Madras HC impleads Dalit association, pvt firm in Savukku Shankar's plea alleging swindling of funds
CHENNAI: The Madras High Court on Thursday impleaded the Dalit Indian Chamber of Commerce and Industry (DICCI) and Gen Green Logistics Private Limited in the PIL petition filed by YouTuber 'Savukku' Shankar seeking a CBI probe into the implementation of the Annal Ambedkar Business Champions Scheme of the state aimed at empowering the Dalit conservancy workers.
The order to implead them was passed by a vacation bench of justices G R Swaminathan and V Lakshminarayanan when the PIL came up for hearing.
The two entities were impleaded after the Supreme Court recently issued a direction to the high court on the petitions filed by them. The apex court had also questioned the urgency with which the matter was taken up by the vacation bench.
The Chennai Metro Water Supply and Sewerage Board (CMWSSB) submitted the records related to the implementation of the scheme before the court as directed.
The bench, adjourning the hearing to Friday, directed the CMWSSB to make an officer put in an appearance before the court during the hearing.
Shankar had filed the PIL alleging certain irregularities — including handing over the implementation to the private entity (DICCI), instead of the MSME department — regarding the scheme.

On May 26, an 11-year-old Dalit girl was sexually assaulted in a village under Kudhni police station. Post-assault, the child was brought to SKMCH, Muzaffarpur, but received negligent treatment and was referred to PMCH, Patna. At PMCH, she was not allotted a bed, was left in an ambulance for four hours, and later succumbed to her injuries. Following the incident, protests erupted across Bihar, with leaders from the Congress, RJD, and Jan Suraj Party demanding accountability and action. Opposition parties condemned the law and order breakdown and healthcare negligence, holding the government responsible for the girl's death. Protesters claimed that timely medical intervention could have saved her life. In response, the government suspended the SKMCH superintendent, removed a deputy superintendent of PMCH, and suspended three police officials, though critics say these actions were superficial and delayed. The brutal nature of the crime, combined with administrative failure and caste-based insensitivity, has triggered state-wide outrage. Citizens, activists, and rights organizations are demanding speedy trial and conviction under the POCSO and SC/ST Atrocities Act. This incident has become a flashpoint in Bihar politics and raised serious questions about the state's healthcare system, police responsiveness, and caste-based injustices. Bareilly: A 29-year-old man was awarded rigorous imprisonment (RI) of 22 years by a Pocso court for abducting and raping a 16-year-old Dalit girl and attempting to change her religion. ADGC Brajesh Kumar Pandey said, "The crime was reported on June 8, 2020, when a minor girl, who studied in an inter-college, was abducted by Mohd Haneef. The accused took her to Pilibhit, where she was raped and he also tried to change her religion. The girl managed to escape and return home on June 17, and the accused was arrested on Sept 28 and charged under sections of rape, abduction, along with Pocso and SC/ST acts. A chargesheet was filed against him in the court in Nov 2020. " The court of ADJ Ghulam Mustafa found Haneef guilty under sections of rape, abduction and the Pocso Act on May 27, and sentenced him to 22 years in jail along with a fine of Rs 22,000 on Wednesday.
