UP: Five convicted of killing SHO in 2018 Siyana mob violence

Nearly seven years after Station House Officer (SHO) Subodh Kumar Singh was killed in a mob violence over cow slaughter protests in Bulandshahr's Siyana area of Uttar Pradesh, a local court on Monday convicted five persons of murder. Thirty-three others were convicted of attempt to murder and rioting. The sentencing will take place on August 1. According to prosecution lawyer Yashpal Singh, police had filed chargesheet against 44 people. 'Five of them died during the trial and one was a juvenile whose case is pending in a juvenile court. Among others, 38 have been pronounced guilty under several sections and taken into judicial custody,' he said. The five who have been convicted of murder are Prashant Nat, David, Rahul, Johnny, and Lokendra aka Lokendra Mama – all residents of Chingravathi village, where the violence took place. On December 3, 2018, villagers from Mahav and surrounding areas claimed to have found a cow carcass in fields. Protesting against cow slaughter, around 50-60 villagers put the carcass on a tractor-trolley and blocked the highway outside the Chingravati police outpost. As SHO Subodh Kumar Singh reached the spot, the mob began to pelt stones and set the local police outpost on fire. Eyewitnesses and police officials said that as the policemen tried to flee, they were attacked with stones and firearms. Subodh Singh sustained a gunshot wound and was left behind as the officers fled for their lives. 'We tried to carry Subodh sir's body, but the situation was too dangerous,' Ram Ashray, the driver of the police vehicle, had told The Indian Express. SHO Singh died of gunshot injuries. A local youth, Sumit Kumar (20), also died in the violence. Following the incident, the Bulandshahr police registered an FIR based on the complaint of officer Subhash Chandra, who was present during the incident, and named 27 individuals and 50-60 unidentified individuals. Following the investigation, charges were framed against 44 individuals. The police had also registered a separate cow slaughter case against 10 individuals. When Sharda, a helper at a private company in Greater Noida, prepared dinner on Sunday — a hearty meal of chicken curry and rice — for her husband and three children, she did not know this was the last time the family of five would be eating together. After dinner, all of them retreated to the terrace of their one-storey house in Sirsa village to sleep. When she woke up on Monday, around 6 am, she saw two bodies in one of the rooms on the ground floor — her husband, Ashok Kumar (45), was hanging from an iron rod and her 18-year-old daughter was lying dead on the floor. Police said Ashok, a tailor at a private firm, allegedly killed his daughter after he suspected her of having an affair and later hanged himself. Around 6.30 am on Monday, Sudhir Kumar, Additional DCP, Greater Noida, said police received a call on the 112 helpline that a man had died by suicide. 'A police team reached the spot and found a person hanging and the body of a woman nearby,' he said. 'When we spoke to the family members, we found that Ashok had killed his daughter over an affair and then died by suicide… The bodies have been sent for post-mortem and all aspects are being investigated,' said the Additional DCP. Dharmendra Shukla, SHO, Kasna Police Station, where the call was received, told The Indian Express that it was Ashok's brother, Hublal, who informed the police of the two deaths. 'We are still trying to figure out the exact cause of their deaths,' Shukla said. On Monday, Ashok's house wore a deserted look with a lock outside. With her two sons, aged 11 and 12, Sharda has shifted to her sister-in-law's house, a few metres away. 'Everything was going well for us. I do not know what happened between them late at night,' she told The Indian Express. 'We knew she had been talking to a man. My husband had, time and again, asked her to stop, but she did not listen. Last night, when we went to sleep, he had taken her phone,' she recalled. 'We had already found a match for her. It was a good family and they were placed well financially. We had planned her wedding after the monsoon…,' Sharda said, adding, 'She had told us she would only marry the man she liked and no one else…' Police said they have not received any complaint from the family members. This comes days after a video that shows a mob of locals attacking a langur with sticks in Bokaro's Sector 11 drew outrage, with animal rights activists calling for action. The incident occurred when a team of forest officials were trying to capture the animal. According to the forest officials, the incident was a result of 'pent-up' anger over growing attacks over the past few weeks. Residents of the residential colony had repeatedly complained to the Bokaro Steel Limited (BSL) township management but no action had been taken, officials said. The animal had left 15-20 people 'half-dead' over the past few weeks, Divisional Forest Officer (DFO) Rajnish Kumar said, adding that anyone seen in the video would be named in an official police complaint. 'The langur was extremely aggressive. It had assaulted nearly 15-20 people and left some of them half-dead. The langur was so aggressive that it started throwing people to the ground violently. People were terrified and frustrated,' he said. Officials claimed that on that day, a team of forest officials from Ranchi was trying to capture the animal. 