Kuwait highlights quality and innovation at Arab Government Excellence Award workshop
KUWAIT CITY, June 16: Kuwait reaffirmed its strong commitment to promoting excellence in government performance and enhancing public service efficiency during the opening of the introductory workshop for the fourth edition of the Arab Government Excellence Award, held Monday. Speaking to KUNA, Assistant Undersecretary for Administrative Development at the Civil Service Commission (CSC) Mohammad Al-Ahmad emphasized Kuwait's dedication to adopting excellence as a key tool for institutional development, improving service delivery, and embedding quality standards across government agencies. The workshop marked the launch of the latest edition of the Arab Government Excellence Award — a collaborative initiative between the Arab League and the United Arab Emirates government — held under the patronage of UAE Vice President and Prime Minister Sheikh Mohammed bin Rashid Al Maktoum. 'The award is designed to inspire excellence and leadership in government work across the Arab world by recognizing outstanding institutional and individual achievements,' said Al-Ahmad. 'Kuwait, through its participation, aims to make significant strides in institutional performance, which will enhance the quality of services provided to citizens and support institutions in addressing future challenges.' Also speaking at the event, Advisor to the Sheikh Khalifa Government Excellence Program, Fahad Al-Suwaidi, noted that the award is open to all Arab countries. He highlighted its mission to foster a culture of institutional excellence, promote visionary leadership, and encourage the adoption of excellence in public administration. 'The award not only aims to improve performance and ensure continuous development in Arab government institutions, but also serves as a regional platform for sharing best practices and successful government experiences,' Al-Suwaidi explained. He added that the vision of the award centers on supporting Arab governments in their pursuit of excellence and international competitiveness through collaboration and knowledge exchange. The goal, he said, is to ultimately serve societies more effectively. Al-Suwaidi further stated that the program seeks to expand participation across the Arab region, with Gulf Cooperation Council (GCC) countries often presenting some of the most distinguished projects. He stressed that the award's recognition of excellence underscores the importance of innovation and quality in public service. Winners will be honored in a major ceremony held at the League of Arab States headquarters, celebrating achievements in improving government performance, raising the standard of living, and strengthening the global competitiveness of Arab nations.

The application period will remain open until the end of August 2025. H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, stated that participation in the Arab Government Excellence Award comes within the framework of the strategic partnership between the government of the Arab Republic of Egypt and the government of the United Arab Emirates in the field of government excellence and institutional development, and in cooperation with the General Secretariat of the League of Arab States under the generous patronage of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. This is with the aim of encouraging and supporting distinguished practices at the Arab world level. H.E. Dr. Al-Mashat commended the fruitful cooperation and strategic partnership between Egypt and the UAE, and the depth of the relations that bind the two governments and peoples. H.E. Minister Al-Mashat pointed out that the Arab Excellence Award aims to create an Arab movement in the field of government performance excellence, highlight successful administrative experiences in the Arab region, and honor Arab government competencies to spread positive leadership thinking among government sectors to adopt institutional excellence and renew existing processes and systems using smart technologies, to implement future government visions and strategies. Dr. Al-Mashat affirmed the importance of maximizing the benefit from the award, stemming from the state's keenness to consolidate the culture of institutional and individual excellence to develop performance in the administrative apparatus, as well as encouraging active participation in the many national initiatives and projects adopted and supported by the state, which have achieved a qualitative leap in improving the quality of life of citizens and deserve to compete to enhance Egypt's position in international and regional forums. It is worth mentioning that the total number of nomination applications submitted by the Arab Republic of Egypt in the previous cycle of the Arab Government Excellence Award reached 554 applications distributed across 15 categories, of which 329 were complete applications. This led to 21 candidates qualifying for the final stages, and Egypt won 4 awards. Dr. Manal Awad, Minister of Local Development, won the award for the Best Arab Governor in recognition of her efforts during her tenure as Governor of Damietta. Dr. Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, won the award for the Best Director General of an Arab Authority. Mr. Murad Abdel Qader, Head of City and Center of Ibshway - Fayoum Governorate, won the award for the Best Municipality Director in Arab Cities. Ahmed Aboul Gheit emphasised the significance of the award as both a source of motivation and a catalyst for enhancing Arab government efficiency. He highlighted its role in encouraging innovative work approaches to achieve the highest levels of productivity and effectiveness. Aboul Gheit also noted that the award encourages governments to think boldly, embrace competitiveness, and strive for excellence. Al Gergawi said the Arab Government Excellence Award aligns with the directives of Sheikh Mohammed bin Rashid Al Maktoum to motivate Arab governments and public sector leaders to intensify efforts towards innovation and to develop best practices that institutionalize excellence and quality performance.
