Relief in sight from traffic congestion as PMC starts compulsory land acquisition for roads
Pune: Commuters may get some relief from the daily traffic toil as the PMC started the compulsory land acquisition for roads last week. "The land will be acquired even if there is a legal dispute. Most of the time, the disputes are about the amount or type of compensation. The compensation amount will be deposited in the court and will be given to the landowner based on the outcome of the court decision," said a senior official of the Pune Municipal Corporation (PMC). The PMC officials said compulsory land acquisition meant execution of the govt's legal power to acquire private land for public purposes, irrespective of owners' consent. This process is governed by the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. There would be a decline in traffic congestion on nearly 60km of road stretches once the land acquisition is complete and roads are built. Around 70% of the city's traffic passes through these key roads daily. "The civic administration is acquiring land to complete the missing links. When completed, these links will help in reducing the burden of traffic on bigger roads," said Aniruddha Pawaskar, the head of the PMC's road department. The PMC's plan states that a total of 42 proposals from the PMC regarding compulsory land acquisition are being discussed. Of these, 34 proposals are primarily related to the road department. The remaining eight proposals are related to other departments such as PMPML and state transport. Priority has been given to complete Katraj-Kondhwa Road, Satara-Mumbai Road and Pune-Hadapsar-Solapur Road. The civic administration has put the reservation of roads in the development plan. These spaces will be acquired using compulsory acquisition. The administration is also taking steps to expedite the land acquisition for the approach road of the proposed bridge to be constructed from Sun City towards Karvenagar Road. Mahatma Phule Wada and Krantijyoti Savitribai Phule Memorial are also on priority list. A meeting regarding compulsory land acquisition was convened recently with the district administration and the police department. If needed, help from the police would be sought to acquire the land.

Strict action against illegal digging, says PMC; too late, remind citizens
1 2 Pune: The civic road department has warned of strict action against illegal digging of roads by developers and builders to lay MSEDCL cables and water and drainage lines, but citizens and civic activists have said the announcement has come too late and excavations without permissions are midway through. In a circular issued on June 17, Pune Municipal Corporation (PMC)'s road department said it had been observed that illegal digging of city roads and footpaths to lay service lines was underway. Various measures were being planned to arrest such attempts. The administration said it will file complaints with the police against those involved in such illegal activities without paying digging charges. The administration also said it will approach MSEDCL and urged it to not give power connections to those involved in illegal road digging for power cables. Developers and builders will not receive no objection certificates (NOC) from various PMC departments in case of non-payment of digging charges. The administration also plans to not approve building construction works if developers fail to pay the penalty. PMC's road department head Aniruddha Pawaskar said the steps aim to restrict illegal excavations of roads without prior intimation. Activist Vikram Gaikwad said the administration's directives should not remain on paper. "PMC's instructions are based on good intentions, but the directives are not implemented effectively. We expect the authorities to take strict action against illegal digging and contractors failing to reinstate the roads," he said. Kothrud resident Govind Kale said PMC issued the directives "very late." "Instructions should have come in April — before the monsoon arrived. We also wonder why local officials do not keep a watch on illegal digging within their jurisdictions," he added. Sources from the administration said such illegal works often take place at night. On many occasions, private parties like developers or housing societies take up such activities without prior intimation to PMC. Developers must take proper civic permissions to lay cables and pipelines.
