Libyan Red Crescent & Foreign Ministry Plan Joint Initiatives
Libya's Minister of Foreign Affairs and International Cooperation, Dr. Abdelhadi Al-Hwaij, met with the Secretary-General of the Libyan Red Crescent, Marai Al-Dersi, at the ministry's headquarters, in the presence of the ministry's Director of Legal Affairs, Rafi Boujnah, and Director of the Civil Society Organizations Department, Jabr Al-Athram. Al-Hwaij opened the meeting by praising the transparency of the recent electoral process held by the Libyan Red Crescent, stressing the importance of continuous coordination between national institutions and wishing success to the new leadership. For his part, Al-Dersi presented an overview of the recently signed headquarters agreement, noting that it had been referred to the minister for approval. He also reviewed the history of the Libyan Red Crescent, established on October 5, 1957. Al-Dersi proposed organizing an international conference on migration and international law under the sponsorship of the Ministry of Foreign Affairs. The talks also covered the ministry's support for the Red Crescent's bid to secure the position of Deputy Secretary-General of the African Union. Both sides discussed ways to strengthen cooperation, including organizing diplomatic training courses for Libyan Red Crescent volunteers to enhance their skills and capabilities in humanitarian and international work. Libya has been in chaos since a NATO-backed uprising toppled longtime leader Muammar Gaddafi in 2011. The county has for years been split between rival administrations. Libya's economy, heavily reliant on oil, has suffered due to the ongoing conflict. The instability has led to fluctuations in oil production and prices, impacting the global oil market and Libya's economy. The conflict has led to a significant humanitarian crisis in Libya, with thousands of people killed, and many more displaced. Migrants and refugees using Libya as a transit point to Europe have also faced dire conditions. The planned elections for December 2021 were delayed due to disagreements over election laws and the eligibility of certain candidates. This delay has raised concerns about the feasibility of a peaceful political transition. Despite the ceasefire, security remains a significant concern with sporadic fighting and the presence of mercenaries and foreign fighters. Libyan MP demands probe into Al-Dersi video

MP Khalifa Al-Daghari stated during a tribal gathering on Friday that the widely shared footage represents 'humiliation and insult' to Parliament, the Al-Dersi tribe, and the lawmaker's family. He criticised authorities handling the case as 'cowardly and incapable' of revealing the truth about the situation. 'I have discussed this serious matter directly with Parliament Speaker Aguila Saleh,' Al-Daghari said, urging both civilian and military authorities, including prosecutors, to launch a comprehensive investigation. The parliamentarian warned that if Libyan authorities fail to uncover the facts surrounding the case, 'resorting to international courts becomes an option' as they would be 'capable of uncovering the truth and the circumstances of the case.' Prime Minister Osama Hammad of the Parliamentary Government previously met with tribal leaders and elders from the Al-Dersi tribe, assuring them that investigations into the lawmaker's alleged kidnapping are proceeding 'with utmost seriousness,' particularly following the circulation of video clips allegedly featuring Al-Dersi. According to the Prime Minister, security services are working to verify the authenticity of the videos and determine their source. Hammad pledged that ongoing measures would 'strengthen investigations, identify perpetrators, bring them to justice, and prevent them from escaping punishment.' EU voices concern over detained Libyan MP, demands investigation

In a joint statement, EU missions strongly condemned Libya's ongoing use of arbitrary detention and emphasised the need to hold those responsible for Al-Dersi's disappearance accountable. The EU further stressed that Libyan authorities must immediately release all detainees held without trial and conduct thorough investigations, including into the case of missing MP Siham Sergiwa. Footage circulated on Monday showed Al-Dersi in degrading conditions while in custody, prompting strong reactions. The UN Support Mission in Libya reported it had requested UN digital forensics experts to verify the video's authenticity and urged Libyan authorities to conduct an independent and comprehensive investigation. The Government of National Unity condemned the video, describing the treatment of Al-Dersi as a shocking crime warranting an urgent international probe. The Presidential Council echoed this call, urging a transparent and impartial investigation under the supervision of a credible joint international-national committee to determine his fate.
