3,200 students at MAMC hostel meant for 200: L-G, CM direct PWD to take action
With 3,200 students living at the hostel in the Maulana Azad Medical College (MAMC) in Delhi, which can accommodate only 200 students, L-G V K Saxena and Chief Minister Rekha Gupta Thursday directed the Public Works Department (PWD) to immediately prepare a comprehensive plan to accommodate at least 4,000 students and doctors. The directions came as the L-G and the CM, along with Health Minister Pankaj Kumar Singh, held an emergency meeting on Thursday to review the security, infrastructure, and amenities at MAMC, Lok Nayak Hospital, G B Pant Hospital (GIPMER), and Guru Nanak Eye Centre Complex. The meeting was attended by the deans, directors, and other senior officials from the departments concerned. 'It emerged during the meeting that an extremely serious situation had arisen over the past few years, concerning security of students and doctors, acute shortage of accommodation, crumbling civil infrastructure, and severe lack of space due to encroachments…,' said the L-G office in a statement. According to officials, the medical complex was established in 1958 with a strength of 200 students, while the current strength is more than 3,200. 'This has led to a situation where, in a room meant for double occupancy, as many as 6-7 students are staying, leaving zero room for even a study table. Similarly, because of a lack of space, resident doctors were forced to sleep and rest in corridors and outside nursing stations,' said an official. Officials from the L-G office said that the PWD, which had to develop sufficient accommodation for students and residents, had not been able to do anything till now, because land meant for expansion was allegedly captured by encroachers and land mafia. In addition to this, the existence of certain Archaeological Survey of India-protected monuments near the complex had made the situation even more challenging because of the unavailability of permission for construction and repair by the ASI. 'Dean (MAMC) pointed out that in 2023-24, a three-month window was provided by the ASI to carry out necessary repairs and maintenance work in the existing structures. However, this could not be done due to funds not being sanctioned by the then government, and MAMC was forced to carry out minor repairs by way of crowdfunding,' the official said. It was also brought to the notice of the L-G, CM, and the Minister that the buildings were in an extremely dilapidated condition, with chunks of plaster and concrete often falling off, threatening the safety and life of students and doctors. If repairs are not carried out immediately, a mishap could take place, said officials. The L-G and the CM also directed the Delhi Police to immediately ensure adequate security presence on the campus and act against anti-social elements, who, the students had pointed out, were threatening them. 'Police were directed to ensure immediate and stringent action against bootleggers and drug cartels on campus. All land-owning agencies, along with hospital authorities, were directed to immediately carry out a survey of land allotted to these medical institutions and identify the encroachment thereon… As religious structures are encroaching, the department concerned was asked to refer the matter to the religious committee,' said the official. The Municipal Corporation of Delhi (MCD) and the Education Department were directed to issue notices to schools illegally operating out of the complex. The ASI was asked to act against encroachers on monuments protected by it, said officials. Further, the departments concerned have been asked to submit action taken reports, along with pictures, to the L-G, CMO, and Health Minister periodically.

Sambhal violence: Chargesheet details MP's conversation with Jama Masjid president, says police
A day after a chargesheet was filed against Samajwadi Party MP Zia-ur-Rehman Barq and 22 others in connection with the violence that broke out near Sambhal Shahi Jama Masjid in November last year, Superintendent of Police Krishan Kumar Vishnoi said that police will pursue effective prosecution to ensure a swift conviction. Speaking to reporters here on Thursday, SP Vishnoi said, "MP Zia-ur-Rahman Barq has been charged in this case. The chargesheet details that late-night conversations took place between Barq and Shahi Jama Masjid's president Zafar Ali. They were responsible for gathering the crowd on November 22, two days prior to the widespread violence." "The chargesheet is based on extensive evidence gathered during the investigation," the SP added. Vishnoi confirmed that a total of 12 cases were registered following the incident -- seven filed by the police and five based on complaints from citizens. Chargesheets have now been filed in all these cases. He stated that all necessary evidence, including crime recreation reports, ballistic reports and other relevant documents have been collected and submitted to the court. This includes ballistic reports of foreign cartridges, which will be crucial during the trial. Live Events On November 24, Sambhal witnessed violence when clashes erupted between locals and the administration over a court-ordered survey of the Archaeological Survey of India-protected Shahi Jama Masjid in Kot Garvi area of the city. Four people were killed and several injured, including 29 police and administration personnel. The chargesheet was submitted in the MP-MLA court of the Civil Judge (Senior Division) at the Chandusi district court complex in connection with FIR number 335/2024 registered at the Kotwali Sambhal police station, a press release issued by the Sambhal SP said. The FIR had named MP Barq, Samajwadi Party MLA Iqbal Mehmood's son Sohail Iqbal, and 700-800 unidentified individuals under relevant sections of the Bharatiya Nyaya Sanhita, including provisions of the Prevention of Damage to Public Property Act. The investigation found no involvement of Sohail Iqbal in the incident, leading to his exclusion from the final chargesheet, the SP said. As of now, 92 accused have been arrested in connection with the case. On March 25, a Special Investigation Team (SIT) served a notice to Barq at his Delhi residence. He was later questioned for nearly four hours on April 8 at Nakhasa police station by the SIT officials led by Asmoli Circle Officer Kuldeep Singh.

SP MP Zia-ur-Rehman Barq among 23 named in over 1,000-page chargesheet in Sambhal violence case
Superintendent of Police Krishna Kumar Bishnoi told ThePrint that the SIT has concluded its probe based on factual evidence, and the investigating officer formally submitted the chargesheet Wednesday. Suhail Iqbal, son of SP MLA Iqbal Mahmood, was not found to be involved and so, his name is not included in the chargesheet, he added. Lucknow : Uttar Pradesh Police's Special Investigation Team has filed a comprehensive chargesheet in one of the cases pertaining to the violence in Sambhal in November 2024, naming 23 individuals, including Samajwadi Party MP Zia-ur-Rehman Barq and advocate Zafar Ali, head of the Shahi Jama Masjid committee. Ali was arrested in March this year. Sambhal had witnessed violence on 24 November last year during a court-ordered survey of the Archaeological Survey of India-protected Shahi Jama Masjid as protesters gathered near the mosque and clashed with UP Police personnel, leading to heavy stone pelting and alleged firing by cops. Five people died and several others were injured. Police had denied firing at the protesters. The survey had been initiated after claims that the mosque was constructed on the ruins of a Hindu temple allegedly demolished during the Mughal period. While the first survey had proceeded peacefully, tensions had escalated during the second survey on 24 November. A total of 12 FIRs were registered at Sambhal Kotwali and Nakhasa police stations, including four pertaining to murder. SP Bishnoi said that 90 individuals involved in the violence have been arrested, including three women. The police are actively tracking down other suspects based on video footage. According to UP Police, the violence had left 29 personnel injured, and those accused of violence allegedly indulged in arson, vandalism and firing, causing damage worth lakhs of rupees. According to the initial FIR against Ali, Barq and Suhail, the MP was accused of delivering a provocative speech, while Suhail was alleged to have incited the mob during the clashes. Barq was also accused of urging people to halt the ongoing survey and gather at the site before the violence broke out. Ali, a lawyer and head of the mosque's committee, was arrested following a four-month probe, after which authorities accused him of inciting violence through social media and provocative statements.
