MoCSY concludes two-day workshop for club leaders
MUSCAT: The Ministry of Culture, Sports and Youth (MoCSY) concluded the activities of the specialised workshop titled 'Preparing Annual Plans and Budgets for Sports Clubs,' which was held over two days in Muscat, with the participation of 45 administrators representing various sports clubs across the Sultanate of Oman. The workshop is part of the Ministry's ongoing efforts to strengthen institutional work within sports clubs and to equip their administrative and financial staff with scientific and professional tools that enhance performance sustainability and support the development of the national sports system. The workshop focused on enabling participants to prepare realistic, executable operational plans and financial budgets based on clear methodologies aligned with Oman Vision 2040 and the national sports strategy. It aimed to embed principles of governance, transparency, and integrity, while also linking plans to long-term national goals. In addition, it sought to enhance participants' abilities to tackle the administrative and financial challenges faced by sports clubs. The workshop saw strong engagement from participants, who praised the scientific and practical value of the content provided The workshop combined theoretical foundations with practical applications, including intensive hands-on sessions where participants worked on developing realistic plans based on their clubs' internal conditions and needs. The sessions covered stages of strategic planning, principles of budget formulation tied to operational goals, and a review of key audit observations and recurring challenges within club management. These components offered participants a valuable opportunity to build applied skills and deepen their understanding of regulations governing administrative and financial work. The workshop was delivered by a distinguished group of experts and specialists, including Dr Mubarak al Rahbi from the State's Financial and Administrative Audit Institution, who highlighted the importance of integrity in protecting public funds. He stressed that strengthening oversight contributes to building trust within sports institutions and addressed the significance of commitment and transparency. Dr Al Rahbi noted that some violations observed in clubs are often due to a lack of awareness, rather than intentional misconduct. Khalifa al Issai, Adviser for Private Entities at the Office of the Under-Secretary for Sports and Youth, gave comprehensive lectures on the legal and regulatory frameworks for planning and budgeting. He emphasised that this workshop falls within the Ministry's strategy to activate the Oman Sports Strategy and implement administrative governance concepts in practice. He also highlighted the importance of such workshops in building a strong knowledge base among club administrations and adopting best practices to create a more professional and efficient working environment. The workshop is part of the Ministry's ongoing efforts to strengthen institutional work within sports clubs Dr Ali al Issai, a specialist in institutional strategic planning, focused during his sessions on the importance of aligning annual club plans with the overarching objectives of Oman Vision 2040. He explained that building a comprehensive strategic plan requires an in-depth understanding of a club's internal reality, along with a careful analysis of its strengths and weaknesses. He stressed the need for clear performance indicators that enable ongoing evaluation and improvement. The workshop saw strong engagement from participants, who praised the scientific and practical value of the content provided. Mohammed al Saadi, Treasurer of Al Musannah Sports Club, stated that the workshop was rich and highly beneficial. It contributed to strengthening transparency and governance concepts and connecting operational planning with strategic club goals. He emphasised the importance of holding such workshops regularly. In the same vein, Hamdan al Alawi, Director of Al Buraimi Governorate Office, noted that the workshop enhanced communication between club administrations and Ministry departments. He said it helped unify understanding of financial management, presented practical solutions to common challenges, and emphasised the importance of strategic plans that support sustainability and reduce debt burdens. He added that the workshop created a vital space for dialogue and experience-sharing, describing it as a step in the right direction for developing the institutional environment of sports clubs. This workshop is a part of a broader project adopted by the Ministry to unify administrative and financial procedures in sports clubs. The Ministry is currently working on a national reference model for planning and budgeting, which is expected to be implemented at the beginning of 2026. The model aims to create a more professional and stable institutional environment, ensure transparency, and promote sustainability by providing clubs with clear tools for planning, implementation, and evaluation through accurate performance indicators.

