OPEN// EU ambassador: Elevating relations with Egypt to strategic partnership well-deserved merit for country
CAIRO, May 23 (MENA) - Head of the European Union (EU) Delegation to Egypt Angelina Eichhorst said Egypt under the leadership of President Abdel Fattah El Sisi has made enormous achievements that have strengthened its regional position and economic capabilities. This has encouraged the EU to elevate its relations with Egypt to the level of a strategic partnership, Eichhorst said in an interview with the Egyptian Radio. The elevation of EU-Egypt relations to a strategic partnership last year was not some sort of "political courtesy," but rather a well-deserved merit for Egypt, the EU ambassador said. She noted that elevating relations between the EU and other countries rarely happens, and for Egypt, it reflects a deep appreciation for President Sisi, the government, and Egypt. The partnership between Egypt and the European Union benefits everyone in all areas, she pointed out. 'We in the European Union appreciate the speed and efficiency of development taking place in Egypt's infrastructure, its pioneering role in the region, its protection of refugee rights, and its support for preventing illegal migration. We in the European Union also fully understand the current regional conditions and their impact on Egypt, and we equally recognize the importance of the Suez Canal and Egypt's importance to the entire world," Eichhorst said. Meanwhile, the EU ambassador expressed her fascination with the Egyptian civilization and culture, saying that since arriving in Cairo to assume her post, she has visited the Egyptian Museum six times. She noted that the Grand Egyptian Museum, which will be inaugurated early next July, is the largest archaeological museum in the world. She emphasized that, due to her interest in human heritage, she visited all the world's museums before coming to Egypt last November and visiting the Grand Egyptian Museum. "It is the most important and largest museum I have ever seen," she said. Regarding European cooperation with Egypt, Eichhorst noted that cooperation is extended and that she personally supports stimulating European investments in Egypt, which she said have reached €50 billion in recent investment agreements. There is significant European support for Egypt in the fields of energy, renewable energy, water, and green hydrogen, she said. Egypt, EU launch Horizon Europe Work Programme 2025 in Cairo - Economy
The European Union (EU) delegation to Egypt, in collaboration with the Ministry of Higher Education and Scientific Research and the Academy of Scientific Research and Technology, held the Horizon Europe Work Programme 2025 launch event in Cairo on Wednesday. The event marked a key milestone in strengthening Egypt-EU cooperation in research and innovation. Over 150 participants attended the launch, including Egyptian academics, researchers, innovators, and officials from the Ministries of Higher Education and Foreign Affairs. Ambassador Angelina Eichhorst, head of the EU delegation to Egypt, and Mohamed Ayman Ashour, minister of higher education and scientific research, inaugurated the event. The day aimed to raise awareness about new opportunities for Egyptian entities under Horizon Europe, the EU's flagship research and innovation programme with a 95.5 billion euro budget for 2021–2027. Discussions focused on enhancing collaboration, funding access, and Egypt's growing role in the European research and innovation ecosystem. The event follows the initialling of the Horizon Europe Association Agreement between Egypt and the EU on 10 April, paving the way for Egypt's formal association. While the agreement is expected to be signed by November 2025, transitional arrangements are already in place. As of 10 April, Egyptian institutions are eligible to participate in Horizon Europe calls under the 2025 budget and enjoy the same rights as entities from associated countries. 'This year marks two decades of EU-Egypt science and technology cooperation,' said Ambassador Eichhorst. 'Egypt's association with Horizon Europe will usher in a new era, offering not just funding, but also a voice in shaping research priorities, leading international consortia, and opening doors for youth, researchers, and entrepreneurs to innovate and collaborate globally,' she added. Minister Ashour echoed this sentiment, emphasizing the importance of international collaboration to advance Egypt's scientific and technological capabilities. He noted that the partnership with Horizon Europe will help integrate Egypt's research landscape with global networks, fostering knowledge exchange and innovation-led growth. Horizon Europe represents the EU's highest level of international scientific collaboration, offering non-EU countries full participation in research activities. Through this association, Egyptian researchers and institutions will gain access to cutting-edge European research infrastructures and cross-border scientific partnerships spanning academia, industry, and civil society. The association is expected to deepen scientific ties between Egypt and the EU, support Egypt's national innovation agenda, and contribute to regional and global research initiatives. On Wednesday, the two sides concluded the negotiations to extend the Partnership for Research and Innovation in the Mediterranean Area (PRIMA), a strategic programme focused on sustainable water and food systems. Egypt, EU Launch Horizon Europe 2025 Collaboration in Cairo
Nada Mustafa The launch event for Horizon Europe new Work Programme 2025 in Cairo took place on 21 May 2025. The event was organised by the European Union Delegation to Egypt in collaboration with the Ministry of Higher Education and Scientific Research and the Academy of Scientific Research and Technology. The event was opened by Ambassador Angelina Eichhorst, Head of EU Delegation to Egypt, and Minister Mohamed Ayman Ashour Ministry of Higher Education and Scientific Research in the presence of more than 150 Egyptian academics, researchers and innovator,; as well as representatives from the Egyptian Ministry of Higher Education and Scientific Research and Ministry of Foreign Affairs. The event aimed to raise awareness of Egyptian researchers and innovators about new collaboration and funding opportunities under the EU Framework Programme for Research and Innovation, Horizon Europe. The European Union and Egypt have successfully initialled the agreement pertaining