Jordan: 'Rapid' labour market shifts push Arabs to rethink economic models — minister

AMMAN: The accelerating transformations in global and Arab labour markets have compelled countries to conduct comprehensive reviews of their national economies in order to adapt to evolving dynamics, Minister of Labour Khaled Bakkar said on Sunday at the Arab Labour Conference. Speaking at the 51st session of the conference, held in Egypt from April 19 to 26 under the theme "Economic Diversification as a Path to Development: Promising Economies in Arab Countries," Bakkar said that the rapid pace of change has affected all three key stakeholders in the production process of governments, employers and workers. The minister emphasised the need to reduce reliance on traditional resources and to open up to emerging sectors capable of generating high-value employment, the Jordan News Agency, Petra, reported. He highlighted the increasing influence of the digital economy on labour markets, pointing to the "widening" skills gap, the "disappearance" of conventional jobs, and the emergence of new professions. Bakkar called for "substantial" investment in digital infrastructure and the modernisation of technical and vocational education systems. The minister identified the digital economy as a 'foundational' pillar for economic diversification and sustainable development in Arab countries. Bakkar also underscored the importance of boosting public-private partnerships in digital transformation projects, offering incentives for investments in innovation and entrepreneurship, and implementing training programmes linked directly to employment. He noted that Jordan has established sectorial skills councils to define training curricula, set evaluation standards, and license programmes in coordination with relevant authorities. Bakkar noted that Jordan has developed the Economic Modernisation Vision 2023–2033, aimed at unlocking the country's full economic potential and improving quality of life for citizens. Addressing regional developments, Bakkar said that the conference is taking place amid 'exceptional' economic and social challenges, driven by escalating political instability. He cited the humanitarian crisis in Gaza, caused by Israeli aggression, as a 'key' factor adding urgency to regional labour and economic discussions. He also congratulated the Arab Labour Organisation on its 60th anniversary, expressing appreciation for its 'longstanding' efforts to promote labour rights and policy coordination across the Arab world. The conference brings together labour ministers, representatives of workers' and employers' organisations, and labour experts from 21 member states of the Arab Labour Organisation.

Message This was the message delivered by His Excellency Yousif bin AbdulHussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, during Bahrain's address to the 51st Arab Labour Conference, held in Egypt from 19 to 26 April 2025. The minister referred to Bahrain's Labour Market Plan for 2023 to 2026, which lays out the Kingdom's approach to employing its citizens over the next four years. The aim, he said, is to support steady growth in the labour market and keep it on a firm footing. He pointed to a number of projects already set in motion, including the launch of a full system designed to support job-seekers and offer training. Policies Khalaf explained that Bahrain has also introduced policies that make it easier to set up a business and give young people the confidence to go it alone and pursue their own ideas. He noted the various forms of financial backing, training, and advice made available to help launch small and midsized firms, many of which have opened up new work opportunities. The Minister also underlined the role of the Arab Labour Organisation in bringing together the three main parties in the world of work across the region. Efforts He urged the organisation to continue its efforts, study all proposals and schemes put forward by member states, and help share successful experiences and practical know-how, particularly when it comes to organising labour markets and building skills. The broader goal, he said, is closer economic cooperation among Arab states. On the sidelines of the event, the minister held talks with his counterparts, heads of other delegations, and representatives from regional institutions.

Al Dossary named among Arab labour pioneers in Cairo forum

H.E. Sabah Salem Al Dossary, former Undersecretary at Bahrain's Labour Ministry and a former Shura Council member, has been honoured by the Arab Labour Organisation as one of the region's labour pioneers. The tribute was given during the 51st Arab Labour Conference, held in Cairo from 19 to 26 April 2025, with labour ministers from across the Arab world in attendance. Al Dossary spent nearly a decade as Undersecretary, from 2011 to 2020, during which he led efforts to improve workplace safety, expand training opportunities, and strengthen employment services. Dialogue He was also a steady presence in efforts to encourage dialogue between workers, employers, and government. H.E. Yousif bin Abdulhussain Khalaf, Minister for Legal Affairs and Acting Minister of Labour, congratulated Al Dossary on the recognition, describing his public service as a valuable contribution to regional cooperation and labour development. He also praised his role in reinforcing workplace ties within Bahrain.