Omani-Egyptian companies sign industrial investment agreement
CAIRO: An industrial investment agreement worth RO 1 million ($2.6 million) was signed on Monday at the Embassy of the Sultanate of Oman in Cairo between global company Zeinox and "Ladayn" programme of OQ Group. Abdullah bin Nasser al Rahbi, the Sultanate of Oman's Ambassador to the Arab Republic of Egypt and Oman's Permanent Representative to the Arab League, emphasised that the "Ladayn" programme represents a promising step in developing and attracting investments to the plastics industry sector. This enhances utilisation of Oman's abundant raw materials and reinforces industrial integration and expertise exchange between the countries. Al Rahbi lauded the vital role undertaken by Omani and Egyptian business leaders as key pillars in strengthening bilateral relations and transforming them into practical projects. He noted both countries possess promising investment advantages and strategic geographic locations that create wide-ranging cooperation opportunities. The ambassador highlighted growing interest from public and private sectors in both countries to explore partnership and investment opportunities, particularly in energy, petrochemicals, industry and maritime transport. He expressed hope these efforts would boost trade exchange and enhance shared economic growth prospects. Al Rahbi stated that Oman's Embassy in Cairo operates according to economic diplomacy principles, a cornerstone of Oman Vision 2040 aimed at income diversification and establishing Oman as an attractive investment hub. This approach has opened promising horizons for investment opportunities and encouraged direct communication between institutions and business leaders from both sides. The ambassador noted that qualitative partnerships achieved in recent years result from the embassy's ongoing efforts to promote investment opportunities, encourage joint investments and expand cooperation horizons - aligning with Oman's development vision and Egypt's economic orientation towards a productive, diversified investment-based economy. Dr Shady El Zini, Board Member of Zeinox Global, stated establishing the company's factory in Oman will create job opportunities for citizens and provide high-quality products meeting local, regional and global market needs. He emphasised the project will benefit from Oman's exceptional investment components and incentives across various fields. Eng Munther bin Saleh al Rawahi, Director of Ladayn programme at OQ Group, revealed the programme has signed 18 agreements to date with total investments exceeding $160 million. Moon sighting for Dhul Hijjah on Tuesday
Majid al Nadabi Muscat, May 24 The Sultanate of Oman will be sighting the crescent moon of Dhul Hijjah 1446 AH on Tuesday. The main committee will hold a meeting to oversee the moon sighting at the Ministry of Awqaf and Religious Affairs. Yousef bin Hamad al Rahbi, Director of the Astronomical Affairs Department at the Ministry of Awqaf and Religious Affairs, said that astronomical calculations rely on precise criteria and play a significant role in determining the possibility of sighting. One of the most prominent of these criteria is the time between sunset and moonset which should be 20 minutes at least when using binoculars and no less than 29 minutes for sighting with the naked eye. He emphasised that astronomical calculations are not definitive unless confirmed by eyewitness accounts of the moon sighting. However, if the calculations indicate the impossibility of sighting, the final decision is based on calculations without the need for observational testimony. Regarding the astronomical calculations for the crescent moon of Dhul Hijjah 1446 AH, Al Rahbi explained that on Tuesday, Dhul Qa'ada 29, 1446 AH, corresponding to May 27, the moon will be in the central conjunction phase at 7:02 am Muscat time. Sunset will occur at 6:47 pm while the moon will set at 7:24 pm allowing a 36 minutes window for sighting which is a suitable duration for observation. Al Rahbi said that sighting the crescent moon using binoculars is possible while sighting with the naked eye is somewhat difficult, however not impossible, especially if the skies are clear. The crescent moon is expected to be visible all across the Sultanate of Oman provided that there are no clouds or dust covering the skies. Therefore, the beginning of Dhul Hijjah is expected on Wednesday in the Sultanate of Oman and most Arab countries.

MUSCAT: The Sultanate of Oman is committed to supporting the Arab League's efforts in promoting political stability and economic integration in the Arab world to serve the common interests of member states. The upcoming Arab Summit in Baghdad holds particular significance amid regional challenges, especially concerning the Palestinian cause and economic fluctuations. Abdullah bin Nasser al Rahbi, the Sultanate of Oman's Ambassador to Arab Republic of Egypt and Oman's Permanent Representative to the Arab League, affirmed to ONA that Oman's participation in the Baghdad Summit underscores its pivotal role in strengthening joint Arab action. He emphasised Oman's firm belief that cooperation and coordination among Arab nations are essential for achieving regional security and stability, as well as advancing political, economic and cultural collaboration to bolster Arab unity. He noted that the summit provides a vital platform for Arab states to consult and collaborate in addressing pressing political, security and economic challenges. He highlighted Oman's longstanding role in bridging perspectives among Arab nations and promoting dialogue to serve the region's highest interests. Al Rahbi added that the Palestinian cause, as the central Arab issue, will be a key focus, with Oman reiterating its support for a just and comprehensive peace that guarantees the Palestinian people's right to an independent state with Al Quds (Jerusalem) as its capital. He underscored the importance of holding the summit in Iraq at this critical juncture, reflecting Iraq's resurgence as a key player in Arab cooperation. He added that the parallel economic summit will address Arab economic integration, food security and energy cooperation amid global financial uncertainties, expressing hope for tangible outcomes. For his part, Dr Qahtan Taha Khalaf al Janabi, the Republic of Iraq's Ambassador to the Arab Republic of Egypt and its Permanent Representative to the Arab League, stated that Iraq has historically been a 'house of peace' and stressed the summit's role in forging solutions to Arab challenges through solidarity. He affirmed that the Palestinian cause - especially post-October 7 developments - will take centre-stage in the discussions, with Arab consensus rejecting forced displacement in Gaza and the West Bank and demanding an immediate ceasefire and aid access. He condemned Israel's violations of international law and targeting of Arab nations. Furthermore, the economic summit, he added, will tackle trade, investment and development issues, while the Arab League's role remains pivotal in unifying positions through consensus.
