Malaysia keen to help set up Asean Monitoring Team
SEREMBAN: Malaysia is keen to assist in establishing an Asean Monitoring Team along the disputed Cambodia-Thailand border to help ensure a permanent ceasefire, says Foreign Minister Datuk Seri Mohamad Hasan ( pic ). He said a General Border Committee, comprising officials from both nations, began discussions yesterday in Kuala Lumpur to work towards de-escalating tensions along the border. 'The technical committee will draw up the Terms of Reference (TOR), so that a permanent ceasefire along their border can be realised,' Mohamad said, adding that the TOR would outline the framework for creating a monitoring team to maintain peace and stability in the region. 'The arrival of ministers from both countries in Kuala Lumpur on Aug 7 will mark a significant milestone. We anticipate the TOR's finalisation by then. 'We want to restore normalcy along the border so that the people on both sides can return to peaceful daily lives,' he said, adding that the accord would also pave the way for the reopening of the border. The effort follows a special meeting chaired by Prime Minister Datuk Seri Anwar Ibrahim in Putrajaya on July 28, during which Thailand and Cambodia agreed to an immediate and unconditional ceasefire. At that meeting, Cambodian Prime Minister Hun Manet and Thailand's Acting Prime Minister Phumtham Wechayachai also agreed to convene a General Border Committee meeting as part of the agreement, following deadly clashes between the two nations. Mohamad expressed optimism that a lasting agreement could be reached, noting that both parties were largely supportive of the draft proposals submitted by Malaysia. 'There haven't been many objections. Both sides have, however, made some additions to better suit their needs,' he said. He also revealed that the Malaysian Armed Forces chief has engaged in discussions with his counterparts from both countries to help move the process forward. 'This will further support the formation of an Asean Monitoring Team,' he added.

The Foreign Minister stated that a general border committee comprising officials from both sides began talks on Monday (Aug 4) in Kuala Lumpur to de-escalate border tensions. "The technical committee will draft the Terms of Reference (TOR) so our plan for a permanent ceasefire along their border can be realised. The highlight will be on Aug 7 when ministers from both countries visit Kuala Lumpur, and we hope the TOR will be finalised by then," he said. Mohamad added that the TOR is essential to create a monitoring team to maintain peace in the area. "We want the situation along the border to return to normal so the people of both countries can live in peace," he said, noting that this would also lead to reopening the border. On July 28, Thailand and Cambodia agreed to an unconditional and immediate ceasefire following a special meeting in Putrajaya chaired by Prime Minister Datuk Seri Anwar Ibrahim. At the meeting, Cambodian Prime Minister Hun Manet and Thailand's Acting Prime Minister Phumtham Wechayachai agreed to convene a General Border Committee Meeting as part of the ceasefire agreement following deadly clashes between both sides. Mohamad expressed confidence that an agreement could be reached as both sides have agreed to drafts proposed by Malaysia. "There haven't been many objections from both sides. Both sides have, however, made some additions to add value for themselves," he said, expressing confidence that a permanent ceasefire solution could be achieved. Mohamad added that the Malaysian Armed Forces chief has held talks with counterparts from both countries to achieve this. "This will further pave the way for the Asean Monitoring Team, which will include military advisors from Asean member countries to act as observers and ensure the permanent ceasefire plan remains in place," he added.

Malaysia reaffirms mediator role in Thai-Cambodian border crisis, observer mission underway
BANGKOK, July 31 — Malaysia's Chief of Defence Force, General Datuk Mohammad Nizam Jaffar, has reaffirmed the country's readiness to serve as a neutral mediator in supporting the Thai-Cambodian ceasefire. Spokesperson for the Royal Thai Army, Major General Winthai Suvaree, said the commitment was conveyed during his official visit to Thailand on Wednesday as part of efforts to promote peace and stability along the tense border. Mohammad Nizam visited the Commanders of the First and Second Army Regions on Wednesday to receive a briefing on the ongoing border issue ahead of the planned observation mission. 'Mohammad Nizam also outlined plans to establish a Foreign Defence Attaché Team (DA Team) and an Asean Monitoring Team to observe the ceasefire and report factual developments to Asean member states,' Winthai said in a statement on Wednesday. According to Winthai, Mohammad Nizam emphasised three key points: an immediate ceasefire, no reinforcement of troops, and a focus on medical assistance as part of efforts leading up to the observation mission. During the visit, Mohammad Nizam met with Lieutenant General Boonsin Padklang, Commander of the 2nd Army Region, in Ubon Ratchathani Province, and Lieutenant General Amarit Boonsuya, Commander of the 1st Army Region, in Bangkok, to discuss the border situation and possible solutions. Winthai assured the Malaysian Chief of Defence Force that Thailand is strictly adhering to the ceasefire agreement and is ready to support the deployment of observer teams moving forward. Tensions at the border began with a brief skirmish on May 28, escalating into a full-scale armed conflict on July 24. On Monday (July 29), Thailand and Cambodia agreed to an immediate and unconditional ceasefire following a special meeting in Putrajaya hosted by Malaysian Prime Minister Datuk Seri Anwar Ibrahim, who currently chairs Asean. — Bernama
