Andhra HC slams GMRIT for denying exam access to student over attendance

VIJAYAWADA: The Andhra Pradesh High Court on Wednesday criticised the GMR Institute of Technology (GMRIT) for barring a BTech student from writing his fourth-semester exams due to low attendance, despite the student's medical condition. The petitioner, BVK Koushik of Madhuranagari, Srikakulam district, is a BTech (AI & Data Science) student at GMRIT. He missed classes due to health issues and submitted valid medical certificates to the college. However, GMRIT denied him permission to appear for the third-semester exams, citing less than 75 per cent attendance. Justice Gannamaneni Ramakrishna Prasad, who heard the petition, objected to the college's refusal to release Koushik's third-semester results. The judge termed GMRIT's 10 per cent attendance relaxation cap 'arbitrary and one-sided,' questioning its constitutional validity. The Hight Court observed that illness is beyond human control and rigid attendance norms cannot be imposed in such cases. 'These rules are framed by a private institution and not by a government authority,' the Court noted. The Hight Court directed GMRIT, the State Education Department, the Vice-Chancellor, and Controller of Examinations of JNTU to allow the student to continue and complete his course without further hindrance.

Andhra High Court dismisses pleas seeking stay on DSC exam

VIJAYAWADA: The Andhra Pradesh High Court on Monday dismissed a batch of petitions filed by aspirants seeking a stay on the conduct of the DSC-2025 examination, scheduled for June 6, and subsequent recruitment proceedings. Justice Kuncham Maheshwar Rao, delivering the verdict, stated that the issuance of hall tickets has already been completed and all arrangements for the examination are in place. He noted that the petitioners failed to present sufficient preliminary evidence to warrant interim relief. 'There are no valid grounds to halt the recruitment process. Public interest outweighs individual grievances in this matter,' the judge observed. The court emphasised the State government's authority to frame recruitment policies. The petitioners had raised objections concerning age eligibility, language requirements, and the limited preparation time. Boyi Kannayya and 12 others from Kurnool requested that all candidates eligible under the DSC-2024 notification also be considered eligible for DSC-2025. They also urged the court to increase the upper age limit from 44 to 45 years.

Enforcement of helmet rule nets Rs 2.28 crore in Andhra's NTR

VIJAYAWADA: In a sustained crackdown on traffic violations, the NTR district police collected Rs 2.28 crore in fines over the past five months, from January 1 to May 31, as part of a rigorous road safety drive. The intensified enforcement followed directives from Andhra Pradesh High Court Chief Justice Dhiraj Singh Thakur, who urged strict implementation of the helmet rule for two-wheeler riders. Citing alarming statistics, the High Court noted that over 660 motorcyclists lost their lives in road accidents across the state in 2024. Check posts were set up at major entry points, including Prakasam Barrage, Ramavarappadu, and Kanakadurga Varadhi. Since January, police have issued nearly 90,000 challans for various violations such as riding without helmets, driving on the wrong side, and lacking valid licences. Officials said 62,128 challans issued in 2025 have already been paid, yielding Rs 2.28 crore in revenue. In comparison, of the 1.33 lakh e-challans issued last year, only 43,622 were cleared, bringing in Rs 1.88 crore. The remaining challans from 2024 remain unpaid. 'There has been a marked improvement in helmet usage,' said traffic police officials, noting the use of enhanced penalties under the Motor Vehicles Act. Enforcement is also being aided by CCTV surveillance and advanced cameras at key traffic signals. 'We identify violators using vehicle registration numbers and send notices. In some cases, commuters are fined on the spot,' they added.

No discretionary ouster of nominated members, says Andhra Pradesh HC

VIJAYAWADA: In a significant ruling, the Andhra Pradesh High Court has struck down the State government's move to remove nominated members from their posts for political reasons before the expiry of their tenure. A division bench comprising Chief Justice Dhiraj Singh Thakur, and Justice Ch Ravi, in a recent verdict, made it clear that the government lacks legal authority to issue orders for removal or resignation of nominated members without statutory provisions. It rejected the application of the 'Doctrine of Pleasure', which permits discretionary removal, emphasising that such power cannot be exercised without legal backing. The case centres on the government's action against nominated members of the District Livestock Development Associations (DLDAs) in Prakasam, West Godavari, Vizianagaram and Chittoor. The government issued a note on June 7, 2024, directing collectors to secure resignations from nominated chairpersons, directors and members of various corporations, educational institutions, and autonomous bodies, including DLDAs.

Andhra Pradesh HC seeks explanation on MDU system cancellation

VIJAYAWADA: The Andhra Pradesh High Court has directed the State government to explain its decision to cancel the Mobile Dispensing Unit (MDU) system for doorstep ration delivery, following the issuance of Government Order 5 on May 23. Notices were issued to the Principal Secretary of the Food and Civil Supplies Department, the Commissioner, and the Managing Director of the Civil Supplies Corporation, among others, to file a detailed counter. The hearing was adjourned for four weeks. The petition was filed by Taneti Ramakrishna, Mangalagiri Dhananjaya Kumar, Guttam Raju Suban Singh, and J Trinath from Rajamahendravaram, challenging the abrupt cancellation of MDU system. Their counsel Regulagadda Venkatesh argued that the system, introduced by the previous government, provided livelihood to many youths who took bank loans to purchase vehicles for ration delivery. Operators earned Rs 21,000 monthly. The sudden cancellation of the MDU system has left operators jobless, struggling to repay loans, and without alternative livelihood or compensation. The petitioners, who have no political affiliations, urged the court to stay GO 5.
