Madras HC impleads Dalit association, pvt firm in Savukku Shankar's plea alleging swindling of funds
The order to implead them was passed by a vacation bench of justices G R Swaminathan and V Lakshminarayanan when the PIL came up for hearing.
The two entities were impleaded after the Supreme Court recently issued a direction to the high court on the petitions filed by them. The apex court had also questioned the urgency with which the matter was taken up by the vacation bench.
The Chennai Metro Water Supply and Sewerage Board (CMWSSB) submitted the records related to the implementation of the scheme before the court as directed.
The bench, adjourning the hearing to Friday, directed the CMWSSB to make an officer put in an appearance before the court during the hearing.
Shankar had filed the PIL alleging certain irregularities — including handing over the implementation to the private entity (DICCI), instead of the MSME department — regarding the scheme.

CPI(ML) says it ‘physically verified' wrongful deletions in Bihar draft voter roll
The Communist Party of India (Marxist-Leninist) Liberation on Saturday said that its workers had physically verified wrongful deletion of voters in some Assembly constituencies of Bihar amid the contentious exercise to revise the state's electoral rolls. The party is part of Bihar's Opposition alliance, which includes the Rashtriya Janata Dal and the Congress. Two complaints that the party filed amid its verification exercise relate to the deletion of voters in villages that are predominantly Yadav, The Wire reported. The community is considered to be the support base of the former Deputy Chief Minister Tejashwi Yadav-led Rashtriya Janata Dal. The Communist Party of India (Marxist-Leninist) Liberation also found several voters from Dalit communities having been removed from the draft roll, according to The Wire. The special intensive revision of the electoral rolls in Bihar was announced by the Election Commission in June. As part of the exercise, persons whose names were not in the 2003 voter list needed to submit proof of eligibility to vote. The draft roll was published on August 1 ahead of the Bihar polls expected to take place in October or November. It showed that more than 65 lakh names had been deleted from the list. The list will be revised by September after the Election Commission assesses objections and claims about the exclusion and inclusion of voters in the draft roll. On Saturday, the Communist Party of India (Marxist-Leninist) Liberation cited a complaint filed by Amit Kumar Paswan in booth number 152 (old) and 173 (new) in the Bahadurpur constituency as having alleged that the names of some voters in the Bandh Basti village had been deleted despite the persons being present there. Fifty-nine of the 818 voters in a booth were deleted from the draft roll. The names were removed 'without giving any reasons either to the people or to the BLAs [booth level agents]', the party alleged. The booth-level agents are appointed by political parties. 'Out of these 59 people, CPI(ML) teams on the ground have identified 20 such people living in the same booth, whose presence has been physically verified,' the party said. It claimed that two persons whose names were deleted – Motilal Yadav and Dhyani Yadav – were in the 2003 voter list. 'These people, whose names have been deleted, are being forced by ECI officials to get their names included in the draft by filling Form 6, which is meant for new voters,' the party said on social media. The Communist Party of India (Marxist-Leninist) Liberation said it has been raising the matter of persons whose names have been removed from the draft roll being forced to submit a new registration form, 'leaving no mechanism to file complaints' and allowing the Election Commission to claim that there have been zero complaints filed. The party demanded that the poll panel release the names of voters who had been removed from the draft roll, specifying the reason for the deletion in every panchayat. On Saturday, the Election Commission told the Supreme Court that it is not required under the rules to publish a list of persons excluded from Bihar's draft electoral roll. In an affidavit, the poll panel said that the rules do not require it to explain why a person's name is missing from the draft roll. The submission was made in response to a petition by the non-profit organisation Association for Democratic Reforms, which had sought a court directive for the poll panel to explain the reasons for deleting 65 lakh names from the draft electoral roll. Claims about objections While the Election Commission claimed that it has not yet received objections and claims from political parties pertaining to names having been wrongfully excluded or included from the draft roll, party workers have said that they have filed several complaints, The Hindu reported. According to the Election Commission, while it had received more than 8,300 claims from individual voters as of Sunday, there had been none from 1.6 lakh booth-level agents. But more than 46,500 Form 6 applications had been filed, the poll panel said. The newspaper quoted party workers as saying that when they flag the deletion of names of eligible voters through complaints, the electoral registration officers tell them to ask the voters to submit Form 6.

