MUSCAT: Dr Mohammed bin Nasser al Zaabi, Secretary-General of the Ministry of Defence, on Wednesday observed the proceedings of the annual strategic exercise 'Decision Making 12' at the National Defence College of the Academy for Strategic and Defence Studies. The exercise is being conducted by participants of the twelfth course at the National Defence College. Upon his arrival at the college premises, the Secretary General was received by Rear Admiral Ali bin Abdullah al Shidi, Commandant of the National Defence College, in the presence of Maj Gen Hamid bin Ahmed Sakroon, Chairman of the Academy for Strategic and Defence Studies. The Secretary General of the Ministry of Defence was briefed on the exercise scenarios and various operational simulations. Subsequently, the Secretary General and accompanying officials visited the exercise cells to observe operational mechanisms and review participants' outputs, which demonstrated the strategic and academic knowledge gained throughout the course curriculum. — ONA

MUSCAT: Maj Gen Hamid bin Ahmed Sakroon, Chairman of the Academy for Strategic and Defence Studies (ASDS), on Tuesday inspected the progress and activities of the annual strategic exercise 'Decision-Making 12'. The chairman and several senior officers were briefed about the exercise. The participants gave an explanatory presentation about the exercise and how it interacts with international issues and various national scenarios. Meanwhile, several retired commanders from the Sultan's Armed Forces and other military and security units also viewed the strategic exercise 'Decision-Making 12'. Upon their arrival at the National Defence College (NDC), they were received by Rear Admiral Ali bin Abdullah al Shidi, Commandant of the National Defence College (NDC), at the presence of Maj Gen Hamid bin Ahmed Sakroon, Chairman of the Academy for Strategic and Defence Studies (ASDS). - ONA

MUSCAT: The annual strategic exercise (Decision Making 12) began at the National Defence College (NDC) at the Academy of Strategic and Defence Studies, on Sunday and continues until July 8. Participants in the 12th course from various military, security and civilian agencies are taking part in the exercise which is attended by a number of experts and advisers from military and security agencies, ministries and government establishments and the Guidance Authority at the National Defence College. Exercise Decision Making 12 represents a practical translation of the theoretical and academic knowledge acquired by the course participants in the field of strategic studies, including the latest training techniques at the national, regional and international levels. It also translates academic skills and theoretical programmes within the general curriculum and academic courses. Rear Admiral Ali bin Abdullah al Shidi, Commandant of the National Defence College (NDC), said: ' This exercise is the culmination and translation of the theoretical and practical academic knowledge and skills acquired by the course participants, as part of the general curriculum of the 12th National Defence Course. The National Defence College exercise is also an important event and a key component of leadership and strategic analysis. It relies primarily on the capabilities of the course participants, their familiarity with strategic studies and issues related to national security concepts, their awareness of the importance of higher national interests and goals as well as their knowledge of the methodology of integrated joint action within the framework of a comprehensive national system for employing the tools of national power to preserve national security.' Exercise Decision-Making 12 aims to enrich participants' thinking in the field of decision-making at the strategic level, analyse prominent strategic issues within hypothetical events, achieve balance in the use of elements of state power to achieve national interests, and create consensus in the use of international power tools, in addition to developing strategic thinking using strategic analysis tools. —ONA

NDC Commandant receives Algerian delegation

MUSCAT: Rear Admiral Ali bin Abdullah al Shidi, Commandant of the National Defence College (NDC), received a delegation from the War High College of the People's Democratic Republic of Algeria, at Bait Al Falaj, on Sunday. During the meeting, both sides exchanged discussions on several matters of mutual interest, particularly in academic fields. The meeting was attended by several senior officers from the National Defence College at the Academy for Strategic and Defence Studies. The Algerian delegation also visited the Joint Command and Staff College at the Academy for Strategic and Defence Studies. Upon arrival at the College's headquarters in Bait Al Falaj, the delegation was received by the Acting Commandant of the Joint Command and Staff College. During the visit, the delegation viewed a visual presentation about the college, its curriculum and various training and educational programmes. The delegation also toured the college's facilities, including its departments, systems and equipment. - ONA

MUSCAT: The National Defence College (NDC) completed the 9th edition of the parallel programme on mechanisms to consolidate local content titled 'Mechanisms for Enhancing Local Content'. The closing ceremony took place at the Academy for Strategic and Defence Studies under the auspices of Rear Admiral Ali bin Abdullah al Shidi, Commandant of the National Defence College (NDC). The programme was attended by senior officers of the Sultan's Armed Forces (SAF) and other military and security services and CEOs from private sector establishments. The closing session included lectures and discussion panels on various aspects of local content management, in addition to recommendations and visions related to the programme's themes. At the conclusion of the ceremony, Al Shidi handed over certificates of felicitation to outstanding participants who contributed to the programme's objectives. The parallel programme sought to develop the leadership skills and capabilities of leaders in government departments, senior SAF officers and other military and security services. The programme covered the following: The importance of local content to the national economy; Legislative framework for promoting local content in the Sultanate of Oman; Analysis of regulatory and procedural obstacles that impede the implementation of local content localisation policies; The best legal practices in promoting local content; Benefiting from international experiences in devising an effective local content policy; The role of major companies in promoting local content; The role of strategic partnerships in promoting local content; Opportunities for localising local content in military and security sectors; Localising technology to promote local content; Challenges posed to the localisation of technology related to the promotion of local content; and GCC states' experience in using technology to promote local content. The closing ceremony of the 9th edition of the parallel programme was attended by senior officers of the SAF and other military and security services and the NCD staff. - ONA
