VIJAYAWADA: Chief Minister N Chandrababu Naidu has directed officials to draft the Andhra Pradesh Space Policy 4.0, aiming to put the State on top in the space sector, while attracting Rs 25,000 crore investments. The space policy is expected to create 5,000 direct and 30,000 indirect jobs, fostering economic growth and innovation. During a review meeting at his Undavalli camp office on Thursday, Naidu approved the establishment of Space Cities in Lepakshi and Tirupati, aligning with strategic goals for 2025-35. The policy will lay emphasis on collaboration with educational institutions to engage students in the space sector, and encourage the creation of common infrastructure under the plug-and-play model. Naidu also instructed the officials to form a technical committee to support this initiative, and invite leading communication firms to invest in the State. Lepakshi Space City, spanning 500 acres, will focus on design, development, R&D, space startups, and innovation ecosystems. New policy to offer capital subsidies up to 45% based on investment size Meanwhile, Tirupati Space City will prioritise manufacturing, launch logistics, satellite and payload assembly, and avionics production. The strategic location of the two cities — near Bengaluru for Lepakshi and Sriharikota-Chennai for Tirupati — enhance connectivity and growth potential. He also emphasised improving road connectivity from Tirupati to Sriharikota to support logistics. To attract investors, the policy will propose capital subsidies ranging from 25% to 45% based on investment size, for micro (Rs 1–Rs 2.5 crore), small (Rs 2.5–25 crore), medium (Rs 25–125 crore), large (Rs 125–500 crore), and mega (above Rs 500 crore) units. Special incentives are planned for women, BC, SC, ST, minority, and differently-abled entrepreneurs to promote inclusivity. Former ISRO Chairman S Somanath, joining via video conference, highlighted the global space sector's potential, noting that companies like Starlink, SpaceX, and Blue Origin are driving innovation. He emphasised that the future lies in space technology, with India aiming to capture a larger share of the global space economy, currently at 2%. The Centre's Space Vision 2047 includes ambitious projects like Chandrayaan-4, Venus Orbiter Mission, Mars Lander Mission, and human spaceflight, targeting a human landing on the moon by 2040. The Space Policy 4.0 aligns with these national goals, integrating technologies in electronics, aerospace, defence, and drones. By fostering innovation, offering attractive incentives, and building world-class infrastructure, the State aims to become a global hub for space technology.

Vijayawada: In a quantum leap towards positioning Andhra Pradesh at the forefront of India's space sector that is now primed for commercial ventures, Chief Minister N Chandrababu Naidu on Thursday directed officials to finalise the Andhra Pradesh Space Policy 4.0, with the goal of attracting ₹25,000 crore in investments. The policy also aims at generating direct employment for 5,000 people and indirect opportunities for nearly 30,000 people. The Chief Minister has approved the development of Space Cities in Lepakshi and Tirupati, while laying out strategic goals for the sector from 2025 to 2035. During a review held at the Undavalli camp office on Thursday, the Chief Minister emphasised the need to involve educational institutions to engage students and spark interest in space technologies. Naidu directed the establishment of a Technical Committee and the provision of common infrastructure based on a plug-and-play model. The leading firms in communication technology have been offered opportunities to invest in the state in this regard. The Chief Minister further highlighted that the integration of electronics, space, aerospace, defence, and drone technologies was key to the state's broader innovation strategy. Joining the meeting via video conference, Space Technology Advisor to the Government of AP and former ISRO Chairman Dr S Somanath highlighted that the Government of India was launching several key projects under the Space Vision Policy-2047. He underlined the role of private players, such as Starlink, SpaceX, and Blue Origin, in transforming the sector globally, and echoed that the future undoubtedly belongs to space. The Chief Minister instructed officials to offer more competitive incentives for investment proposals, ranging from Rs 1-2.5 cr to over Rs 500 cr, to attract companies to invest in the state's space sector. Investment categories have been classified as follows: Micro (Rs 1-2.5 cr), Small (Rs 2.5-Rs25 cr), Medium (Rs25- Rs125cCr), Large (Rs125-Rs500 cr), and Mega (Rs 500+ cr). Proposals to provide subsidies ranging from 25 per cent to 45 per cent, with special incentives for women, BC, SC, ST, minority, and differently abled entrepreneurs are under discussion. The new policy envisions two dedicated space cities: Lepakshi Space City, spread across 500 acres, will focus on design and development. It will house institutions for R&D, space startups, innovation ecosystems, and services related to space applications. Tirupati Space City will serve as a hub for manufacturing and launch logistics. Facilities planned include launch vehicle assembly, satellite and payload assembly, mechanical system component manufacturing, and electronics-avionics assembly. Its proximity to Chennai and Sriharikota, along with Lepakshi's closeness to Bengaluru, offers strategic geographical advantages. The Chief Minister also proposed road connectivity from Tirupati Space City to Sriharikota. India currently holds just 2 per cent of the global space economy. The target is to attract $44 billion in space investments by 2033. India's Space Policy-2023 allows 100% FDI in the sector. Under the India Space Vision-2047, goals include satellite manufacturing, remote sensing satellite launches, Chandrayaan 4, Venus Orbiter Mission, Mars Lander Mission, human spaceflight programs including space stations, next-gen launch vehicles (NGLVs), and a third launch pad at Sriharikota. In alignment with these national ambitions, the Government of Andhra Pradesh is shaping its 'Andhra Pradesh Space Policy 4.0' to fuel innovation, generate employment, and make the state a pivotal force in the future of space exploration.

The policy also aims to generate 5,000 direct and nearly 30,000 indirect jobs, while laying the foundation for a new era of innovation, manufacturing, and research. During a review meeting on Thursday, Mr. Naidu gave the green signal for the development of two Space Cities — one at Lepakshi, focused on research and development, and another at Tirupati, envisioned as a manufacturing and logistics hub. He said integration of electronics, space, aerospace, defence, and drone technologies was key to the State's broader innovation strategy. Emphasising the strategic importance of aligning Andhra Pradesh's innovation roadmap with emerging national and global space opportunities, Mr. Nadiu underscored the need to involve students and academic institutions to nurture talent in space technologies. Subsidies To attract investment across various scales — from micro to mega enterprises, the government proposed subsidies ranging between 25% and 45%, with additional incentives for entrepreneurs from socially and economically disadvantaged sections, including women, BC, SC, ST, minorities, and the differently-abled. The policy categorises projects based on their size — micro (₹1 crore to ₹2.5 crore), small (₹2.5 core to ₹25 crore), medium (₹25 crore – ₹125 crore), large (₹125 crore – ₹500 crore), and mega (₹500+ crore). The Lepakshi Space City, to be spread over 500 acres, would be developed as a hub for design, innovation, and startup incubation in space applications and R&D. The Tirupati Space City would focus on the assembly of launch vehicles, satellite systems, avionics, and mechanical components, leveraging its proximity to Chennai and Sriharikota for logistical advantage. The Chief Minister also proposed a new road link connecting Tirupati with Sriharikota to enhance access. Joining the meeting virtually, S. Somanath, former ISRO Chairman and Government of Andhra Pradesh's Honorary Adviser for Space Technology, lauded the initiative and noted that India was entering a transformative phase under the Space Vision Policy-2047. He cited the global success of private players such as SpaceX, Starlink, and Blue Origin, and remarked that Andhra Pradesh's timely policy intervention would give it a competitive edge in the expanding space economy.
