Porvorim: Aldona MLA Carlos Alvares Ferreira on Monday said publishing the names of traffic violators online invades their privacy, and that if a violator isn't prosecuted before the end of six months of being issued a challan, it is the fault of the transport department. 'Issues related to payment of (transport department) portal does not work. When a person tries to pay an old fine that is now notified, it does not allow payment. If it (the fine) is fresh, it allows payment. This is the reason for the long queue seen in Panaji for payment of fines,' Ferreira said. 'There is another thing. A person was issued a challan of Rs 13,500 based on CCTV footage. There is no time and date, but five to six offences are listed against him, one contradicting the other. When I asked one of your officers, he said let him visit the office, and if he has not violated, we will challan the rest of the violations. This is not the way,' the MLA said. 'There is another matter which I think is of very serious concern regarding publishing data of traffic violators on the portal. This, according to me, is an invasion of privacy,' he said. Porvorim: Pointing to the irregularities observed by the Comptroller and Auditor General (CAG) on several issues pertaining to the Goa Industrial Development Corporation (GIDC), Aldona MLA Carlos Alvares Ferreira on Monday demanded an FIR be filed against the corporation's director and officials. The CAG observed that the waiver of transfer fees would adversely affect the GIDC's financial result. 'We don't know who the beneficiaries were and who was making decisions at that time,' he said. 'Were they (board of directors) trying to finish the corporation? I think an FIR should be filed against the board of directors and the money should be recovered.' Ferreira said the CAG observed irregularities in the Rs 3-crore expenditure by the GIDC in organising Invest Goa 2024. The GIDC awarded the event to an ineligible bidder, resulting in the loss of GST input credit of Rs 45 lakh, the CAG said. It further noted that although the RFP had 76 line items describing requirements under venue, catering, branding, transportation, etc, the value was not estimated. The board was requested to approve a lump sum of Rs 3 crore for the event without any indicative costs for each line item. Porvorim: Chief minister Pramod Sawant told the assembly on Monday that stating there is a provision in the National Education Policy (NEP) to introduce education in Konkani in Romi script is a misinterpretation of the NEP state task force's recommendations. Aldona MLA Carlos Ferreira brought in a point of order in the House to state that the NEP task force for Goa specifically said that education in multiple languages should be encouraged right from the pre-primary stage and that this includes education in Devanagari and Roman scripts. Sawant, who also holds the education portfolio, said that the statement was not correct. 'When Carlos read about the Roman script, it speaks of the Roman script used for the English language, and it is not referring to Romi Konkani. It does not mean Konkani should be used to write in Romi.'

Porvorim: There was an uproar in the House on Thursday as arguments between ruling and opposition MLAs heated up during a calling-attention motion by Curchorem MLA Nilesh Cabral. He sought the withdrawal from social media of a video by Aldona MLA Carlos Ferreira, in which the latter said that the new law on no man's land was an 'official land grab' ploy. Chief minister Pramod Sawant said that Ferreira was defaming govt, while revenue minister Atanasio 'Babush' Monserrate said that Ferreira was fearmongering. Cabral said that Ferreira was misrepresenting the provisions of the Goa Escheats, Forfeiture and Bona Vacantia Act, 2024. 'The bill seeks to protect the land of Goans, especially those lands lying vacant and abandoned, and are at risk from illegal encroachments, fraudulent transfers, and land grabbers,' Cabral said. 'Govt needs to counter this false propaganda on the act.' Ferreira said govt needs to auction the land it takes over and cannot divert it for any purpose it wants. He said there is no clear definition of abandoned properties in the act. 'He cannot be allowed to make baseless allegations. If he has a problem with the bill, he should challenge it in court. Our intent is clean and clear,' Sawant said. He said, 'We have registered 22 cases of land grab so far under the SIT formed for this purpose. The land of people living in foreign countries is being grabbed. We are the first govt to act against it.' Sawant said govt has already clarified that it is only taking over properties which are no man's land. Ferreira said there is no question of withdrawing his video as he has the right to speak out. 'After one year, how many cases have been filed under the new legislation? How many abandoned properties are there, can govt reply?' asked Sardesai. Monserrate said that unlike what is being projected, no survey has been carried out to identify any vacant houses in the state and said that procedures are on to take action on no man's land as stipulated by the new legislation.
