African Swine Flu confirmed at Padiyoor in Kannur
Eleven panchayats and three municipalities have been put under surveillance after African Swine Flu was confirmed in pigs at a farm in Padiyoor grama panchayat, prompting the district administration to take strict control measures under the Disaster Management Act. District Collector Arun K. Vijayan said the departments concerned were working together to contain the disease and urged the public not to panic. The outbreak was confirmed on Tuesday (August 12) at a pig farm at Kuyiloor, Padiyoor. The Collector has designated the one-kilometre radius around the affected farm as disease-affected area and 10-kilometre radius as a surveillance zone. Meanwhile, the sale and distribution of pork and transport of pigs have been banned in the area for three months.

Tight security in Taliparamba ahead of Amit Shah's temple visit
In view of Union Home Minister Amit Shah's scheduled visit to the Sree Rajarajeshwara Temple in Taliparamba on Saturday (July 12), the district administration has implemented stringent security measures and traffic restrictions. The Minister, who is under Z-plus security cover, is expected to arrive at the temple by 5 p.m. Entry to the temple will be completely restricted from 5 p.m. until the Minister departs after darshan. A notice to this effect has been issued by the temple authorities and displayed on the premises. According to officials, even media personnel will not be permitted inside during the visit. Special poojas, including the main offering—the gold pot—along with Amit Shah's 'Pattom Thali' and 'Neeyamruthu' offerings, will be performed during his visit. Given the narrow access road and the anticipated movement of official convoys, restrictions have been put in place to ensure smooth passage and public safety. Meanwhile, Kannur police have announced traffic curbs between 4 p.m. and 7 p.m. across several key routes. Traffic will be regulated on Airport Road, Mattannur, Chalode, Kollolam, Vaduvankulam, Mayyil, and Nanichery Kadavu. Vehicles travelling from Kannur to the airport are advised to take the route via Mele Chovva, Thazhe Chovva, Chakkarakkal, and Anjarakandy. Vehicles from Taliparamba heading toward the airport should proceed via Taliparamba, Chiravakk, and Dharmashala. District Collector Arun K. Vijayan has also imposed a temporary ban on the use of drones, paragliders, hot air balloons, and other unmanned aerial vehicles within a five-kilometre radius of Kannur International Airport. The restriction will be in effect for three days starting the morning of July 11. The order, issued under the provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023, does not apply to police, the Air Force, SPG, or paramilitary forces.

Stray dog menace: three shelter homes to be set up in Kannur
In the wake of the growing stray dog menace in Kannur, Minister for Registration, Museums, and Archaeology Ramachandran Kadannappally has announced the setting up of three shelter homes—two within the Kannur Corporation limits and one in the Cantonment area. The Minister was addressing the media after a high-level meeting at the collectorate attended by officials of the district panchayat, Corporation and Cantonment Board and police, animal welfare and health departments. The decision follows mounting public concern after a spate of dog bite incidents reported across the district. The move was prompted by a report of the Animal Husbandry department indicating that a few stray dogs involved in recent attacks could show symptoms of rabies within two weeks, the Minister said. To prevent a potential rabies outbreak, all stray dogs within the city limits will be captured, vaccinated, and relocated to the shelter homes. A child bitten by a stray dog at Payyambalam and subsequently vaccinated is reportedly in a critical condition due to rabies. The Minister said those who wished to continue feeding stray dogs could do so at the shelter but not on streets or roadsides. The Animal Husbandry department has been tasked with capturing, vaccinating, and sterilising stray dogs, with trained dog catchers deployed exclusively within the municipal limits for a week. Veterinary support will be provided by doctors from the Padiyur Animak Birth Control centre. The Cantonment Board chief executive officer (CEO) has been directed to take steps to capture aggressive dogs in the area and shift them to the shelter. District Collector Arun K. Vijayan will oversee the operation under the Disaster Management Act. K.V. Sumesh, MLA, district panchayat president K.K. Rathnakumari, District Police Chief (Kannur City) P. Nidhinraj, and Cantonment Board CEO Madhavi Bhargav attended the meeting. LDF walks out Meanwhile, the Left Democratic Front (LDF) representatives walked out of an all-party meeting convened by the Corporation to discuss stray dog menace. The walkout followed heated exchanges after United Democratic Front (UDF) representatives C. Sameer and Eramulla came down on the State government and the district panchayat for alleged inaction. The LDF accused the Corporation of shifting blame to the district panchayat without offering any concrete measures to address stray dog menace. Mayor Musliah Madathil chaired the meeting. 'People are suffering, but the Opposition is playing politics,' he said, adding that the government and the district panchayat were trying to avoid responsibility. He said the Corporation had decided to establish shelter homes for stray dogs and submit a proposal to the District Planning Committee for approval. Independent vaccination drives would also be undertaken by the Corporation, he added. To enhance response capabilities, the Mayor said, contingent workers would be trained to catch stray dogs. In addition, a new initiative is being considered to collect biodegradable waste directly from sources and convert it into fertiliser, in a bid to prevent illegal dumping of organic waste, a major factor attracting stray animals, the Mayor added.

Firecrackers, explosives, and drones banned for a week in Kannur
District Collector Arun K. Vijayan has imposed a week-long ban on the sale, purchase and use of firecrackers, explosives, and drones across Kannur from May 11, 2025, to May 17, 2025. The restriction, invoked under Section 163 of the Indian Civil Security Code, 2023, comes amid the prevailing special circumstances in the country, with the aim of ensuring public peace and security. The order prohibits the operation and use of drones in public and private spaces, with exemptions only for agencies involved in essential services or official duties, provided they have prior permission from the district administration. Violators would face legal action under the relevant sections of the Bharatiya Nyaya Sanhita 2023 and other applicable laws, the district administration warned.