to Egypt's association to Horizon Europe on 10 April. The Agreement is expected to be signed by November 2025, pending final validations from both parties. However, transitional arrangements apply from 10 April 2025 opening the door for new and further collaboration opportunities. This currently allows Egyptian entities to apply for and be treated as "eligible entities" established in an associated country in Horizon Europe for calls implementing budget from 2025 and onwards, pending the signing and entry into force of the agreement. EU ambassador to Egypt Angelina Eichhorst said "2025 marks 20 years since the EU-Egypt science and technology cooperation agreement and certainly association to Horizon Europe will mark a new beginning to a long journey of longstanding cooperation. Egypt's association to Horizon Europe will signify more than access to funding. It will mean participation in shaping research agendas, leading consortia, and contributing Egyptian expertise and talent to Europe's research landscape and vice versa. It will also mean creating real opportunities for Egyptian youth, researchers, and entrepreneurs to engage, innovate, and lead projects." Association to Horizon Europe is the closest form of international cooperation in research and innovation the EU has with non-EU countries and would allow Egyptian researchers to access world-class research facilities in Europe Horizon Europe is the largest EU's research and innovation programme ever with a budget of €95.5 billion for the period 2021-27. EU & Egypt Successfully Fnalize Negotiations to Extend the Partnership for Research & Innovation in the Mediterranean Area (PRIMA) Agreement
Rana Atef Dr. Abdel Hamid El Zoheiry, the PRIMA National Coordinator for Egypt, and Ms. Nienke Buisman, Head of the Unit for International Cooperation at the Directorate-General for Research and Innovation of the European Commission initialled the agreement in Cairo. Ambassador Angelina Eichhorst, Head of the EU Delegation to Egypt, and His Excellency Minister Mohamed Ayman Ashour of the Ministry of Higher Education and Scientific Research attended the signing ceremony, along with representatives from the Egyptian Ministry of Higher Education and Scientific Research and the Ministry of Foreign Affairs. EU Ambassador Angelina Eichhorst emphasized that PRIMA is not only a flagship research and innovation program but also a vital platform for fostering connections and promoting science diplomacy. She noted that the initiative encourages co-ownership and joint leadership in tackling pressing regional challenges such as food security and water scarcity. She added that 'Since 2019, we are proud to have supported 123 Egyptian beneficiaries, including universities, research institutes, and private sector enterprises, who have actively participated in 90 PRIMA initiatives and secured funding totalling 17 million EUR.' PRIMA is the Partnership for Research and Innovation in the Mediterranean Area. PRIMA supports the sustainable management of water and food systems in the Mediterranean Area by pooling know-how and financial resources in a strategic research partnership between the EU and Participating States. Its aim is to develop fully piloted and demonstrated joint innovative solutions that the Mediterranean region urgently needs. These would help to make the water and food supply in the region more efficient, cost-effective and sustainable, and solve related problems. Yara Sameh Here is the full text of the EU Ambassador to Egypt Angelina Eichhorst's speech at the 5G forum: Minister Amr Talaat, excellencies, distinguished guests, many friends, industry leaders, and partners, Many friends, It is a great honour to open today's 5G Forum – a timely and strategic gathering that reflects both Egypt's digital ambition and our shared commitment to secure, inclusive, and forward-looking connectivity. Let me extend my warm thanks to our Egyptian hosts, our co-organisers, and all participants from both the public and private sectors. You all know how Egypt is in a pivotal phase in its digital transformation. With Vision 2030 as the roadmap, the transition to 5G represents far more than a technological upgrade. We strong back Egypt's ambition to become a regional digital hub as evident in the expanding infrastructure, rising investments, and focus on digital skills and inclusion. The European Union is a long-standing and strategic partner in this journey. Digital cooperation is becoming an important element of the EU–Egypt Partnership Priorities and our Strategic and Comprehensive Partnership. As Egypt advances its 5G agenda, ensuring that deployment is secure, resilient, and future-proof is essential. The EU is a global leader in shaping the digital environment – guided by the Digital Compass and supported by key regulatory frameworks such as the 5G Security Toolbox and the NIS2 (Network and Information System) Directive. These instruments offer a clear, risk-based approach to safeguarding supply chains and protecting critical digital infrastructure. These tools are already being applied across the EU, and we encourage our partners – including Egypt – to draw inspiration from them, adapting their principles to the local context. The choice of vendors is not a technical detail, it is a strategic decision. The long-term success of 5G will depend not only on speed and cost, but on transparency, trust, and cyber resilience. There are risks posed by high-risk vendors that do not meet essential security or governance standards. But our engagement goes beyond regulation. The EU is not only strengthening digital capacity at home – we are shaping the global digital rulebook. Through initiatives like the Global Gateway, the Digital Compass, and bilateral digital partnerships, we are championing secure, open, and human-centric digital development. Egypt plays a key role in this global conversation. Your participation in initiatives such as the AU–EU Digital for Development Hub, the MEDUSA submarine cable flagship project, and the expressed interest in the Digital Europe Programme are strong signals of its commitment to regional and global alignment. Let today's forum be a platform to deepen our cooperation. Let us work together to ensure that Egypt's 5G future is not only fast, but trusted, inclusive, and resilient. The European Union stands ready to support this transition – with regulatory expertise, trusted technology partners, and long-term investment aligned with shared values.
