HC reserves order on PIL by Savukku Shankar
Chennai: Madras high court on Friday reserved its order on a public interest writ petition seeking a CBI probe into alleged irregularities in the TN govt's scheme to uplift sanitation workers into entrepreneurs. Concluding the hearing, a vacation bench of Justice G R Swaminathan and Justice V Lakshminarayanan stated that they are reserving the orders on the plea moved by YouTuber Savukku Shankar. When the plea came up for hearing, the TN govt submitted that 213 eligible individuals from Scheduled Castes benefitted under the scheme. Additional advocate-general J Ravindran added that the PIL was filed without any supporting evidence. Recording the submissions, the court judges observed that their intention was to ensure that persons belonging to SC and ST benefitted from the scheme. The court added that the implementing agency, the Dalit Chamber of Commerce and Industry (DICCI), and Gen Green Logistics have significantly profited from the scheme. Madras HC impleads Dalit association, pvt firm in Savukku Shankar's plea alleging swindling of funds
CHENNAI: The Madras High Court on Thursday impleaded the Dalit Indian Chamber of Commerce and Industry (DICCI) and Gen Green Logistics Private Limited in the PIL petition filed by YouTuber 'Savukku' Shankar seeking a CBI probe into the implementation of the Annal Ambedkar Business Champions Scheme of the state aimed at empowering the Dalit conservancy workers. The order to implead them was passed by a vacation bench of justices G R Swaminathan and V Lakshminarayanan when the PIL came up for hearing. The two entities were impleaded after the Supreme Court recently issued a direction to the high court on the petitions filed by them. The apex court had also questioned the urgency with which the matter was taken up by the vacation bench. The Chennai Metro Water Supply and Sewerage Board (CMWSSB) submitted the records related to the implementation of the scheme before the court as directed. The bench, adjourning the hearing to Friday, directed the CMWSSB to make an officer put in an appearance before the court during the hearing. Shankar had filed the PIL alleging certain irregularities — including handing over the implementation to the private entity (DICCI), instead of the MSME department — regarding the scheme.

Metrowater submits conservancy workers' scheme records to court
Chennai: Metrowater on Thursday furnished copies of files pertaining to Annal Ambedkar Business Champions Scheme, through which 100 crore was allotted for the uplift of sanitary workers as entrepreneurs. A vacation bench of Justice G R Swaminathan and Justice V Lakshminarayanan had called for the records last week, while taking up a PIL filed by YouTuber Savukku Shankar alleging irregularities in the award of tenders. On Thursday, the bench said despite securing an SC order, the scheme implementing agency Dalit Indian Chamber of Commerce and Industry (DICCI) and Gen Green Logistics Pvt Ltd named in the PIL had not impleaded itself in the case. However, the petitioner filed an impleading petition to include them. Subsequently, DICCI and Gen Green were added as respondents. According to Shankar, state govt allotted 524 crore for sewerage management through Metrowater and department of municipal administration. Supreme Court grants interim relief to DICCI in sanitation scheme case
The Supreme Court on Monday (May 19, 2025) granted interim relief to the Dalit Indian Chambers of Commerce and Industry (DICCI) in connection with a case alleging corruption by the body in the implementation of a scheme for the welfare of sanitation workers and the Dalit community in Tamil Nadu. A Bench of Chief Justice of India (CJI) BR Gavai and Justice A.G. Masih kept in abeyance an order passed by the high court in connection with the implementation of the Annal Ambedkar Business Champions Scheme (AABCS). The top court also asked the high court to consider the impleadment of DICCI, so that they get an opportunity to be heard before any decision was taken in the case. 'Let the present petitioners [DICCI] be impleaded as respondents. Let the high court consider the application and let an order be passed after hearing all parties. Till such an order is passed, let the impugned order be kept in abeyance,' the top court ordered. The brief hearing saw the Bench question the urgency with which the high court had taken up the petition filed by activist Savukku Shankar during the court's vacation and passed the interim order which came under challenge. Mr. Shankar had sought a Central Bureau of Investigation probe into allegations of diversion of funds.

Supreme Court halts order on plea against Tamil Nadu sanitation scheme
The Supreme Court halted a recent order by the Madras High Court in a case filed by YouTuber Savukku Shankar against a government sanitation scheme. The top court questioned the urgency with which the high court heard and disposed of the matter during court vacation. The case pertains to Shankar's petition challenging the Tamil Nadu government's 'Sanipreneur' development occurred during the hearing of a Special Leave Petition filed by the Dalit Indian Chamber of Commerce and Industry (DICCI) and a private firm, Gengreen Logistics, before a Bench led by the Chief Justice. Savukku Shankar was represented by counsel, who responded to the court's pointed query about the 'grave urgency' in rushing through the matter without giving other parties a chance to be heard. The Supreme Court permitted DICCI and Gengreen Logistics to file impleading applications and directed that the High Court's order would remain in abeyance until both parties were impleaded and allowed to file dispute traces back to a Public Interest Litigation (PIL) filed by Shankar in the Madras High Court, where he alleged corruption in the Sanipreneur scheme. The programme, short for Sanitation Entrepreneurs, is a Tamil Nadu government initiative aimed at eradicating manual scavenging by engaging former manual scavengers as sanitation contractors using machines and modern equipment. Shankar contended that the scheme had been outsourced improperly to a private Madras High Court, while hearing the PIL, had questioned the Tamil Nadu government on whether Veeramani Radhakrishnan, the nephew of Tamil Nadu Congress president Selvaperunthagai, was indeed a director of Gengreen Logistics, the firm now facing corruption allegations. The High Court also granted the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) time till May 21 to submit full details of the a statement to India Today, Shankar had alleged: 'The Tamil Nadu government has adequate resources to implement any scheme on its own. It does not require the services of any private firm. However, it strangely chose a private company to implement the 'Sanipreneur' scheme.'He had further claimed that DICCI president Ravi Kumar Nara and Veeramani Radhakrishnan had started Gengreen Logistics specifically for the purpose of securing contracts under the scheme. 'The entire Sanipreneur scheme appears to be a scam. The so-called beneficiaries are not genuine and are reportedly members of the Congress party's SC/ST wing,' he had has also demanded a Central Bureau of Investigation (CBI) probe into the matter.
