Russian nuclear major Rosatom State Corporation and Vietnam have signed an interdepartmental roadmap for the period up to 2030 The document was recently signed by Alexey Likhachev, Director General of Rosatom, and Nguyen Manh Hung, Minister of Science and Technology of Vietnam. The roadmap covers the construction of a nuclear science and technology center, the supply of fuel for the research reactor in Da Lat, the participation of the Vietnamese side in the Consortium 'International Research Center based on the MBIR reactor' and the training of personnel for the Vietnamese nuclear industry. 'For decades, research has been the flagship activity of our cooperation. In the 1980s, Soviet specialists restarted a research reactor built by the Americans, and now Vietnamese specialists have ordered us a new research reactor. We have already entered the site in the south of the country, in Dong Nai province, near Ho Chi Minh City. New Delhi: Rosatom and Vietnam have signed an interdepartmental roadmap for the development of nuclear technologies up to 2030, covering the construction of a nuclear science and technology centre, fuel supply for the Da Lat research reactor, and personnel training for Vietnam's nuclear industry. The agreement was signed by Alexey Likhachev, Director General of Rosatom State Corporation , and Nguyen Manh Hung, Minister of Science and Technology of Vietnam. As part of the cooperation, Vietnam will also participate in the Consortium 'International Research Center based on the MBIR reactor'. Rosatom will provide training support and technological assistance to develop Vietnam's nuclear research capacity. 'For decades, research has been the flagship activity of our cooperation. The announcement was made during the visit of Minister of Electricity and Renewable Energy Mahmoud Esmat to Russia, where he met with Alexey Likhachev, Director General of Rosatom, and Andrey Petrov, President of Atomstroyexport. Minister Esmat confirmed that the first reactor will arrive at the Dabaa site in early November, highlighting that special procedures and preparations are underway for the delivery. During the meetings, both parties discussed progress on the next phases of the project, emphasizing their joint commitment to the agreed-upon timelines and schedules for completing all stages of the strategic power generation initiative, including integration into Egypt's unified electrical grid. Located in Matrouh Governorate on Egypt's northwestern coast, the 4.8 GW Dabaa plant is being developed in cooperation with Russia's state-owned nuclear energy company Rosatom and Egypt's Nuclear Power Plants Authority (NPPA). Scheduled for full operation by 2030, the plant is expected to meet around 10 percent of Egypt's total electricity demand, generating up to 37 billion kilowatt-hours annually. Rosatom, contracted in 2015, is responsible for both the construction and the supply of nuclear fuel. In January 2025, the Egyptian House of Representatives approved the Energy and Environment Committee's report on Presidential Decree No. 515 of 2024, which ratifies a protocol amending the intergovernmental financing agreement between Egypt and Russia. The amendment secures an export loan from Moscow to support the construction of Egypt's first nuclear facility. The decree was reviewed by a joint parliamentary committee comprising members of the Energy and Environment Committee, along with representatives from the Planning and Budget, Economic Affairs, and Foreign Relations Committees. Over the course of three sessions, the committee examined the decree, its accompanying explanatory memorandum, and input from relevant government officials before recommending its approval.

Alexey Likhachev, CEO of the Russian company Rosatom, said that sanctions pose an obstacle to the construction of the first nuclear power plant in Egypt, 'but they will not stop us.' He pointed out that the project's implementation is proceeding according to the planned schedule, and it is a symbol of the growing cooperation between Russia and Egypt, Izvestia reported. 'This year, this place will become the largest nuclear reactor construction site on the planet – both in terms of area and the number of people,' Likhachev told Izvestia, daily newspaper in Russia. The Dabaa Nuclear Power Plant is the first nuclear power generation plant in Egypt, and it is being built in the city of Dabaa in Matrouh Governorate on the Mediterranean coast, about 300 kilometers northwest of Cairo. The Dabaa Nuclear Power Plant consists of four power units with a capacity of 1200 megawatts each, equipped with Russian-made VVER-1200 Generation III+ pressurized water reactors, which are the latest technology and are already implemented in projects that are currently operating successfully, with four nuclear power units of this generation in operation.
