HC refuses CBI probe into welfare scheme

has refused to order a CBI probe in a plea moved by YouTuber Savukku Shankar, alleging misappropriation of funds allotted for the Annal Ambedkar Business Champions Scheme (AABCS).
A division bench of Justice G R Swaminathan and Justice V Lakshminarayanan disposed of the plea on Tuesday, making it clear that the benefit of the scheme must reach only the sanitation workers and not anyone else.
The court passed the order on a plea seeking a CBI probe into the allocation of funds to the Annal Ambedkar Business Champions Scheme (AABCS), through which 100 crore was allotted for the uplift of sanitary workers as entrepreneurs.
The court ordered the state to produce copies of the records pertaining to the scheme.
According to the petitioner, the state govt allotted 524 crore for a span of seven years for sewerage management through the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) and the department of municipal administration.
The state further announced the AABC scheme by allotting 100 crore during 2023-24. A GO to this effect was issued by the MSME department of the state on May 12, 2023.

However, in blatant violation of the rules, the responsibility to implement the scheme was delegated to the Dalit Indian Chamber of Commerce and Industry (DICCI), a private entity, he said.
"Initially, DICCI recommended 87 persons, of which 39 are legal heirs of deceased sanitary workers and 48 persons currently engaged in sanitary work to be benefitted under the scheme. Subsequently, another 133 persons belonging to SC and ST communities, who are all members of the Congress's SC/ST wing were recommended," he said.

Mangaluru: The Special Investigation Team (SIT), probing the alleged mass burials in Dharmasthala, continued its exhumation for the fifth consecutive day on Saturday. Search operations were carried out at points 9 and 10 under the supervision of Puttur assistant commissioner Stella Varghese, but no human remains were reportedly found. Members, who are part of this exercise, started arriving at the spot near the state highway at around 11am. Following the arrival of the complainant witness, key SIT officials, and Scene of Crime Officers (SOCO), digging began using manual tools and a mini earth mover. A mini-JCB was also deployed to aid the effort. The site was enclosed with a green shade net to block public view during the operation. It is learnt that digging was undertaken up to nearly five feet. Police ensured vehicular movement was not affected. According to sources, point 9 was searched until 2.30pm, after which operations at point 10 commenced at around 3.30pm. However, heavy rain in the evening hampered further digging. Earlier, allegations surfaced that a police officer threatened the complainant witness. Indore: Two minor siblings were found dead under mysterious circumstances at their rented house in Dhancha Bhavan area of Dewas on Saturday morning. Their mother, Priya Yadav, found them motionless when she tried to wake them up for school. They were rushed to Sanskar Hospital, where doctors pronounced them dead. Industrial Area police station in charge Shashikant Chaurasia said that a team was dispatched to the scene to begin an investigation.
