The Thoroughbred Owners and Breeders Association announced today that Alan Foreman has been named the recipient of the Dr. J. David Richardson Industry Service Award. Mr. Foreman will be honored by TOBA at the 2025 TOBA National Awards on Sept. 6 at Fasig-Tipton in Lexington, Ky.'I am immensely honored to receive this award named for my friend Dr. J. David Richardson,' said Foreman. 'I have been fortunate in my career in racing to have earned the respect and trust of so many owners, trainers, riders, industry stakeholder organizations, regulators and legislators, all of whom have given me the opportunity to lead and hopefully make a difference. I share this honor with all of them. I started in this industry working with its people, the backbone of the business. This eventually led me to devote my energies to protecting the health, safety, and welfare of the horse and the future of our industry. The challenges today are great, and we must all continue to work collectively to ensure the future of our sport. The Thoroughbred industry is a part of our nation's heritage, and we need to do everything we can to preserve and protect it.'For more than 45 years, Alan has devoted his legal practice and energies towards protecting and defending the best interests of horsemen, the health, safety, and welfare of the horse and rider, and the betterment of the racing industry in North America. A 1972 graduate of American University with honors and a 1975 graduate of the University of Baltimore School of Law, Alan was a former Maryland Assistant Attorney General and counsel to the Maryland Racing Commission. He was a partner in the major Baltimore law firm Weinberg and Green before establishing his own law firm in 1991. In 2012, Alan was appointed by New York Governor Andrew Cuomo to the New York Task Force on Racehorse Health and Safety that studied 21 equine fatalities at Aqueduct Race Track in 2011-2012. He co-authored its widely acclaimed report. He is the founder and current chair of the Mid-Atlantic Strategic Plan to Reduce Equine Fatalities. In 2023, Alan was named the national Ombudsman to the Horseracing Integrity and Safety Authority and the Horseracing Integrity and Welfare 2014, he was appointed by Governor Cuomo to serve on a New York Task Force on Jockey Health and Safety. Earlier in his career, he was responsible for the creation of the Maryland Jockey Injury Compensation he is the founder of the Thoroughbred Horsemen's Association and creator of the Mid-Atlantic Thoroughbred Championship Series (MATCH Series). He was a part of a group that designed the concept plan for the redevelopment of Maryland's racetracks and the transfer of track ownership to an industry-led non-profit entity. In furtherance of that effort, he was appointed by Maryland Governor Wes Moore to the Maryland Thoroughbred Racetrack Operating Alan serves as counsel to many racing industry and equine organizations, is chairman and chief executive officer of the Thoroughbred Horsemen's Association, and vice-chairman of the Racing Medication and Testing is a lifelong Maryland resident and lives in Pikesville, Maryland, with his wife, Randi. They have three sons and four grandchildren. 'We are excited and honored to recognize Alan's extraordinary contributions to the sport of Thoroughbred racing,' said TOBA president Dan Metzger. 'His life's work has been dedicated to the interests of the entire industry, and his legacy may be best remembered as being one of the key players in the creation of the new Maryland Jockey Club, with the much-anticipated opening of Pimlico Racecourse in 2027.'Recent winners of the Dr. J. David Richardson Industry Service Award include Frank Taylor for his work with Stable Recovery and Michael Blowen of Old Friends. The Dr. J. David Richardson Industry Service Award was previously called the TOBA Industry Service Award. The award was renamed in 2023 in honor of the late Dr. J. David Richardson, a breeder/owner for more than half a century, who served on numerous industry boards, including as chairman of TOBA and the American Graded Stakes TOBA National Awards, hosted this year by FanDuel's Scott Hazelton, will honor breeders from 19 states and Canada. Also recognized are the TOBA National Owner of the Year, TOBA National Breeder of the Year, TOBA Small Breeder of the Year, National Broodmare of the Year, Cot Campbell Partnership of the Year, Rood & Riddle Sport Horse of the Year, Claiming Crown Horse of the Year, and the Dr. J. David Richardson Industry Service Award. Bluegrass music and award-winning Dan Tyminski Band will perform live at the 2025 TOBA National Awards. Trainer John Pimental, now 70, resumed his career last December after a 15-month suspension from the Horseracing Integrity & Welfare Unit (HIWU), enforcement arm of the Horseracing Integrity and Safety Authority (HISA). The trainer and his wife took time to talk about their experience with the Thoroughbred Daily News this week. Pimental was one of the earlier cases to come before HIWU; his trainee Golovkin tested positive for methamphetamine on May 29, 2023, less than a week after HIWU's Anti-Doping and Medication Control Program was implemented. A barn search on July 28, 2023, resulted in HIWU investigators finding an unlabeled container of the banned substance levothyroxine in Pimental's truck. Advertisement Initially, Pimental was handed a three-year suspension and $25,000 in fines, a deal the trainer said he agreed to because