Andhra High Court dismisses pleas seeking stay on DSC exam

VIJAYAWADA: The Andhra Pradesh High Court on Monday dismissed a batch of petitions filed by aspirants seeking a stay on the conduct of the DSC-2025 examination, scheduled for June 6, and subsequent recruitment proceedings.
Justice Kuncham Maheshwar Rao, delivering the verdict, stated that the issuance of hall tickets has already been completed and all arrangements for the examination are in place. He noted that the petitioners failed to present sufficient preliminary evidence to warrant interim relief.
'There are no valid grounds to halt the recruitment process. Public interest outweighs individual grievances in this matter,' the judge observed. The court emphasised the State government's authority to frame recruitment policies.
The petitioners had raised objections concerning age eligibility, language requirements, and the limited preparation time. Boyi Kannayya and 12 others from Kurnool requested that all candidates eligible under the DSC-2024 notification also be considered eligible for DSC-2025. They also urged the court to increase the upper age limit from 44 to 45 years.

Army Holds 400-km Cycle Rally To Honour Wayanad Landslide Victims

The Indian Army's Defence Security Corps (DSC) Centre in Kannur organised a 400-kilometer cycle rally through four northern districts of Kerala. The rally was a show of support for victims of devastating landslides in Wayanad's Chooralmala in July last year, which left 254 people dead, 397 injured, and 118 missing. Additionally, the initiative aimed to reconnect with local communities, engage with veterans, and encourage young people to join the armed forces. Led by Colonel P. S. Nagra, the cycle rally began on August 9 in Kannur, and the journey spanned key towns across four northern districts, following this route: August 9: Kannur to Vadakara August 10: Vadakara to Calicut August 11: Calicut to Malappuram August 12: Malappuram to Wandoor, then Wandoor to Mukkam August 13: Mukkam to Kalpetta August 14: Kalpetta to Chooralmala and back The final leg of the rally was flagged off on Thursday by Wayanad District Collector Megha Sree, IPS officer Taposh Basumatry, Assistant Collector of Wayanad, Archana, and other senior veterans. The event paid tribute to the people of Wayanad, symbolising unity, resilience, and national integration. "This rally is not just about cycling, it's about being present for the people, showing them they are not alone in the aftermath of tragedy, and motivating the youth to see the Indian Army as a way to serve and protect," said Col Nagra. The rally will conclude on August 15, coinciding with India's 79th Independence Day celebrations. Participants will be honored for their dedication and service at the Kalpetta Parade Ground.

Appointment of full-time VCs likely in all state universities by end of Aug: Bengal minister

Kolkata, West Bengal Education Minister Bratya Basu on Thursday said full-time vice-chancellors are expected to be appointed by this month in all state-run and state-aided universities, where interim VCs were functioning. Appointment of full-time VCs likely in all state universities by end of Aug: Bengal minister Governor C V Ananda Bose had appointed several interim VCs, following the expiry of the terms of vice-chancellors at various varsities, including the Calcutta University. Asked about the row over scheduling of UG semester-level law exams on August 28, which also happens to be the foundation day of the TMC students' wing, Basu told reporters, "You will hopefully get permanent VCs at all universities – where interim VCs are functioning – by end of August. Who knows, if not by that date itself." On the issue of delay in publication of the West Bengal Joint Entrance Examination results, he said, "In the wake of the August 7 order of the Calcutta High Court, we are worried over the delay as it is caught in a judicial logjam. We hope the issue is resolved on the judicial front at the earliest. Our lawyers are working on it." The court had stayed the announcement of the WBJEE-2025 results and instructed the WBJEE Board to create a new merit list with a seven per cent reservation for the 66 OBC categories recognised by the state before 2010, and publish it within 15 days. The HC had found the WBJEE Board's initial merit list to be in violation of its previous order in May regarding OBC reservations. Asked to comment on the arrest of Jadavpur University alumnus Hindol Majumdar for allegedly plotting an attack on Basu's convoy on the JU campus, the minister said, "I have no information about this. I think this is entirely in the domain of the police. I have no comments to offer." Majumdar was arrested on Wednesday morning after landing in India, for allegedly planning an attack on Basu's convoy on March 1. Pakistan passes anti-terror bill: Law gives detention powers to military, civil forces; opposition cites rights violations

The provision, first introduced in 2014 after the Peshawar Army Public School attack, had expired in 2016. It lets the government, military, and civil armed forces detain suspects based either on credible intelligence or reasonable suspicion to prevent terrorist acts. The law also allows the formation of joint investigation teams, made up of police, intelligence, and other security officials, to investigate and gather intelligence. Under the amendment, detentions beyond three months can be made if allowed under constitutional safeguards. Any detention by the armed forces must be investigated by a joint investigation team, which must include a senior police officer. Law Minister Azam Nazeer Tarar said the measure would be used selectively and with checks in place, including producing detainees before a magistrate within 24 hours. When the bill was tabled, PTI objected strongly with the interim chairman Gohar Ali Khan saying no law that went against the constitution could be passed. He argued that the bill violated Article 10 and supreme court rulings that barred laws curbing fundamental rights. He reminded the house that the court had struck down similar clauses before, and criticised the move to let authorities extend the detention of suspects from three months to six months, warning that such measures eroded public trust. JUI-F chief Maulana Fazlur Rehman said the law would treat every citizen like a born criminal, giving institutions unchecked powers to arrest anyone and shifting the burden of proof onto the accused. He cautioned against setting a precedent of flawed law-making.
