Nagpur: MLC Parinay Fuke on Thursday wrote to CM Devendra Fadnavis requesting to kick start the process for Nagpur to be officially tagged as a 'metro city', something which will bring in multiple benefits for the area apart from boasting rights. The power to reclassify any city as "X" category, or a metro city, lies with the central govt's Directorate of Census Operations. While having a 50 lakh-plus population is needed to be reclassified as "X" city, the central govt's Urban Agglomeration (UA) clause allows population of neighbouring urban areas to be counted. This means that areas like Kamptee etc can be included in census of Nagpur city, thus propelling it to metro city tag. Fuke in his letter said, "Despite Nagpur being the second capital of Maharashtra, it has not yet received metro city status from the central government, which is concerning. Nagpur has institutions like AIIMS, the high court, Vidhan Bhavan, MIHAN project, along with significant industrial and government establishments. Yet, the consideration for granting Nagpur metro city status has not been done". "VED Council has always maintained that it's time Nagpur gets its due by getting a metro tag as it fulfils all conditions of UA clause," said Sinha. "We can easily achieve the 50-lakh population with the peripheral towns which are very much a part of Nagpur thanks to the phenomenal connectivity. Nagpur is becoming one of the fastest growing cities with major investments, literate population and central location," said Sinha. She added, "VED Council appeals to the District Collector to further its application to the authorities making Nagpur the next metro city in the country. 1 2 Nagpur: The irony can't be missed. Maharashtra 's winter capital and a bustling urban centre, Nagpur, remains tagged as a non-Metro city by the Central govt. Delve into the reason and we are told that Nagpur's recorded population, as per 2011 census is below the required threshold of 50lakh. However, the city might be able to get the coveted "X" city classification of a Metro, courtesy a crucial clause in rules known as 'Urban Agglomeration' (UA). As per the latest voter list, there are almost 25 lakh registered voters in Nagpur city. Ramtek Lok Sabha seat, which is basically an area on periphery of Nagpur city, has 21.3 lakh voters. And this becomes the minimum population threshold of 18+ years of age, who are registered as voters. The around 46 lakh voters plus approximately 8.5 lakh students studying in district between nursery and Class 12 take the total to around 54 lakh. To this will be added the population of kids who are not of school-going age and adults who haven't registered as voters. Even a marginal 10% addition will take the estimated population to 60 lakhs. Going by these estimates Nagpur's population crosses the required benchmark, but the challenging part is getting to the 50 lakh-plus number solely through Urban Agglomeration (UA) clause. It's only the urbanized centres surrounding Nagpur city limits that will help club the population under UA, and many believe this will surely ensure Nagpur reaches the 50lakh population club. What is Urban Agglomeration (UA)? Reading the fine print in the UA clause will be key if Nagpur hopes to achieve the coveted metro status. As defined by the Census Department, Urban Agglomeration refers to a continuous urban spread comprising a city and its adjoining urbanised areas. For adjoining areas to qualify under UA, they must exhibit uninterrupted urban infrastructure, without rural or non-urban gaps breaking the continuity. This criterion demands strict standards — continuous roads, sanitation, utilities, healthcare, and educational institutions — all indicators of robust urban infrastructure. Even a small rural patch can disqualify a city under UA norms. Benefits of Being a Metro City The most immediate benefit is prestige. In Maharashtra, only Mumbai and Pune enjoy the X-category metro tag. If reclassified, Nagpur will join this exclusive club. Government employees stand to gain significantly, with a higher Travel Allowance/Daily Allowance (TA/DA) and House Rent Allowance (HRA) applicable in metro cities. The tag may also unlock larger industrial and infrastructure investments, accelerating economic growth. Business leaders and civic representatives are now pushing for the process to be expedited under the UA clause, arguing that the tag is essential to unlocking Nagpur's growth potential. It is high time the population of Nagpur is calculated as per the geographical jurisdiction of the Nagpur Metropolitan Region Development Authority (NMRDA). A 25km radius from the city centre is the standard benchmark, so there's no reason to exclude this population from the city census.
