Independence Day: UP Finance Commission to fund flag distribution under ‘Har Ghar Tiranga' programme
The Uttar Pradesh cabinet on Thursday (August 7) greenlit a proposal that allows urban local bodies to draw funds from the State Finance Commission for flag distribution as part of the 'Har Ghar Tiranga' programme. This comes ahead of Independence Day celebrations on August 15. The government will be encouraging the mass hoisting of the flag across the state on the special occasion. As per the proposal, 60 lakh national flags will be distributed free of cost in urban poor areas. The State Finance Commission will provide Rs 12 crore for the same. More than just symbolism The flags in question will be made by SHGs associated with the State Urban Livelihoods Mission under the urban development department. The initiative will provide employment to nearly 29,000 women. Explaining the purpose of the programme, Amrit Abhijat– Principal Secretary of the department– said that it aims to promote nation-building and empower women. He added that it will also promote cleanliness. "Involving SHGs will not only generate employment but also fulfil the vision of an 'Atmanirbhar Bharat'. The objective of the campaign is to foster a deeper sense of patriotism and national unity among citizens," said Abhijat. He added that public representatives, student bodies, and the public in general will serve as the driving force of the programme. DMs to lead the charge The plan for ensuring the smooth execution of the programme has already been drawn up. The government will set up committees, headed by the DMs, in each district. They will be tasked with the responsibility of making this initiative a success. Central as well as state government schemes will be promoted as part of the programme. There will also be special cleanliness drives at martyrs' memorials and historical sites. Additionally, urban local bodies will carry out several activities with the Swachh Nagari–Jhanda Nagari' theme.

Cabinet meeting: UP Rural Population Records Bill, Har Ghar Tiranga funding approved
The state cabinet has given its approval to the Uttar Pradesh Rural Population Records Bill-2025 to make the process of updating land documents of the rural population simple and transparent. The Uttar Pradesh cabinet also gave its approval to the proposal to use the State Finance Commission funds for flag distribution under the 'Har Ghar Tiranga' Campaign on the occasion of Independence Day 2025. UP chief minister Yogi Adityanath presided over the state cabinet meeting. (HT file) With the process of transfer, amendment and updating the gharauni ( land ownership documents) simplified, it will now be easy to change the name on the basis of inheritance, sale, gift, will, auction, court order or family agreement. Revenue inspector and tehsildar/naib tehsildar will get the right to update the gharauni in clean cases. Application can now be made for correction of a clerical error or the mobile number or address. Till now, more than 1.06 crore gharaunis have been prepared in the state, out of which more than 1.01 crore have been distributed. Under the Har Ghar Tiranga campaign, 60 lakh national flags will be distributed free of cost in urban poor areas. An amount of ₹12 crore from the State Finance Commission is being provided to urban local bodies for this purpose. These flags will be produced by Self-Help Groups (SHGs) associated with the State Urban Livelihoods Mission under the urban development department, providing employment to approximately 29,000 women and boosting the local economy. The success of the campaign will be ensured through the active involvement of public representatives, student organizations, civil society groups, and the general public. Principal secretary, urban development, Amrit Abhijat, stated: 'This campaign is not merely symbolic, but a people's movement that strengthens the spirit of nation-building through public participation, women empowerment, and cleanliness. Involving self-help groups in the production of flags will not only generate local employment but also fulfill the vision of 'Atmanirbhar Bharat'.' As per government directives, committees will be formed under the chairmanship of the district magistrate in each district to prepare and implement action plans for the programme's execution. During the campaign period, special cleanliness drives will be carried out at martyrs' memorials, historical sites and other public places. Urban local bodies will organise activities based on the theme 'Swachh Nagari – Jhanda Nagari.'

ULBs told to credit public reps devpt works on plaques
Lucknow: In line with Chief Minister Yogi Adityanath 's directions to acknowledge the contribution of public representatives in development projects, the department of urban development on Monday issued directions to all Urban Local Bodies (ULBs) regarding the installation of foundation stones and inauguration plaques for development projects funded under departmental schemes and Finance Commission grants. The new guidelines state that it is mandatory to prominently inscribe the names of key public representatives, including the CM, minister for urban development and the MLA of the respective area on every such plaque. The order of names is to follow the sequence of seniority, from CM to UP Minister, MLA and then the mayor in the case of nagar nigam or chairperson in the case of nagar palika parishad or Nagar Panchayat. It has been specifically instructed that the names of the MLA and the mayor or chairperson must be displayed in the same font size to ensure uniformity and fairness in presentation. TOI reported on Saturday that the CM is taking special care to ensure that the work of public representatives is highlighted among the public and that their suggestions on projects are prioritised, as they act as a bridge between govt and the public. The regular missives to officers to take public representatives into confidence in the recent past also stem from several complaints by public representatives, alleging that officers do not take them seriously, misbehave with them, and ignore their calls and letters. It has also been said that the plaques will exclusively feature the names of elected representatives. The names of govt officials, including municipal commissioners, executive officers or other departmental personnel are not to be included on these displays. The department has emphasised that all public representatives must be invited with full respect and protocol to attend any foundation stone laying or inauguration ceremonies related to such projects. "Their dignified presence is vital in fostering a sense of community ownership and democratic engagement," the ULBs have been told. Principal secretary, UD, Amrit Abhijat said: "The CM has clearly directed that the leadership and active participation of urban public representatives must be visibly and respectfully acknowledged. These measures not only uphold protocol but also honour democratic process."

2.8L stray dogs sterilised & vaccinated during spl drives
Lucknow: As part of its animal welfare and urban safety initiatives, the state's urban development department (UDD) has successfully sterilized and vaccinated over 2.8 lakh stray dogs across all 17 municipal corporations till date. The target was achieved during comprehensive Animal Birth Control (ABC) and Anti-Rabies Vaccination programmes, said officials They said that these programmes, which have seen 1.25 lakh sterilizations in 2023-24 and 1.19 lakh in 2024-25, are designed to humanely manage the stray dog population and curb the spread of rabies. The UDD has established 17 permanent ABC centres and is adding two more in Lucknow and Ghaziabad, backed by a Rs 32.7 crore state govt allocation—a first in secretary of the UDD, Amrit Abhijat, said, "Through our ABC, anti-rabies vaccination, and pet licensing programs, we are working diligently with urban local bodies to promote safer communities and humane animal management. The establishment of modern ABC centres and the issuance of 5,333 pet licenses this year reflect our dedication to comprehensive urban solutions. "
