Samarkand Launched as Capital of Culture in Islamic World 2025

Mohamed Mandour The Islamic World Educational, Scientific and Cultural Organization (ICESCO), in partnership with the Uzbek Ministry of Culture, launched on Tuesday, 27 May 2025, the celebration of Samarkand as the Capital of Culture in the Islamic World, during an international conference held under the theme: Spiritual Heritage and Cultural Expressions in the Islamic World: Calligraphy, Music, Poetry, and Solidarity. The event took place in Samarkand in the presence of several Ministers of Culture from the Islamic world, representatives of relevant international organizations and institutions, the ambassadors of Saudi Arabia, Morocco, and the UAE, and members of the diplomatic corps. The celebration began with a recitation of verses from the Holy Quran, followed by the screening of a documentary film produced by ICESCO to mark the occasion. In his address, Dr. Salim M. AlMalik, ICESCO Director-General, stated that Samarkand's history and rich heritage rightfully earn it the title of City of Scholarly Civilization, as its legacy reflects a synthesis of theoretical and applied sciences. From this city emerged both Sahih al-Bukhari and the Ulugh Beg Astronomical Observatory, as well as the creative legacies of Al-Biruni, Al-Khwarizmi, and Ibn Sina. Dr. AlMalik praised the new headquarters of the Center of Islamic Civilization, currently under construction in the capital, Tashkent—an initiative led by His Excellency President Shavkat Mirziyoyev. He added that the Uzbek President's vision to preserve identity and heritage aligns with ICESCO's strategic orientations, resulting in numerous major initiatives and projects, including the celebration of Samarkand as Capital of Culture, the inscription of 19 cultural properties on ICESCO's heritage list, and the organization of international conferences highlighting prominent figures of Islamic civilization. Mr. Ozodbek Nazarbekov, Minister of Culture of Uzbekistan, expressed his appreciation for ICESCO's role in protecting human heritage and thanked the Director-General for including Samarkand in the Organization's Capitals of Culture Program. He also announced the establishment of an ICESCO Chair at the International Islamic Academy of Uzbekistan and the inauguration of the ICESCO Manuscripts Center in Samarkand. Shusha Concludes its Activities as Capital of Culture in Islamic World

Mohamed Mandour In a solemn ceremony held under the patronage of Ilham Aliyev, President of the Republic of Azerbaijan, celebrations marking the conclusion of 'Shusha Capital of Culture in the Islamic World 2024,' organized by the Azerbaijani Ministry of Culture in cooperation with the Islamic World Educational, Scientific and Cultural Organization (ICESCO), brought to a close a year rich with remarkable activities carried out under ICESCO's Program of Capitals of Culture in the Islamic World. The closing ceremony commenced with a recorded speech by Dr. Salim Al-Malik, ICESCO Director-General. He expressed ICESCO's pride in having chosen Shusha, 'the jewel of Azerbaijani heritage,' as the 2024 Capital of Culture in the Islamic World, citing its rich cultural and intellectual heritage and significant role in preserving Azerbaijani identity. He highlighted the remarkable cultural renaissance currently unfolding in the city. Addressing a large audience of senior Azerbaijani officials and members of the ICESCO delegation, Dr. AlMalik emphasized, 'Shusha is a vibrant city,' attributing the cultural dynamism to a 'wise vision' under the leadership of President Ilham Aliyev, 'whose dedication to serving national identity, culture, and historical justice is unparalleled.' He praised the remarkable transformations Shusha has undergone during President Aliyev's tenure, ushering the city into a golden era characterized by cultural flourishing, heritage restoration, and national pride. Dr. AlMalik also conveyed deep appreciation to Mrs. Mehriban Aliyeva, First Lady and First Vice President of Azerbaijan, noting her 'unwavering commitment to heritage, generous support for the arts, and affection for Shusha, which has enriched every initiative and brightened every moment.' ICESCO, UNDP Sign MoU to Strengthen Capacities in Knowledge Production

