring, widen the spheres of cooperation and deepen our synergies'. 'This is not just a political ambition, but a necessity for sovereignty and development', the Minister stated, adding that 'it is embodied in the empirical approach we are pursuing together'. "The Forum of Ministers of Justice (April 2024), the meeting of Speakers of Parliaments (February 2025), and the Conference on Maritime Security and the Fight against Terrorism (January 2025), are all milestones that have broadened our scope of action and deepened the coherence of our approach". In keeping with this empirical structure, the Praia meeting is an opportunity for a clear assessment and strategic projection, the Minister underlined, noting that the implementation report confirms that this partnership is progressing well, identifying tangible actions and putting forward pertinent recommendations. These recommendations include the organization of sectoral meetings, such as the Ministers of Justice meeting, which reflected the effectiveness of a multi-sectoral and decentralized approach; the establishment of national coordination mechanisms, which are essential for coordinating internal State actions with the regional dynamics of the Process; and the inclusion of aquaculture in action plans, as a strategic field at the crossroads of food security, employment and environmental sustainability, he explained. Morocco fully commits to these recommendations and is ready to contribute actively, through the expertise of its institutions, the sharing of its experiences and the mobilization of its partners, Bourita affirmed. The Minister concluded by calling on joint efforts to transform the African Atlantic into 'a lever for unity, an engine for shared prosperity and a bulwark of stability'. MAP: 08 mai 2025

During the meeting, the Iraqi President's emissary presented an invitation to the 34th Ordinary Arab Summit, to be held in Baghdad on May 17.
