From Control to Connection: DIG Satyajit Nayak's holistic strategy to counter left-wing extremism

Kendrapara, Aug 1 (UNI) Dr Satyajit Nayak, DIG of Police, Eastern Range, Odisha, emphasized the need for a paradigm shift from 'control' to 'connection,' advocating inclusive growth and human dignity as the true antidotes to extremism. In his thought-provoking research paper titled "An Analysis of Naxal Insurgency in Odisha: A Multifaceted Approach", Dr. Nayak presents a ground-level, policy-focused study on one of India's most persistent internal security issues — Left-Wing Extremism (LWE). A recent graduate of the Indian School of Business (ISB), where he earned two gold medals and was awarded the title "Scholar of Excellence," Dr. Nayak completed the Advanced Management Programme in Public Policy. His study reveals that although the number of LWE-affected districts in India has declined from 223 in 2010 to 45 in 2023, deep-rooted structural challenges continue to fuel unrest in Odisha's tribal regions. These issues include poverty, displacement, inadequate basic services, and a sense of alienation from the state. Dr. Nayak notes that the government's twin-track approach — combining security operations with development initiatives — has produced measurable results: a 77 per cent reduction in violence, improved connectivity, and enhanced state presence in vulnerable areas. However, he cautions that force alone cannot eliminate the insurgency. The paper advocates a multifaceted response that includes, strengthening local governance and tribal rights, promoting community-led development and ensuring effective implementation of the Forest Rights Act and building trust and fostering dialogue in conflict-affected regions. His work serves as a timely reminder that sustainable peace in insurgency-hit areas requires not just boots on the ground, but also hands and hearts working in unison. UNI XC DP VAN AAB
