One that encourages original thinking, self-employment, and invention, while creating more meaningful job opportunities for its people.
Message
This was the message delivered by His Excellency Yousif bin AbdulHussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, during Bahrain's address to the 51st Arab Labour Conference, held in Egypt from 19 to 26 April 2025.
The minister referred to Bahrain's Labour Market Plan for 2023 to 2026, which lays out the Kingdom's approach to employing its citizens over the next four years.
The aim, he said, is to support steady growth in the labour market and keep it on a firm footing.
He pointed to a number of projects already set in motion, including the launch of a full system designed to support job-seekers and offer training.
Policies
Khalaf explained that Bahrain has also introduced policies that make it easier to set up a business and give young people the confidence to go it alone and pursue their own ideas.
He noted the various forms of financial backing, training, and advice made available to help launch small and midsized firms, many of which have opened up new work opportunities.
The Minister also underlined the role of the Arab Labour Organisation in bringing together the three main parties in the world of work across the region.
Efforts
He urged the organisation to continue its efforts, study all proposals and schemes put forward by member states, and help share successful experiences and practical know-how, particularly when it comes to organising labour markets and building skills.
The broader goal, he said, is closer economic cooperation among Arab states.
On the sidelines of the event, the minister held talks with his counterparts, heads of other delegations, and representatives from regional institutions.

London Suffers Most Job Losses After Tax Hikes
London is bearing the brunt of the UK's jobs slowdown as a combination of tax rises, elevated wage costs and weak consumer spending force the city's business to cut payrolls faster than in the rest of the country. The capital has shed almost 45,000 payrolls since October when the Labour government announced a £26 billion ($35 billion) hike in employers' national insurance-a payroll tax-and a new higher minimum wage, according to tax data. It means one in four of all job losses across the country have come in the UK's most productive region. Combined with the surrounding South East region, the rate rises to nearly four in 10 lost jobs. Retail and hospitality are among the worst-affected sectors, according to figures published by the Office for National Statistics earlier in the week, and a large share of these roles are based in London-business group UKHospitality says about a third of jobs in its sector are in the capital. Keeping pubs and restaurants going is increasingly difficult, according to Kate Nicholls, UKHospitality's CEO. She said London was the least competitive city in Europe in terms of taxes and other costs and has lost around 30,000 hospitality jobs over the last year. 'The rent is higher, the business rates are higher, the wage costs are higher, and we are not seeing enough money coming through the front door to be able to cover those costs and for businesses to remain viable,' Nicholls said. Separate data from Indeed – a jobs website – confirmed that vacancies in London have dropped faster than the national average since October. Retail and hospitality job ads in the capital fell almost 40% over that period, compared with declines of 26% and 9%, respectively, recorded across the country. Public v private GDP data on Thursday showed the UK growing at a faster rate than other G7 countries, but most of the boost came from government spending, while consumers are still reluctant to splash out.

Netanyahu Says He Backs 'Greater Israel'
Israeli prime minister Benjamin Netanyahu has unleashed fresh controversy and anger among Arab countries and leaders by suggesting a huge land expanse of Israel's borders in an interview he gave to i24 News . In the newly published interview he said he is on a 'historic and spiritual mission' and expressed strong attachment to the vision of a Greater Israel, which is a longtime reference to Israel encompasing parts of Jordan, Egypt and Syria – along with the occupied West Bank and Gaza Strip. It comes on the heels of some hardline Israeli officials and settler groups loudly proclaiming that soon Israeli forces will be in Damascus. This is all based on Biblical concepts of what God is said to have promised the Jews thousands of years interviewer had presented Netanyahu with an amulet featuring what he described as a 'map of the Promised Land' – with the image symbolically depicting the greatly expanded vision of Israel's future. Netanyahu when asked if he feels a connection with this concept of a Greater Israel, responded 'Very much'.
