[UPDATED] Asean charts bold path to 2045 with Kuala Lumpur Declaration
KUALA LUMPUR: Asean leaders have signed the Kuala Lumpur Declaration on Asean 2045: Our Shared Future, reaffirming their commitment to the principles enshrined in the Asean Charter and related instruments, in conjunction with the bloc's 10th anniversary. The declaration supersedes Asean 2025: Forging Ahead Together, which was adopted during Malaysia's chairmanship in 2015. It will serve as a new roadmap to transform Asean into a resilient, innovative, dynamic, and people-centred community, as well as a key driver of growth in the Indo-Pacific region by 2045. Asean chair and Malaysian Prime Minister Datuk Seri Anwar Ibrahim, formally handed over the signed document to Asean secretary-general Kao Kim Hourn during a signing ceremony held at the 46th Asean Summit today. The declaration outlines a comprehensive strategic vision aimed at enabling Asean to navigate the impacts of current and future megatrends, while capitalising on emerging opportunities and maintaining Asean Centrality. Asean 2045: Our Shared Future comprises six key documents: The Kuala Lumpur Declaration on Asean 2045: Our Shared Future; Asean Community Vision (ACV) 2045 – Resilient, Innovative, Dynamic, and People-Centred Asean, Asean Political-Security Community (APSC) Strategic Plan, Asean Economic Community (AEC) Strategic Plan 2026–2030, Asean Socio-Cultural Community (ASCC) Strategic Plan; and Asean Connectivity Strategic Plan. Through the declaration, Asean leaders formally adopted the ACV 2045 and its accompanying strategic plans, committing to implement the vision in a timely and effective manner through the organisation's structures, with coordinated efforts across all pillars and sectors. Ministers and relevant Asean bodies have been tasked with mobilising resources from member states and external partners, and with strengthening institutional capacity, including that of the Asean Secretariat. The Secretariat has also been assigned to lead communication initiatives, monitor progress, and report annually to the Asean Summit via the Asean Coordinating Council and the respective Community Councils. The ACV 2045 and its strategic plans will undergo a mid-term review, with member states able to propose updates or revisions where necessary, ensuring the framework remains responsive to evolving challenges and opportunities. As a long-term strategic document, ACV 2045 reflects a bold and forward-looking blueprint for the region's future.

KUALA LUMPUR: Asean's new Community Vision 2045 (ACV 2045) marks a major shift in the region's development strategy, shaping the future direction of the grouping for the next two decades. Building on the past achievement, ACV 2045, adopted at the 46th Asean Summit here on Monday (May 26), sets out Asean's shared long-term ambitions for a resilient, innovative, dynamic, prosperous, and people-centred region. It is designed to ensure that Asean remains a key driver of peace, stability, and growth, while continuing to lead on regionalism and multi-lateralism in a rapidly evolving global landscape, according to the frequently asked questions on Asean 2045: Our Shared Future. The Asean Community Vision 2045 will replace the Asean 2025: Forging Ahead Together document adopted in 2015, which guided the development of the Asean community over the past decade. The Vision reaffirms Asean's commitment to regional integration through its three foundational pillars, namely the Asean Political-Security Community (APSC), the Asean Economic Community (AEC), and the Asean Socio-Cultural Community (ASCC). At its core, ACV 2045, under the Political-Security pillar, is a powerful commitment to uphold peace, security and stability through Asean-led mechanisms, enhance its role in regional and global affairs, and promote a rules-based international order. The Vision reaffirms the grouping's commitment to a South-East Asia free of nuclear weapons and other weapons of mass destruction, alongside the peaceful settlement of disputes in accordance with international law, including the United Nations Convention on the Law of the Sea. Economically, the Vision paints a compelling picture of Asean as a major global economic powerhouse and a seamlessly integrated single market driven by sustainability, innovation and good governance. It also highlights financial resilience, inclusive growth, and empowerment of micro, small and medium enterprises (MSMEs) as key drivers of regional development. In the socio-cultural sphere, ACV 2045 envisions a people-centred, where quality of life is enhanced through transformative education, decent employment, universal health coverage, human security, and fostering a shared Asean identity. It also pledges to uplift the voices of women, preserve cultural heritage and leverage sports to promote peace and unity. The Vision also champions connectivity, aiming for a region linked by sustainable infrastructure, interoperable digital systems, resilient logistics and enhanced people-to-people linkages. It highlights the development of smart and sustainable cities where innovation and technology drive inclusive growth and environmental stewardship. In recognising the dynamic and complex global environment, Asean also acknowledges the importance of strengthening its institutional capacity and responsiveness in addressing global and regional challenges. Through a strong pledge to translate this Vision into action, Asean member states commit to fully and effectively implement the commitment in the Vision and all its Strategic Plans. The 46th Asean Summit is being held under Malaysia's 2025 Chairmanship theme 'Inclusivity and Sustainability'. Asean Political-Security Blueprint nears full implementation