he couldn't afford a lawyer. Pimental had never had a positive test prior to this case, and told investigators he believed the meth positive to be a result of contamination, and that the levothyroxine was for his stable pony. After TDN published an initial story, Pimental was able to begin working with HISA's/HIWU's Ombudsman, Alan Foreman, at no cost. HISA CEO Lisa Lazarus then wrote in a Letter to the Editor published in TDN that Pimental's case had prompted the development of a "Pro Bono panel of lawyers for Covered Persons who fall below a certain income threshold so that no one is deprived of counsel simply because they cannot afford a lawyer." Ultimately, Pimental was allowed to withdraw his admission of guilt, and the adjudication process began anew. An arbitrator later sanctioned Pimental to a 15-month suspension and $10,000 fine for the levothyroxine possession, and the methamphetamine charge was stayed pending approval of proposed rules that HISA submitted to the Federal Trade Commission (FTC) in November 2023 regarding lesser penalties for human substances of abuse. HISA CEO, Lisa Lazarus, told TDN: 'We recognize that these are real people with real lives, and we don't take these decisions lightly. But I do think [the Pimentals'] case, amongst others, led to some positive steps forward, and obviously [their difficulties were] a consequence of being one of the first cases.' As the end of his suspension neared, Pimental wasn't sure he wanted to return to training. Encouragement from an owner helped him decide to return to the races, though he told TDN he is much more cautious since his return. "You've got to tiptoe around," the trainer said. "You've got to make sure nobody goes in your stalls. You've got to be careful with supplements. You have to be careful who you hire to walk a horse up for a race. I tie all my tongue-ties myself. I don't trust anybody else putting their hand's near a horse's mouth. I sit in front of a horse's stall all day now when he's running." According to Equibase, Pimental has saddled the winners of two races from 27 starters since his return to the training ranks. He is based this summer at Monmouth Park. Businesses from Northern Ireland in North Carolina say they are in the US for "strategic reasons, not just lip service".The NI Chamber delegation is in the city of Raleigh alongside representatives from Queen's University Belfast, Invest NI, Catalyst, Software NI - as well as the first and deputy first ministers and the head of the civil comes after NI Chamber signed a collaboration agreement last year with North Carolina Chamber, known as a Memorandum of Understanding (MoU.)One of the companies taking part in the trip is B-Secur, a Northern-Ireland based company that makes medical devices used to monitor heart health. The United States is its biggest customer base. 'Blown away' by the talent CEO Alan Foreman said: "USA is a real target for us, but it's a very, very large place. "We have some customers in the west coast, east coast, in the middle in Minneapolis, but it's really difficult to pin down where your entry point is. "As a relatively small company, you have to grow from somewhere."He said the feedback they have been getting, so far, in Raleigh is that many are pleasantly surprised."Typically, from North America they think of London or Dublin as an entry point into the western part of Europe and we have been in the shadows, perhaps. "Bringing delegations as we did and the chamber did last year, they were just blown away by the talent."My number one feedback that I've been receiving is the access to quite a vast amount of talent from both universities."It's unbelievable, it's on par to some of the really large universities over in North America," he added. How do Northern Irish businesses compete? Mr Foreman said what was important was that he was not there on his own, but part of a delegation."I bumped into the first minister this morning. These things are so powerful as I walk in to customers today and potential customers tomorrow."It's not just lip service that we are coming over for a single transaction, we are here for strategic reasons." Geopolitical uncertainty NI Chamber CEO Suzanne Wylie said the visit was part of a long-term process and they would be inviting a trade mission back to Northern Ireland in the summer from North said some of their upcoming businesses, particularly the entrepreneurial businesses, have already had doors opened to them in the particular, she said parallels could be drawn between some sectors like health and life sciences, MedTech, healthtech and financial there has been more geopolitical uncertainty this year than last year, including President Trump's introduction of some said that while there's uncertainty across the globe right now, "businesses really just want to create the relationships and get on with doing business with each other and continue to look for further investment in some of our innovative companies"."We still have a long way to go until we know where this is all going to land," she added. First Minister Michelle O'Neill will not be heading to the White House after Monday's North Carolina event, as she is boycotting the St Patrick's Day festivities there due to President Trump's stance on she will be heading home, while Deputy First Minister Emma Little-Pengelly will travel on to Washington will be present at the White House reception on Wednesday and is likely to meet President Trump.