Tirupati: The alleged abduction and assault of a Dalit youth in Tirupati has triggered a sharp political confrontation, with Telugu Desam Party (TDP) leader and Swachh Andhra Corporation chairman Kommareddy Pattabhi Ram demanding stringent action against former Tirumala Tirupati Devasthanams (TTD) chairman and YSRCP state spokesperson Bhumana Karunakar Reddy and his son, Abhinay Reddy. Addressing the media on Sunday, Pattabhi accused the Bhumana family of masterminding the incident. He claimed that Abhinay Reddy's close aides, Anil and Jagadish Reddy, abducted Pavan Kumar of Pulicherla in Chittoor district, tortured him, and later coerced him into saying that his own brother was responsible after videos of the assault emerged. The TDP leader also levelled charges of large-scale corruption and land grabbing against Karunakar Reddy, alleging illegal occupation of nine acres in the Swarnamukhi riverbed and registration of 21 properties in the names of family members during his tenure as TTD and TUDA chairman. He remarked that Karunakar Reddy had risen from running a photocopy shop to amassing assets worth thousands of crores, questioning the source of his wealth. Referring to the abduction of Pavan Kumar, Pattabhi said Chief Minister N Chandrababu Naidu and Minister Nara Lokesh had intervened to rescue him, leading to the arrest of the main accused. He demanded that those 'at the top' face legal consequences without political protection. TDP leaders G Narasimha Yadav, Parasa Rathnam, RC Munikrishna, P Sridhar Varma and others were present. Meanwhile, police said Pavan had gone missing after being allegedly held captive for nearly 12 hours and beaten with a police baton by Anil Kumar Reddy – YSRCP Tirupati social media in-charge – over a dispute involving a rented two-wheeler. The assault was reportedly recorded and the video sent to the youth's father, along with a demand for payment. Pavan's mother, Sunitha, had released a video on social media pleading for her son's safe return, while Dalit organisations sought urgent police action. Four special police teams were deployed to trace him, and he was eventually found in Chittoor and shifted to SVR Ruia Government General Hospital. Doctors confirmed a fracture below his left knee, and he remains under treatment. Police have said the investigation is continuing, with more arrests likely as they probe the alleged role of those accused of planning the attack.

Case filed against Tiruchy jail deputy jailor, 22 others for attacking convict
TIRUCHY: The KK Nagar police on Saturday registered a case against deputy jailor Manikandan, head warder Arunkumar, another unnamed prison official, and 20 guards of Tiruchy Central Prison for allegedly assaulting a convict, M Harikarasudhan. The case was filed after a complaint was registered by M Angamal, mother of the convict, with the DIG (prisons). An inquiry report by the principal district judge of Tiruchy confirmed the allegations, which were also reviewed by the Madurai Bench of the Madras High Court. Following this, the jurisdictional police station, which is KK Nagar police station, registered a case under seven BNS provisions, including Section 115(2) for voluntarily causing hurt, Section 117(2) for voluntarily causing grievous hurt, and Section 127(2) for wrongful confinement. Harikarasudhan, a Madurai native serving time at Tiruchy Central Prison, was transferred from Madurai Central Prison in October 2024 to pursue an ITI course after completing Class 10 in custody. He was convicted in a ganja case last year. His mother alleged that he was assaulted last month and denied visits from family and lawyers, prompting her to file a habeas corpus petition. On August 7, Justices A D Jagadish Chandira and R Poornima, citing an inquiry report by a district court judge, sought detailed records from prison authorities. They then set aside a privilege withdrawal imposed on the convict in violation of prison rules and allowed Angammal to meet Harikarasudhan, permitting him to file a complaint in the KK Nagar police station. The matter will be heard on August 11.
