LPA inside PAR is now Tropical Depression Huaning

The low pressure area (LPA) inside the Philippine Area of Responsibility (PAR) has developed into a tropical depression at 2 a.m. on Monday and was named Huaning, PAGASA said. At 4 a.m., Huaning's center was estimated to be located at 520 km east northeast of Itbayat, Batanes, the weather bureau said in its 5 a.m. tropical cyclone bulletin. Huaning has maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1008 hPa. The tropical depression is moving north northwestward at 10 km/h. From Huaning's center, strong winds are extending outwards up to 270 km. No tropical cyclone wind signals (TCWS) were raised. "HUANING is unlikely to directly affect the country within the next 48 hours," PAGASA said. The Ilocos Region, Zambales, and Bataan however will have cloudy skies with scattered rains and thunderstorms on Monday due to trough or extension of Huaning. Flash floods or landslides may result due to moderate to at times heavy rains. Up to moderate seas (up to 2.0 m) will be experienced in the following areas on Monday: • the seaboards of Batanes; the northern and western seaboards of Babuyan Islands; the northwestern and western seaboards of Ilocos Norte; and the western seaboards of Ilocos Sur, Pangasinan, Zambales, Bataan, Occidental Mindoro, Lubang Island, and Palawan. "Mariners of motor bancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigating in these conditions," PAGASA said. Huaning is expected to move northward until Monday night then turn north northeastward on Tuesday early morning toward Ryukyu Islands in Japan. It is forecast to exit PAR between late Monday evening and Tuesday morning. PAGASA will issue the next tropical cyclone bulletin at 11 a.m. Habagat, localized thunderstorms Meanwhile, the Southwest Monsoon (Habagat) will bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Palawan. During severe thunderstorms, flash floods or landslides may occur. The rest of the country may experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Flash floods or landslides may possibly result during severe thunderstorms. Coastal waters in the western section of Luzon will be moderate, then slight to moderate in the rest of the country. But if you're someone who likes to enjoy the beach with a bit of shade, Downhill Beach in Co Derry is perfect. Northern Ireland is known for its spectacular beaches, with the Atlantic Ocean on one side, and the Irish Sea on another. Many of the beaches have a backdrop of natural formations including sand dunes, mountains, cliffs and caves. The 11km stretch of sand at Downhill makes up part of the Benone Beach. The strand stretches from Downhill to Magilligan Point, and is a popular destination for tourists and locals alike. Downhill Beach offers activities like water sports, scenic walks and an array of facilities on site, making it perfect for a family day out. It has received many Blue Flag awards, making it the perfect place to enjoy some swimming or water sports. And visitors can even drive onto the sand as cars are permitted year round, except on the area to the right side of the wooden posts at the beach entrance. But if planning to drive onto the beach, you should be mindful of the soft and wind-blown sand. OUTSTANDING BEAUTY Downhill Beach and its dunes along with Benone and Magilligan beaches and dunes are an Area of Special Scientific Interest (ASSI) and a Special Area of Conservation (SAC). It is part of the Binevenagh Area of Outstanding Natural Beauty due to the quality of the sand dunes and its flora and fauna. As a result, it's the perfect place to take a walk through nature, with a backdrop of waterfalls, sand dunes and the popular Mussenden Temple. This is one of the most popular sites in Northern Ireland, and one of the most photographed buildings. The temple dates back to the 18th century, and offers stunning views of the North Coast. The RNLI offers a Beach Lifeguard Service during July and August from 10am until 6pm daily, Dogs are allowed on the beach, though there are restrictions in place between June 1 and September 15. Visitors can also enjoy horse riding on the beach, but there are restrictions in place between May 1 and September 30 - when it's allowed before 11am and after 7pm. The beach has bathrooms along with disabled toilets and parking at the entrance.

BirdWatch Ireland to host walk at East Coast Nature Reserve

BirdWatch Ireland is inviting members of the public to discover the wildlife of the East Coast Nature Reserve in Co. Wicklow. The conservation organisation is hosting an evening nature walk at the site at 7:00p.m on Tuesday, August 19 as part of its celebration of National Heritage Week 2025. Experts will be on hand during the event to discuss the birds, insects, mammals, plants and other wildlife that live at the nature reserve. The nature walk, which is free of charge, is open to all and requires no prior knowledge of wildlife. During the 90-minute walk, participants will be taken on a tour of the nature reserve's network of trails, boardwalks and observation hides. Officially opened in 2009, the East Coast Nature Reserve is BirdWatch Ireland's largest reserve covering 92ha. It forms part of the extensive Murrough Wetlands, an important coastal wetland complex which is designated as a Special Protection Area (SPA) and Special Area of Conservation (SAC). The grasslands were originally intensively farmed, with tree-lined watercourses and a conifer plantation growing within the fen. Following management through an EU LIFE project between 2003 and 2007, the reserve now offers a variety of habitats, from rare fen to wet grasslands to birch woodland. Among the bird species to visit the reserve are whooper swans, shovelers, little egrets, and swallows. The nature walk is funded by the Heritage Council's Heritage Organisation Support Fund, as part of BirdWatch Ireland's Communicating the Wonders of Irish Wildlife 2025-26 project.