KUALA LUMPUR: The Asean Political-Security Community (APSC) Blueprint 2025 has reached a 99.6 per cent implementation rate, reflecting the region's strong commitment to cohesion and security cooperation. This was among matters reviewed during the 29th APSC Council Meeting chaired by Foreign Minister Datuk Seri Mohamad Hasan. "The blueprint continues to serve as a vital framework for strengthening Asean's political-security architecture, promoting greater cohesion and building strategic trust across the region. "The minister also reviewed ongoing efforts related to the implementation of the APSC Blueprint 2025 and discussed preparations for its End-Term Review. "The review is expected to inform Asean's strategic direction as the region transitions into a new phase of cooperation under the Asean Community Vision 2045," said APSC in a statement after the meeting concluded. The council also said Asean foreign ministers and Timor-Leste, during the meeting, had exchanged views in the Sectoral Bodies under the APSC Pillar. It also said looking ahead, Asean remains committed to advancing the Asean Community Vision 2045 and finalising the next APSC Strategic Plan, which will chart a pragmatic and forward-looking path for Asean's role in both regional and global affairs. Earlier, Mohamad said the Strategic Plan 2045 would serve as a vital compass for Asean's political-security cooperation over the next two decades, anchored in peace, resilience and people-centred growth.

Ministerial meetings to set tone for 46th Asean Summit and Related Summits
Malaysia is organising not only an Asean Summit this week, but a series of summits around the 46th Asean Summit while retaining Asean centrality. — Bernama KUALA LUMPUR: Sunday (May 25) marks a full day of high-level Asean Ministerial Meetings in Kuala Lumpur that will set the tone for the 46th Asean Summit and Related Summits scheduled for May 26-27. The series of meetings, held under Malaysia's chairmanship of Asean 2025 themed "Inclusivity and Sustainability', will see ministers convene to discuss Asean's strategic priorities, regional security, economic integration and external relations. Kicking off the day is the Asean Foreign Ministers' Meeting (AMM) chaired by Malaysia's Foreign Minister Datuk Seri Mohamad Hasan, where key issues such as maritime security, Myanmar and Asean's global engagement will be on the agenda. Timor-Leste is scheduled to participate as an observer as it advances toward full Asean membership. Also on the schedule is the 29th Asean Political-Security Community (APSC) Council Meeting, where ministers will assess cooperation on human rights, cybersecurity, maritime governance and countering transnational threats. Another important meeting today is the 36th Asean Coordinating Council (ACC) Meeting that focuses on institutional coordination, final preparations for summit declarations, and progress on the post-2025 Asean Community Vision. Meanwhile, the 25th Asean Economic Community Council (AECC) Meeting will spotlight efforts to boost digital transformation, trade facilitation and green economy transitions to strengthen Asean's position as a global economic force while addressing internal disparities and future disruptions. In a major inter-regional engagement, the Asean-Gulf Cooperation Council (GCC) Ministerial Meeting will take place concurrently, aimed at expanding collaboration in sectors like energy security, logistics, Islamic finance and food supply chains. The meeting reflects Asean's broader efforts to diversify partnerships and enhance resilience in an increasingly multipolar global economy. Prime Minister Datuk Seri Anwar Ibrahim has outlined a bold vision for regional growth, highlighting stronger economic integration, trade expansion, and cross-border energy connectivity as key pillars of Malaysia's Asean chairmanship this year. He said that amid growing global geopolitical competition, Malaysia is committed to driving Asean beyond its traditional role as a neutral platform towards becoming a more cohesive, values-driven force in the Indo-Pacific. "As part of our thrust this year, we are focusing on strengthening Asean's cohesiveness, increasing economic interest and trade, and boosting investments among member countries,' he said during a briefing session related to the Asean Summit 2025 with editors-in-chief of local and international media at the Seri Perdana Complex in Putrajaya on May 21. This is the fifth time Malaysia has held the Asean chairmanship throughout its history as a member of the regional bloc, having previously chaired it in 1977, 1997, 2005 and 2015. In conjunction with the Asean Summit, two key high-level meetings -- the 2nd Asean-GCC Summit and the Asean-GCC-China Summit -- will also take place, marking an important platform for expanded regional and inter-regional cooperation.
