They highlighted the foundation's extensive experience—spanning over two decades—in building a robust national ecosystem for gifted education. This visit reflects Mawhiba's ongoing commitment to strengthening partnerships with Gulf, Arab, and international institutions focused on education and innovation, and to investing in national talent to help shape a brighter future for the next generation. Empowering youth in innovation Aisha Al Nasser, National Coordinator of the Olympiad, stated that the event was held under the theme "Industry and Innovation for Sustainable Community Development," aiming to empower students with robotic challenges, develop their skills in artificial intelligence, train them in project design practices, and foster social responsibility and initiative. GCC education ministers meeting in Kuwait

KUWAIT: The Sultanate of Oman participated in the Ninth Meeting of the Ministers of Education of the Gulf Cooperation Council (GCC) countries which was held in the sisterly State of Kuwait, on Monday. Oman's delegation to the meeting was headed by Dr Madeeha bint Ahmed al Shaibaniyah, Minister of Education. The meeting discussed several topics related to enhancing cooperation and integration between the ministries of education in the GCC countries. It reviewed the Gulf Strategy for Combating Drugs for the 2025-2028 period which included numerous proposals for developing educational and training programmes in the educational field. The meeting also discussed ways of developing the work of the Arab Bureau of Education for the Gulf States (ABEGS) to ensure its contribution to supporting the work of the ministries of education and keeping pace with current and future changes and developments in education. Regarding the United Nations Sustainable Development Goals, the meeting agreed that the Arab Bureau of Education for the Gulf States should include some of the national indicators being developed by the ministries of education in the GCC countries in the reports on the fourth goal of the UN goals highlighting the role of the GCC countries globally. The meeting reviewed the strategic plan of the GCC Scouts and Guides Committee for the years 2026-2030 which included domestic and international programmes and activities for scouts and guides. The meeting also discussed the study being conducted by the Arab Bureau of Education for the Gulf States on promoting financial literacy among school students. In addition, the meeting reviewed a number of initiatives presented by the State of Kuwait and the Kingdom of Saudi Arabia regarding school sports, sports exchange for gifted and outstanding teachers in the GCC countries and the strategic transformation in general education. — ONA

This initiative is designed to enhance students' reading comprehension abilities in line with the Gulf leadership's directives to promote the Arabic language and fulfil the Centre's mission to advance Arabic teaching and learning using sound educational, scientific, and professional practices. Reading comprehension plays a key role in mastering academic subjects and fostering critical and analytical thinking. In recognition of this, ministers of education across the Gulf region—through the general conference of the Arab Bureau of Education for the Gulf States—have adopted the Developing Reading Comprehension Skills programme as part of the broader project to reform Arabic language education. This effort is included in the Centre's 2023/2024 programme agenda. Study highlights and educational objectives The new publication offers an in-depth study on improving reading comprehension among students in general education. It explores the definition and significance of reading comprehension, its processes and skill levels, and methods of instruction and assessment. The programme examines current student performance, implements strategies for skill development, and provides training to educational supervisors, school leaders, and teachers on how to apply the recommended approaches. The study also highlights the role of public schools in fostering reading skills. The Centre has outlined a comprehensive plan to achieve the programme's objectives. This includes analysing similar programmes previously implemented by the Arab Bureau of Education, reviewing regional and international practices, and identifying successful initiatives from member states. The study components cover key areas such as comprehension concepts, models, and levels; a skill list for each stage of education; a structured programme for skill enhancement; diagnostic tests; a field study; instructional strategies; and a discussion on the challenges of interpreting various types of texts. Field study and methodology The research focuses on students in Years 3, 6, 9, and 12 from across the Gulf region. Standardised reading comprehension tests, administered at the end of the 2023/2024 academic year, were used to assess skills across four levels: word recognition, sentence and syntactic understanding, paragraph interpretation, and full-text analysis. The study seeks to assess the skill levels of students in the selected years, highlight strengths and weaknesses in their performance, and develop a structured programme using contemporary instructional strategies. The resulting framework will guide Arabic teachers in enhancing comprehension skills across all general education stages in the Gulf. A descriptive analytical method was used to evaluate students' current proficiency, determine gaps, and develop tailored tools and resources. These include a list of key skills, a suite of comprehension tests, answer guides, and a skill-building programme for use in general education settings. Recommendations for policy and classroom practice Dr. Issa Saleh Al Hammadi, Director of ALECGS, emphasised that this publication marks a significant step in empowering students intellectually and building a robust educational foundation. The programme supports learners in adapting to modern advancements and overcoming academic and life challenges. It also encourages critical thinking, creative expression, and effective communication. Al Hammadi explained that the study proposes several recommendations, including the development of training courses for Arabic language teachers, the creation of a comprehensive matrix of comprehension skills, and a review of Arabic curricula in the target year groups. Other suggestions include conducting school-level seminars to promote awareness, expanding library resources, producing student-friendly pocket dictionaries, and establishing a region-wide evaluation system for reading comprehension. The study also encourages the integration of prior research and its own theoretical framework to drive further improvements.

Alignment with the Arab Bureau's strategic directives The Centre's participation reflects the Arab Bureau of Education for the Gulf States' strategy to promote and disseminate its scientific output across various educational fields. By presenting its academic publications to relevant institutions and exhibition visitors, and by marketing its intellectual products, the Bureau aims to strengthen its presence in prominent scientific and cultural forums. New Arabic language education publications ALECGS displays a range of important new publications focused on Arabic language teaching and learning. Notable examples include a study on developing linguistic production skills for grades 4–6 through electronic storytelling, and another study addressing the enhancement of reading comprehension skills at different stages of general education. Additionally, the Centre presents the proceedings of the Seventh International Arabic Language Conference, held in January 2024 in Sharjah (across four volumes). Commitment to annual participation Dr. Issa Saleh Al Hammadi , Director of ALECGS , affirmed the Centre's commitment to participating annually in the Abu Dhabi International Book Fair. He emphasised the importance of showcasing the latest publications from the Arab Bureau of Education for the Gulf States across multiple educational disciplines. These include Education in the Gulf States towards sustainable development, Equity in grading, Ethics in the digital world, Promoting a culture of volunteer work, Strategies and visions of the digital age for educational technology, and the Digital citizenship guide for school leaders, among other key publications. Encouraging cultural and intellectual exchange Dr. Al Hammadi also highlighted the Centre's dedication to maintaining a strong presence at cultural events, ensuring opportunities for interaction between creators of cultural, intellectual, scientific, and creative works and their audiences of readers from diverse backgrounds and generations.