'The langur was briefly restrained but tried to escape, some residents lashed out in anger and attacked it. We intervened immediately, and the rescue was completed within a minute,' the DFO said. The langur is currently under medical observation at Bokaro's Jawaharlal Nehru Biological Park and is stated to be recovering well. 'There are no major external injuries. It is moving around normally now. If needed, we may send it to Ranchi for further examination,' he said, adding: 'The incident underscores the volatile intersection of human-animal conflict and public emotion, there is a need for sensitive yet lawful intervention.' An 18-year-old was allegedly made to do 400 sit-ups at a Dehradun-based coaching institute for 'talking in the class'. According to the police, an FIR has been registered against the institute's mathematics teacher, Jai Singh, who made the student do 400 sit-ups on July 4. The student, a Meghalaya native, was preparing for defence entrance exams at the centre. In an FIR on the back of a complaint by the students' parents on July 14, it is claimed that the boy was unable to walk due to severe pain and swelling in his legs. The complaint, addressed to Laban police station in Shillong on July 14, was registered as an FIR at Vasant Vihar police station in Dehradun on July 21. 'Battling with pain, he somehow managed to attend the classes on July 7 and 8, but started experiencing tremendous pain, cramps, and spasms and had to be taken to an orthopaedic surgeon by his PG owner. Our son refrained from informing us initially to avoid giving us pain and anxiety, until his condition worsened and he had to be taken to the doctor for treatment,' the complaint said. They had emailed twice to demand action against the faculty member, the FIR said. 'They acknowledged that the said incident occurred in the institution and that they have been made aware that one of their teachers behaved unacceptably towards our child, resulting in physical harm and further assured that strict action would be taken against the said person,' the complaint said, adding that as no action was taken against him. 'My son has since then missed all his classes and has been suffering physically, mentally and emotionally. The incident has traumatised us and has caused much distress to us,' it said. The complainant goes on to state that the victim was asked to go to the institute for verification of documents, the complaint alleges. 'It is not clear what verification they were talking about since all formalities were already completed in April during the time of his admission. They also issued a message to my son asking him to resume his classes from tomorrow (July 15) since he had not informed them of his absence in advance despite knowing his condition,' it said. Pradeep Singh Rawat, the in-charge of the police station, said that after the FIR was registered in Meghalaya, it was transferred to Dehradun under section 117(2) BNS. 'We have started the probe and examined the crime scene, the classroom. The victim's and his father's statements have been recorded. The allegations are true prima facie,' he said. Six migrant workers from Borwa village in Jharkhand's Jamtara district were allegedly abducted shortly after arriving in Tamil Nadu for work on July 16. The youth, aged between 20 and 21, had just deboarded a train and were en route to a job site when they were allegedly kidnapped by a local gang in what appeared to be a premeditated extortion attempt, officials said. Jamtara MLA and state Health Minister Irfan Amsari took cognisance of the case. According to his office, the abductors identified the young men as migrants based on their body language and dialect, after which the gang reportedly misled and forcibly took the group away in a bus. 'Later, the abductors made video calls to the victims' families, threatening to kill the youth if a ransom wasn't paid. Holding pistols to their heads and knives to their necks, the gang demanded an initial payment of Rs 2.5 lakh. They forced the families to transfer Rs 30,000 first, followed by Rs 50,000 with the help of villagers pooling funds together,' said Azharuddin, the MLA's personal secretary. 'These families are extremely poor. That's why the boys had gone out of the state to work. They panicked and did whatever they could,' he said. 'Had the issue not come to our notice in time, it could've ended in tragedy.' The MLA escalated the matter and informed the Chief Secretary, the Tamil Nadu DGP, and the Jharkhand DGP. Prompt coordination between Tamil Nadu and Jharkhand authorities ensured swift action. Tamil Nadu police managed to trace the men after the abductors had already withdrawn cash using ATMs and left the youth near Salem railway station. According to official information, the rescued youth were later brought to the Salem police station, and arrangements are underway to get them safely back to Jharkhand. Police in Jharkhand have recorded the statements of some of the men, who used borrowed phones since their own mobile devices were also stolen by the abductors. Azharuddin said one of the men managed to call the family from someone else's phone and confirm that they were safe. 'That's how the police were able to track their location.' 'This incident could have been catastrophic if action was delayed even by 15 or 20 minutes,' he said. 'It's a matter of grave concern and raises questions about the security of migrant workers in destination states.' DGP of Jharkhand, Anurag Gupta, told The Indian Express that with the collaboration with the Tamil Nadu police and administration, they successfully rescued the men on Monday and are expected to bring them home in the coming days.