Mohamed Mandour The Islamic World Educational, Scientific and Cultural Organization (ICESCO) and the United Nations Development Programme (UNDP) signed a Memorandum of Understanding, to promote cooperation and pool efforts geared towards implementing pioneering initiatives in the fields of the knowledge economy, good governance, digital transformation, and analytical studies on sustainable development. The MoU was signed at ICESCO headquarters by Dr. Salim M. AlMalik, ICESCO Director-General, and Dr. Abdallah Al Dardari, UN Assistant Secretary-General and UNDP Regional Director for Arab States, in the presence of Dr. Hany Torky, Chief Technical Advisor and Director of the UNDP Knowledge Project, and Ms. Ilaria Carnevali, Resident Representative of UNDP in the Kingdom of Morocco. During the signing ceremony, Dr. AlMalik commended the distinguished partnership between ICESCO and UNDP, expressing his delight at signing this MoU. In this connection, Dr. AlMalik announced the launch of five ICESCO–UNDP initiatives, namely: the second phase of the ICESCO Skills Academy, 'The Learning Sprint'; the joint preparation of a panel on the impact of emerging technologies on the skills of the future, to be held during the upcoming session of the United Nations General Assembly; a conference of higher education ministers on knowledge capacity-building strategies based on the outcomes of the Global Knowledge Index; a data capacity-building program in the Islamic world; and a joint program to support education in crisis-stricken countries. For his part, Dr. Abdallah Al Dardari expressed his pleasure at visiting ICESCO and signing the MoU, conveying his keen interest in exploring new horizons for constructive cooperation, in light of the significant development of UNDP activities in the Kingdom of Morocco. This development, he noted, provides wider opportunities for cooperation with ICESCO, especially in the field of artificial intelligence. ICESCO, Austrian Delegation Explore Ways to Promote Culture of Peace

Mohamed Mandour Dr. Salim M. AlMalik, Director-General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), received Ms. Regina Rusz, Austria's Deputy Minister for European and International Affairs, and Dr. Anna Jankovic, Austrian Ambassador to the Kingdom of Morocco, along with the accompanying delegation. During the meeting, held at ICESCO headquarters in Rabat, the two sides explored prospects for joint cooperation in promoting a culture of peace and consolidating the values of coexistence and interfaith dialogue. Dr. AlMalik reviewed the efforts made by the Organization, particularly through its Center for Civilizational Dialogue, to foster mutual understanding and peaceful coexistence. He also highlighted several programs and initiatives aimed at strengthening the values of respect for the privacy of the other, dialogue between nations, and appreciation of cultural diversity, namely the development of the concept of 'civilizational diplomacy' concerned with the promotion of global dialogue between different peoples, civilizations and cultures. Dr. AlMalik also outlined ICESCO's vision and strategic orientations, all rooted in the principles of dialogue, cooperation, and the expansion of communication to include the Organization's Member States and the international community as a whole. He emphasized the Organization's openness to granting observer status to new countries and its ongoing efforts to integrate the values of peace into education, science, and culture across its Member States. ICESCO Hold Coordination Meeting of 'Hajj Routes to Makkah, Historical Mosques' Program

Mohamed Mandour The Islamic World Educational, Scientific and Cultural Organization (ICESCO) and the Saudi National Commission for Education, Culture, and Science held the first coordination meeting of the 'Hajj Routes to Makkah Al-Mukarramah and Historical Mosques' Program. The meeting saw broad participation from approximately 40 ICESCO Member States, represented by ministries of cultural heritage, national commissions, and institutions responsible for mosques and historical monuments. The discussions focused on finalizing arrangements for the official launch of the program. The meeting, held via videoconferencing, commenced with an address by Dr. Salim M. AlMalik, Director-General of ICESCO. In his remarks, he emphasized that the program embodies the true spirit of Islam and reinforces Makkah's status as a global symbol of fraternity and intercultural dialogue. Moreover, Dr. AlMalik underscored that this meeting represents a significant step toward safeguarding and preserving the cultural and Islamic heritage passed down through the ages along these historical routes. He also highlighted the pivotal role of ICESCO's Islamic World Heritage Center in this endeavor. Dr. AlMalik explained that the program aims to strengthen the connection between past and present generations while promoting a comprehensive vision for sustainable cultural tourism. This will be achieved by developing tourist routes that link heritage sites across the Islamic world, providing visitors with an opportunity to explore various aspects of Islamic culture. Dr. AlMalik added that the program seeks to integrate modern technologies into these efforts by leveraging online platforms to support heritage routes, establishing digital museums, and developing marketing networks to enable local communities to benefit from these initiatives. Following Dr. AlMalik's address, Dr. Mohamed Zine El Abidine, Head of the Culture Sector at ICESCO, moderated the meeting, which featured a presentation by Dr. Bilel Chebbi, an expert at ICESCO's Heritage Center in the Islamic World. Dr. Chebbi's presentation outlined the program's objectives, significance, and impact on cultural tourism and the cultural economy. He also discussed the steps taken in classifying and inscribing sites and monuments, as well as the roles of national authorities in the program.
