Delhi waterlogged, long traffic jams amid 'red alert' for heavy rain; Atishi reacts: Watch videos
An intense spell of rainfall on Tuesday morning brought parts of Delhi and the National Capital Region (NCR) to a standstill, with several key roads submerged and traffic movement severely affected. Water logging after heavy rain in Connaught Place in New Delhi on Tuesday.(Arvind Yadav/HT Photo) The India Meteorological Department (IMD) issued a red alert for the city, warning of more downpour in the coming days. Visuals from multiple locations, including Connaught Place, ITO, Pragati Maidan, Panchkuian Road, and Bahadur Shah Zafar Marg, showed long traffic snarls and commuters struggling to navigate waterlogged roads. Streets near Maharani Bagh, CV Raman Marg, and the Connaught Place outer circle were heavily waterlogged, with videos showing submerged vehicles and traffic crawling through the inundated roads. Areas such as Dhaula Kuan, Minto Bridge, Naraina, RK Puram, and Jangpura also reported mild disruptions. Major stretches, including Moti Bagh, Pul Prahladpur, Talkatora Road, Mukherjee Nagar, and Rohini, witnessed heavy water accumulation, affecting office-goers, students during peak hours. Opposition slams BJP's Delhi government Former Delhi chief minister Atishi lashed out at the BJP-led state government over the city's state of infrastructure. 'The condition of Delhi's Panchkuiyan Road after 10 minutes of rain! This is the marvel of a 4-engine government!! Where is the PWD Minister @p_sahibsingh ji?" AAP leader also slammed CM Rekha Gupta for being absent amid the waterlogging woes. Water logging on Panchkuin road in New Delhi on Tuesday(Arvind Yadav/HT Photo) In a separate post, Atishi added, 'Civil Lines, where LG Sahib and the Chief Minister's residences are.. the roads are brimming with water. 10 minutes of rain and this is the state of Delhi.' She also shared a clip showing the inundated street. Meanwhile, Congress leader Pramod Tiwari hit out at both the BJP and AAP governments, calling the situation a failure of governance. 'Everyone is facing difficulty. Students, workers, officers and even MPs are late for the Parliament. 90 per cent of Delhi is facing the issue of waterlogging. BJP blames AAP, AAP blames BJP, but it's the people of Delhi who are suffering,' he told news agency PTI. Red alert issued, more rain likely till August 3 The IMD has predicted continued rainfall in Delhi and NCR till August 3, with moderate to heavy showers accompanied by lightning and surface winds reaching speeds of 30–40 kmph. Launched with much fanfare, Konkan Railway's Ro-Ro to Goa has just one booking in one week
MUMBAI: It has been a week since booking began for the country's first Ro-Ro train service, which will ferry cars, between Maharashtra and Goa. However, there has been scarce interest evinced by citizens, as until Sunday, the Konkan Railway authorities received only 38 calls inquiring about this, of which only one person booked a seat for the journey that begins on August 23 from Kolad. The Konkan Railway (KR) authorities said that in the event of insufficient bookings (fewer than 16 cars), the trip would be cancelled and registration fees refunded. Representative picture of Roll-on Roll-off (RO-RO) service (HT Archives) (Arvind Yadav/HT PHOTO) The Ro-Ro, which can accommodate 40 cars per trip, has been planned as a non-stop run from Kolad in Maharashtra to Verna in Goa. Just before the Ganpati festival, the Konkan route becomes extremely busy for the railways, which operate regular and special trains with coaches exceeding their carrying capacity. Sources in the railways said that the majority of the queries they had received pertained to whether the Ro-Ro halted at important stations like Ratnagiri and Sawantwadi, which see a high footfall of people going to their hometowns to celebrate Ganeshotsav. However, since there are no facilities available for loading and unloading cars at these stations, there will be no halts, said railway officials. The Ro-Ro facility is proposed to be operated on alternate days in each direction until September 11. The bookings for the service will close on August 13 for the route that commences from August 23 from Kolad and August 24 from Verna. Akshay Mahapadi, secretary of the Akhand Konkan Railway Pravasi Seva Samiti, Maharashtra, pointed out that the 12-hour train journey offered no time saving over the 10 to 12 hours by road during peak congestion, especially considering the three-hour-earlier reporting and car-loading period. 'Also, the high cost of ₹7,875 per vehicle plus individual passenger fares is not affordable for most families,' he said. 'The concept is innovative but its timing is highly unsuitable. They should have announced this around December for the New Year's celebration.' The rail passenger associations fear that the Ro-Ro will eat up space that otherwise could be used to run more Ganpati special trains. At present, Central Railway has announced 250 special trains and Western Railway will operate 44 special trains for the festival. The rail passenger associations said that running the Ro-Ro train would require a full set of operational staff (loco pilot, assistant, guards, train manager) and an entire path on the already saturated Konkan Railway route that could instead be used to operate Ganpati special trains.

