Al-Askari said in a statement received by the Iraqi News Agency (INA): that "The Green Climate Fund (GCF) has approved the Iraqi climate finance program, with a total cost of $1.3 billion, to finance climate change mitigation and adaptation projects, as part of national financing that includes all Iraqi governorates, including the Kurdistan Region." Al-Askari explained that "this program represents a comprehensive national proposal to secure climate finance for multi-sector projects, including the Ministries of Agriculture, Municipalities, Water Resources, and others." He considered that "this achievement reflects the Iraqi government's commitment to achieving climate goals and indicates the growing international interest in Iraq and potential support from development partners." The Minister of Environment emphasized that "this climate funding does not belong solely to the Ministry of Environment, but rather is a joint national allocation that serves all parties involved in addressing the challenges of climate change in Iraq."

The Minister of Environment presented "a series of qualitative proposals that conveyed Iraq's vision and position on the most prominent international environmental issues. He also spoke on behalf of the Group of 77 and China," calling for "a tangible collective commitment to implementing the Nationally Determined Contributions (NDCs) and enhancing preparations for COP30." Al-Askari explained that "addressing the climate crisis requires shared but differentiated responsibility," calling on "developed countries to fulfill their commitments to support developing countries, especially those facing worsening environmental challenges, by providing climate finance, facilitating technology transfer, and capacity building." Iraq participated in four high-level ministerial sessions, during which the Minister of Environment delivered Iraq's statement, along with the statement of the Group of 77 and China. Al-Askari called for "aligning international efforts with the Paris Climate Agreement and achieving the Sustainable Development Goals, ensuring the protection of the most vulnerable groups such as women, children, and youth."

He stressed that "major industrialized countries bear the moral and legal responsibility to support developing countries, including Iraq, to help them implement mitigation and adaptation projects to confront the repercussions of climate change." "Climate finance is the critical element for enhancing climate ambition," he added, stressing that the outcomes of the Conference of the Parties - COP29 regarding the means of implementation, "especially financing, are still insufficient." He added that "the lack of adequate funding hinders the implementation of Nationally Determined Contributions - NDCs and limits the ability of developing countries to take effective action to address climate change." Al-Askari stressed "the importance of adhering to the principles of the United Nations Framework Convention on Climate Change - UNFCCC and the Paris Agreement, particularly the principle of equity and common but differentiated responsibilities - CBDR-RC, taking into account each country's national circumstances." "Political will at the highest levels is a pivotal factor in advancing climate action, along with the need to build trust among international partners and fulfill climate finance commitments," he noted. Regarding the role of the G77 and China, "the Minister affirmed that the group is committed to implementing the Global Stocktake - GST, but stressed that climate finance remains the missing link in implementing climate commitments." He explained that the decisions taken regarding the GST must be translated into practical steps that enhance climate action on the ground. The Minister of Environment concluded his remarks by emphasizing that "the G77 and China will continue to put forward constructive proposals to bridge the financing gap," calling on "major industrialized countries to shoulder their responsibilities and work diligently and in good faith to ensure tangible progress in combating global climate change."
