Ministers, money, viral videos: Maharashtra MLC for SIT inquiry
Mumbai: Shiv Sena (UBT) MLC Anil Parab demanded an SIT inquiry of ministers who "appear in viral videos with bags of money" and publicly offer to provide funds at events. He demanded a discussion on digitisation fraud, which he said reached the minister's bedroom. Raising the issue in the council on Monday, Parab said the govt brought the Public Safety Bill, but instead of public safety, the question of ministers' security has arisen in the state. "Ministers are not safe in their own homes; how can ordinary citizens be safe? Bags of money are visible in their viral videos. These ministers say in public programmes that if money falls short, they will provide it," said Parab. Criticising Shinde Sena MLAs, he said videos of the "chaddi-baniyan gang" or "chaddi-towel gang" are circulating in Maharashtra. He said, "Give these ministers clothes." Legislative Council passes Maharashtra Public Security Bill; Opposition stages walkout
The Legislative Council on Friday passed the Maharashtra Special Public Security Bill by majority even as the Opposition staged a walkout and later handed over an eight-page dissent note to the Chairperson of the Legislative Council expressing opposition to the Bill. This was a day after the Maharashtra Legislative Assembly passed the Bill without any dissent. Except the Communist Party of India, no other party had opposed the Bill, neither had they given a dissent note as part of the joint committee that had scrutinised the Bill before it was tabled during the Monsoon Session. The Bill will impose punishments ranging from two to seven years in prison for members of unlawful organisations. Offences under it will be cognisable and non-bailable in nature, and grant the government the authority to seize and forfeit funds belonging to such groups. On Friday, the Shiv Sena (UBT) and the Congress demanded that the Bill be sent back to the Joint Committee and a public meeting be held to address the objections raised against it. The discussion took place after the Bill 'to provide for effective prevention of certain unlawful activities of Left Wing Extremist Organisations or similar organisations' was tabled in the Legislative Council by Maharashtra Minister of State for Home Yogesh Kadam. Speaking against it, the Congress and the Shiv Sena (UBT) raised objections over the need for the piece of legislation when laws like UAPA, MCOCA and PMLA existed. The Congress also asked why the law was needed at a time when the Union Home Minister had said that Naxalism was coming to an end. 'This is a political Bill, so we oppose it. We have sent a dissent note against it. You are bringing the Bill because of the anger against the Left parties for not voting for you. If you want to bring it, say it is against Naxalism, Maoism, and we will accept it. We are patriots. Will you leave the Right wing terrorists who were responsible for Pahalgam? You cannot discriminate between the Right and the Left. Tell me one provision which is under UAPA, and which is not available in this. You have no provision, no reason to bring this Bill. This Bill smells of political vendetta,' said Shiv Sena (UBT) MLC Anil Parab. 'Is this Public Security Bill or BJP Security Bill?' said Mr. Parab. Congress MLA Abhijeet Vanjari said, 'Amit Shah had said that 72% Naxalism is over, which means the current laws have provisions to deal with it. Then have you brought this Bill to suppress the political opponents?' Dissent note 'The original structure of the Bill is repressive, ambiguous and prone to misuse,' stated the dissent note against the Bill submitted by the Congress and the Shiv Sena (UBT) leaders. 'The government did not take cognizance of the concerns raised by the MVA leaders in the Joint Committee. The concerns were about the ambiguous and broad definition of illegal acts, the unlimited power to arrest and forfeit properties, the exclusion of district courts, the lack of independent monitoring over the advisory committee and the broad rights for surveillance and financial seizure without the due procedure of law. The government also did not take into consideration the 9500 objections seeking the scrapping of the Bill. It did not give any hearing to the persons and organisations which had raised objections to the Bill. There was no public hearing,' it stated.

