TIIC begins month-long ‘Special Business Campaign' for giving subsidised loans to entrepreneurs

The 76-year-old Tamil Nadu Industrial Investment Corporation (TIIC), a State finance corporation, organises 'Special Business Campaign' between June 2 and 30 for helping financially the entrepreneurs aspiring to start their manufacturing or service industries. The TIIC, founded in 1949, finances micro, small and medium enterprises and has been a pioneer in the development of industries by providing financial assistance to numerous manufacturing and service related units with the support of the State Government. TIIC is providing financial assistance to micro, small and medium manufacturing and service enterprises under various special schemes for establishment and the expansion of existing units and diversification. The TIIC's Tirunelveli Branch Office is located at 5C/5B, Hotel Sakunthala Shopping Complex, Second Floor, Thiruvananthapuram Road, Vannarpettai. Detailed presentation on the special features of various schemes of TIIC including loan assistance under NEEDS (New Entrepreneur-cum-Enterprise Development Scheme) exclusively meant for first generation entrepreneurs, Annal Ambedkar Business Champions Scheme, 25% State Capital Subsidy subject to a maximum of ₹1.50 crore for eligible categories besides 5% back-ended interest subsidy for technology upgradation or modernization of existing MSMEs s and other schemes will be given at this Special Business Campaign. Loan application submitted during this special initiative will be given a 100% waiver on the 'Investigation Fees'. CHENNAI: The Madras High Court on Thursday impleaded the Dalit Indian Chamber of Commerce and Industry (DICCI) and Gen Green Logistics Private Limited in the PIL petition filed by YouTuber 'Savukku' Shankar seeking a CBI probe into the implementation of the Annal Ambedkar Business Champions Scheme of the state aimed at empowering the Dalit conservancy workers. The order to implead them was passed by a vacation bench of justices G R Swaminathan and V Lakshminarayanan when the PIL came up for hearing. The two entities were impleaded after the Supreme Court recently issued a direction to the high court on the petitions filed by them. The apex court had also questioned the urgency with which the matter was taken up by the vacation bench. The Chennai Metro Water Supply and Sewerage Board (CMWSSB) submitted the records related to the implementation of the scheme before the court as directed. The bench, adjourning the hearing to Friday, directed the CMWSSB to make an officer put in an appearance before the court during the hearing. Shankar had filed the PIL alleging certain irregularities — including handing over the implementation to the private entity (DICCI), instead of the MSME department — regarding the scheme.

Chennai: Metrowater on Thursday furnished copies of files pertaining to Annal Ambedkar Business Champions Scheme, through which 100 crore was allotted for the uplift of sanitary workers as entrepreneurs. A vacation bench of Justice G R Swaminathan and Justice V Lakshminarayanan had called for the records last week, while taking up a PIL filed by YouTuber Savukku Shankar alleging irregularities in the award of tenders. On Thursday, the bench said despite securing an SC order, the scheme implementing agency Dalit Indian Chamber of Commerce and Industry (DICCI) and Gen Green Logistics Pvt Ltd named in the PIL had not impleaded itself in the case. However, the petitioner filed an impleading petition to include them. Subsequently, DICCI and Gen Green were added as respondents. According to Shankar, state govt allotted 524 crore for sewerage management through Metrowater and department of municipal administration. "DICCI recommended 87 people, of whom 39 are legal heirs of deceased sanitary workers and 48 people currently engaged in sanitary work for scheme. Later, 133 more were recommended, all who were members of Congress's SC/ST wing," he said.

The Supreme Court on Monday (May 19, 2025) granted interim relief to the Dalit Indian Chambers of Commerce and Industry (DICCI) in connection with a case alleging corruption by the body in the implementation of a scheme for the welfare of sanitation workers and the Dalit community in Tamil Nadu. A Bench of Chief Justice of India (CJI) BR Gavai and Justice A.G. Masih kept in abeyance an order passed by the high court in connection with the implementation of the Annal Ambedkar Business Champions Scheme (AABCS). The top court also asked the high court to consider the impleadment of DICCI, so that they get an opportunity to be heard before any decision was taken in the case. 'Let the present petitioners [DICCI] be impleaded as respondents. Let the high court consider the application and let an order be passed after hearing all parties. Till such an order is passed, let the impugned order be kept in abeyance,' the top court ordered. The brief hearing saw the Bench question the urgency with which the high court had taken up the petition filed by activist Savukku Shankar during the court's vacation and passed the interim order which came under challenge. Mr. Shankar had sought a Central Bureau of Investigation probe into allegations of diversion of funds.

New Delhi, May 19 (UNI) The Supreme Court on Monday granted interim relief to the Dalit Indian Chambers of Commerce and Industry (DICCI) in a case pending before the Madras High Court, which alleges corruption in the execution of the Tamil Nadu government's Annal Ambedkar Business Champions Scheme (AABCS). A bench comprising Chief Justice of India (CJI) BR Gavai and Justice AG Masih stayed an interim order passed by the high court last week and directed that DICCI be impleaded as a party to the proceedings. 'Let the present petitioners (DICCI) be impleaded as respondents. Let the high court consider the application and pass an order after hearing all parties. Till such an order is passed, let this order be kept in abeyance,' the Supreme Court ordered. The court further directed that the high court must hear DICCI before taking any further steps in the case. The DICCI was not initially a party in the high court proceedings, which are next scheduled for hearing on May 21. During the hearing, the Supreme Court also questioned the urgency with which the high court took up the matter during its summer vacation. 'What was the urgency that the court took this up on vacation?' CJI Gavai asked. The case in question was initiated through a public interest litigation (PIL) by YouTuber Savukku Shankar, who alleged that the AABCS scheme was arbitrarily and illegally entrusted to DICCI. He further claimed that DICCI leaders had links to Tamil Nadu Congress Committee (TNCC) president and MLA K Selvaperunthagai, and that the scheme's benefits were diverted to those politically connected instead of the intended Dalit beneficiaries. Shankar has sought a Central Bureau of Investigation (CBI) probe into the matter, alleging misappropriation and political favoritism. The PIL is being heard by a vacation bench of the Madras High Court comprising Justices GR Swaminathan and V Lakshminarayanan. On May 14, the High Court had issued notice to the State and impleaded several government departments, including the Municipal Administration and Water Supply Department, the MSME Department, and the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB). The court had also directed the production of relevant documents. On May 16, additional advocate general J Ravindran, appearing for the Municipal Administration Department, sought more time to furnish documents. Both AAG Ravindran and Advocate General PS Raman denied any wrongdoing, asserting that the PIL was filed for publicity and that the CBI lacked jurisdiction in Tamil Nadu without court direction. The matter before the high court has been adjourned to May 21.