Moore, who represents District 5 (North Seattle), has held her position since 2023 and says she's proud of what the council has been able to accomplish in the last year and a half. "My decision to leave the City Council is one I've been considering seriously over the past several months due to some recent health challenges. Ultimately, I believe that District 5 community members deserve a representative who can give their full attention to the critical issues facing the City and its neighborhoods," said Councilmember Moore. Two of the major ordinances sponsored by Moore were the SOAP [Stay out of Area of Prostitution] and SODA [Stay out of Drug Area] zones, aimed at cracking down on crime and prostitution along Aurora Avenue. While the SOAP and SODA ordinances both passed 8-1, Moore faced intense backlash over the legislation, with critics clashing with supporters at intense votes in September 2024. "I'm incredibly proud of the achievements of this Council and my team during the last year and a half. Having been elected to focus on improving public safety, and tackle housing and homelessness with a progressive framework, I believe we've made major strides in all these important areas," Moore said. Moore also highlighted new sidewalk funding acquired through the 2024 voter-approved Transportation Levy, millions of dollars secured for rental assistance, and strengthening protections for people seeking reproductive health care and gender-affirming treatment. "I want to wholeheartedly thank the residents of District 5 for their engagement and support during my time here. Serving on the Seattle City Council has truly been an honor for me, both personally and professionally," added Councilmember Moore. Wicklow County Council secures 21 acre site overlooking Magheramore Beach after buyer pulls out

A BidX1 auction for the beachside parcel of land, which offers stunning panoramic views of the beach and Irish sea, took place on Thursday, March 27, and saw three bidders, including Wicklow County Council, battle it out, before it was sold to an unnamed bidder from China for €613,000, which was in excess of the €550,000 asking price. However, after the successful bidder decided not to proceed with the sale, the council was given the opportunity to complete the purchase of the important coastal amenity. Chief Executive of Wicklow County Council Emer O'Gorman said: 'We are delighted to confirm the signing of the agreement for the purchase of the lands at Magheramore. From the beginning, our aim has been to protect access to this beach and uphold the objectives of the County Development Plan.' The site had previously belonged to Paddy McKillen Jr, who purchased it in 2021, buying it for €700,000 at another online auction, which was well beyond the then asking price of €210,000. Wicklow County Council were also involved in the bidding on that auction, but were outbid. Soon after the purchase of the lands in 2021, McKillen's company Creatively Pacific Limited outlined plans for a boutique holiday resort, with the development to consist of an integrated tourism leisure recreational complex. The primary building would include a gym, sauna, cinema and outdoor pool at lower ground level, a reception bar and restaurant washrooms and outdoor terrace on the ground floor and an event room on the first floor. The proposal also included installation of 48 accommodation pods along the east of the site. Locals raised concerns over whether access to Magheramore Beach would be maintained if planning was granted for the development, and Wicklow County Council refused permission, which prompted an appeal to An Bord Pleanála, who in January refused the application due to insufficient information about the extent of tree removal and the ecological impact assessment, and concerns around effects on the Magherabeg Dunes Special Area of Conservation. Wicklow County Council's acquisition of the land at Magheramore will guarantee continued access to the beach. Furthermore, it is a step towards the County Development Plan objectives to protect the Special Area of Conservation and the National Heritage Area. Cathaoirleach of Wicklow County Council Cllr Paul O'Brien said: 'On behalf of the elected members of Wicklow County Council and particularly the six members of Wicklow Municipal District, we are delighted to welcome the purchase of the 21 acres of land at Magheramore by Wicklow County Council. 'This beach has long been associated with surfing and filming, serving as the backdrop for numerous TV productions including historical dramas such as Vikings and Camelot, the EastEnders spin-off series Redwater, and Amy Huberman's Finding Joy. In recent years the beach has also hosted the annual 'strip and dip', where brave swimmers venture into the waves to raise funds for cancer research.' Cathaoirleach of Wicklow Municipal District Cllr Gail Dunne said: 'This is fantastic news. The council has secured continued access to an amenity that will be enjoyed by young people and families for generations to come. I want to take this opportunity to thank the officials for their efforts in securing the purchase of the land. Magheramore is such a unique and beautiful place. Council ownership of the site is something most of the local community was calling for.' Director of finance for Wicklow County Council and Wicklow District Manager Brian Gleeson said: 'Following a long and repeated bidding process, the council was afforded the opportunity to purchase the land and we immediately acted on this to ensure a swift and efficient transfer of ownership. I also wish to acknowledge the strong community support that helped highlight the importance of preserving Magheramore Beach for public use'