Scholarship process made simple for marginalised students studying abroad
PUNE: In a significant move to streamline the scholarship disbursement process for students from marginalised communities, the state government on Tuesday granted authority to the Directorate of Other Backward Classes Welfare in Pune to deal with it directly. This decision aims to reduce delays and improve the efficiency of the Foreign Education Scholarship Scheme. This includes tuition fees, travel allowance, health insurance, airfare, and other associated expenses, as per government approved rates. Until today, the process of verifying proposals, granting partial approvals, and finalising disbursements involved multiple administrative layers, often resulting in time-consuming delays. 'Previously, students had to struggle a lot to get their scholarship funds. Meanwhile, foreign college authorities would pressure them to pay fees and hostel charges. Now, with the power shifted to the Directorate of Other Backward Classes Welfare in Pune, all these matters will be handled there. This is a big relief for the students,' said Kuldeep Ambekar, founder of Students Helping Hand. Every year, 75 meritorious students from Nomadic Tribes (NT), Other Backward Classes (OBC), and Special Backward Classes (SBC) are selected under this scheme, which was started in 2022, to pursue higher education abroad. The selection of students is still carried out at the state level, and a merit list is published following scrutiny. Once the selection is confirmed, the newly-delegated authority (Directorate of Other Backward Classes Welfare) will handle the proposal review and fund disbursal process, ensuring timely financial support reaches the beneficiaries. Officials have stated that this decentralisation is expected to bring much-needed efficiency to the scholarship programme and provide faster relief to deserving students. 'The process used to be very hectic. My regional office for the scholarship was in Nashik, but I also had to coordinate with the Pune OBC Welfare Office and then Mumbai office. So, I had to travel to three different cities. Now, it will become easy,' a student shared. Dhaneshware Khillare, director, Other Backward Class Welfare, Pune, told HT on Tuesday, 'Earlier, we had to send proposals to the state government, and only then funds were released. Now, we will receive a consolidated fund and can directly sanction scholarships at our level. Previously, individual requests were sent to the state, but that process has now been decentralised.'

Maharashtra legislative council member Anil Parab alleges mangrove destruction and land filling in Andheri CRZ
Mumbai: About 350 acres of land near the coastal and mangrove areas of Lokhandwala Back Road in Andheri (West) is being illegally levelled by cutting mangroves and trees and filling the land and it is leading to severe environmental and biodiversity degradation, said Shiv Sena (UBT) MLC Anil Parab during a calling attention motion in the legislative council on Monday. Despite being within a 50-metre buffer zone from private properties, unauthorised filling was reported, violating the Coastal Regulation Zone (CRZ) Rules, 2011, and the Environmental Protection Act, 1986, said Parab. In her reply, environment and climate change minister Pankaja Munde said that an FIR was registered and a Rs 27 crore penalty imposed on those violating rules. Of the 350 acres, 70 acres were in the development zone, of which 35 acres were reserved for the National Law University, said the minister. The govt's negligence in addressing this issue highlights the urgent need for a thorough investigation, immediate removal of unauthorised filling, environmental impact assessment, and strict legal action under MPDA (Maharashtra Prevention of Dangerous Activities of Slumlords, Bootleggers, Drug Offenders, and Dangerous Persons Act). " Munde said that she will institute an inquiry committee. She informed the house that she will personally visit the site, along with the guardian minister and council members, to check the violations — especially whether mangroves are impacted. In that case, she will take stringent action. Parab, during his speech over the calling attention motion, said there were 2,500 vehicles spotted lately for the landfill. "My demand is that the land filling should be stopped and stringent action taken. Such a huge area has been encroached in the prime part of the city, and the state should take this seriously," he said. Deputy chairperson of the council Neelam Gorhe said that it was an important discussion on a serious issue. "The outcome should be time-bound. The minister should expedite the setting up of the inquiry panel and also visit the site at the earliest to verify the extent of violations," she said. Sachin Ahir of the Shiv Sena (UBT) said that such CRZ violations were seen in other parts of western suburbs as well.