Fresh warning to residents of unsafe Palika Dham to vacate
The New Delhi Municipal Council (NDMC) has issued a fresh warning asking the residents of Palika Dham housing complex in Gole Market to register for alternative accommodations and vacate this one for revamp. The residents, meanwhile, continue to reject the plan of relocation and warn of protests if they are forcefully evicted. NDMC Palika Dham complex in central Delhi's Gole Market. (Arvind Yadav/HT Photo) In the order dated July 23, the corporation has also directed the residents to take part in a meeting at NDMC headquarter on July 30. The NDMC on July 11 had issued orders that the 150 government quarters in Palika Dham are unsafe and in need of revamp, so residents should vacate these. Despite the deadline being passed, half of the 800 residents have registered on the NDMC portal for alternative accommodation. 'It has been observed that only 40-50% occupants have registered in e-Awas portal for change of accommodation from Palika Dham, which has been viewed with concern by higher authorities,' director of the municipal housing complex said in the fresh order. Palika Dham complex has been recommended for demolition due to the uninhabitable condition and it has been decided to give one more chance for registration to the remaining occupants for smooth and transparent allotment/re-location, the new order added. 'Employee who fails to register his name will not be considered for alternate accommodation at the new complex and his present accommodation at Palika Dham will also be cancelled as these buildings are uninhabitable,' it mentioned. Raju Dakolia, president of the Residents' Welfare Association of Palika Dham said residents are completely against the move to be pushed out of their houses and a protest will be held if they are forcefully evicted. 'New vacation notices are being pasted on our houses. We have decided to boycott the meeting called on July 30. We have met higher authorities and are willing to give it in writing that we will be responsible if any accident happens. We are only demanding that basic repair and maintenance of the complex be carried out,' he added. During a spot check earlier this week, HT found that the four-storey buildings spread on an area of around 8,000sqm are in poor shape with tiles and plaster falling off the facade and damaged drains leading to seepage on its columns. At several places, the RCC beams and iron rods are exposed to the elements. The complex also has temples, a community centre, (barat ghar) and a power substation. Residents at the complex said the poor shape was due to lack of maintenance and that the structure poses no threat. NDMC officials, on the other hand, argue that the houses at Palika Dham were constructed in 1974 and these are brick masonry structures, whose lifespan is considered to be 50 years. 'NDMC places highest priority on safety and welfare of its employees. After a detailed structural assessment, the Palika Dham flats which are more than 50 years old and have outlived their life were declared unsafe for habitation. However, regular maintenance of these flats were being carried out by NDMC,' an official said, adding that residents will be offered more spacious alternate accommodations.

No scientific backing behind ELV ban, Delhi govt tells SC
The Delhi government on Friday moved the Supreme Court challenging the blanket ban on diesel vehicles older than 10 years and petrol vehicles older than 15 years, arguing the restrictions lack scientific backing The challenge comes after the BJP government faced widespread criticism earlier this month for implementing a CAQM directive denying fuel to end-of-life vehicles from July 1. (Arvind Yadav/HT PHOTO) The application, likely to be heard by a three-judge bench headed by Chief Justice Bhushan R Gavai on Monday, seeks recall of the court's October 29, 2018 order that upheld the National Green Tribunal's initial directive. The challenge comes after the Bharatiya Janata Party-led Delhi government faced widespread criticism earlier this month for implementing a Commission for Air Quality Management (CAQM) directive denying fuel to end-of-life vehicles from July 1. The controversial measure was subsequently put on hold following public backlash. The government's fresh application centres on significant technological advances since 2018, particularly the mandatory implementation of Bharat Stage VI (BS-VI) emission standards in April 2020 and what it said was stricter pollution control certificate (PUC) checks. 'To tackle pollution in the NCR region, a comprehensive policy is required which gives vehicle fitness based on actual emission levels of individual vehicles as per scientific methods rather than implementing a blanket ban based solely on age,' the application states. The government contended that BS-VI engines emit 80% less particulate matter and 70% less nitrogen oxides compared to BS-IV vehicles that were standard when the original order was passed. 'If the order of this court dated October 29, 2018 continues to operate, it will result in road worthy, non-polluting BS-VI vehicles also going off the roads in a matter of a few years without a scientific basis for the same…there does not appear to be a scientific basis for mandating that even BS-IV vehicles which meet PUC norms should be taken off the roads in Delhi NCR. These are serious issues which may require a fresh scientific evaluation,' the application said. The administration also raised concerns about the policy's disproportionate impact on middle-class families, arguing that well-maintained vehicles with lower annual mileage contribute negligibly to overall emissions. 'The directive to off-road vehicles purely on age basis disproportionately affects middle-class citizens whose vehicles are less used, well-maintained, and compliant to fuel norms,' the application argues. The government also highlighted the policy's negative effect on the second-hand car market, which provides affordable transport options for lower-income families. The plea seeks a comprehensive study by the Centre and CAQM to assess the actual environmental benefits of age-based restrictions versus emission-based criteria. 'No data-based evidence currently exists to establish that all diesel vehicles older than 10 years or petrol vehicles older than 15 years are uniformly polluting,' the government argued, adding that no impact analysis or cost-benefit study has demonstrated significant air quality improvements from the blanket ban. The application also notes other pollution control measures implemented since 2018, including increased challans for pollution certificate violations, expanded public transport, electric vehicle introduction, and the extended Delhi Metro network. The court will also hear separate applications by Delhi-NCR Transport Ekta Manch and private citizen Arun Kumar Singh challenging the overage vehicle ban. Environment minister Manjinder Singh Sirsa said the government has urged the top court to reconsider its 2018 order 'as the situation is different in 2025.' 'Our goal is to protect public health while also respecting the rights of responsible vehicle owners,' Sirsa said. The controversy extends beyond Delhi's territorial limits to the broader National Capital Region, encompassing districts in Uttar Pradesh, Haryana and Rajasthan, where similar restrictions apply.
