Tourism, Welfare In Focus In Rekha's I-Day Address
New Delhi: Chief minister Rekha Gupta used her maiden Independence Day address at Chhatrasal Stadium to unveil initiatives spanning worker welfare, women's empowerment, environmental renewal and tourism development. Gupta also announced an ambitious tourism blueprint for Delhi, which included a 12-km Chhath Ghat along the Yamuna, a regular Yamuna Aarti, a heritage tourism circuit, and a river cruise service. On the birth anniversary of former Prime Minister Atal Bihari Vajpayee, Delhi govt will launch the Atal Canteen scheme to provide hygienic, nutritious meals to workers for just Rs 5, she said. "Delhi govt will stand beside every worker, ensuring jobs, education for their children, and basic family needs," Gupta added. She described herself as Delhi's "mukhya sevika" and vowed that her govt would rid the capital of garbage, corruption and bureaucratic hurdles. She later met and congratulated the marching contingents who had also waited in the heavy downpour. For women in labor-intensive jobs, including taxi drivers, 500 centres and crèches will be set up, she said. Govt has already upgraded 300 Anganwadi centres with modern facilities and improved safety standards. "These measures will transform the lives of the poor and working classes and ensure no one is left behind in Delhi's progress," the CM said. In a strong pitch for environmental reform, Gupta declared that Delhi's future "will not be defined by its problems but by the bold solutions we implement today." The initiatives included the elimination of landfill mountains, expansion of solar power adoption, and citizen-driven action. Marking a push for tourism, Gupta said a heritage circuit would be set up, linking forts, monuments, museums and cultural centres, offering visitors a seamless experience of the city's history. Gupta framed these plans as part of a broader mission to make Delhi a "viksit", or developed, capital. "With small but strong steps, we will create an independent, developed Delhi, one that the world will admire and that will stand as a proud symbol of our nation's potential," she said. She paid tribute to the nation's freedom fighters and hailed the armed forces for the success of Operation Sindoor. Veteran freedom fighter and a member of the Indian National Army (INA), Rangaswamy Madhavan Pillai, was felicitated. Pillai joined the freedom struggle at the age of 17 under Netaji Subhas Chandra Bose's leadership. "I don't just promise but pledge to rejuvenate the Yamuna. Several promises were made in the past to clean the Yamuna, but little was achieved," she said. At the Delhi party office, BJP's Delhi chief Virendra Sachdeva hoisted the national flag and paid tribute to the martyrs of Pahalgam, and congratulated the Army on Operation Sindoor. He said after a decade of anarchic governance, this Independence Day was one of joy for Delhiites. He pledged to work with govt to reshape the capital. At the Legislative Assembly, Speaker Vijender Gupta led the celebrations. Stay updated with the latest local news from your city on Times of India (TOI). Atal Canteens to offer foods to workers for ₹5 in Delhi, CM Rekha Gupta announces
Delhi chief minister Rekha Gupta extended her wishes on the occasion of the 79th Independence Day and announced that the workers in the capital will get a complete meal for ₹5 at 'Atal Canteen', which will be opened across national capital. CM Rekha Gupta hoisted the national flag at the Mukhyamantri Seva Sadan earlier in the day and later joined the celebrations at Chhatrasal Stadium. (PTI) "I extend my best wishes on the occasion of Independence Day. Let this celebration of Independence Day add new dimensions, new chapters to the upcoming India and let all of us Indians together take our India forward and make it a world leader," she said. CM Gupta hoisted the national flag at the Mukhyamantri Seva Sadan earlier in the day. She also joined the celebrations at the Chhatrasal Stadium. She paid her tributes to the Tricolour and saluted the security forces of the nation, lauding their bravery in missions like Operation Sindoor. CM Gupta announced that her government is "going to open Atal Canteen in Delhi, where workers will get a full meal for ₹5". Gupta had originally announced the allocation of ₹100 crore in the Fiscal Year 26 Budget to establish 100 Atal Canteens across the capital during the Delhi budget session in March. Atal Canteens are subsidised food outlets established in several Indian states to provide affordable, nutritious meals to economically disadvantaged individuals. These outlets are named in honour of former PM Atal Bihari Vajpayee, aiming to alleviate hunger and support low-income populations by offering meals at minimal prices. BJP had promised to launch the Atal Canteen Scheme as part of its 2025 election manifesto in Delhi. CM Gupta hails her govt's steps in Delhi Additionally, she listed the steps her government has taken so far for the national capital, slamming the previous Aam Aadmi Party-led regime over private schools' fee hikes, pollution in the Yamuna River, among other things. CM Gupta said that her government has understood the pain of Delhi's parents over the arbitrary fee hikes by private schools, saying that they have now made a law on fee waivers. Further, she noted that her government's first resolve is that "Mother Yamuna will be clean, Mother Yamuna will flow unhindered, and Mother Yamuna will give life again". CM Gupta added that her administration has also decided to provide the highest prize money to sports compared to other states in the nation, to encourage them and also provide them with government jobs. She said that the Ayushman Bharat scheme was implemented in the national capital on the very first day of her government, adding that 4.5 lakh people have registered for it so far. "Under this scheme, each beneficiary is being provided with a health insurance cover of 10 lakh rupees," she added. CM Rekha Gupta noted that permanent jobs that have been pending for years have been filled. "With 1,500 nurses and medical staff provided permanent employment," she said. The Delhi CM echoed PM Modi's words from his Independence Day speech from the ramparts of the Red Fort, "Reform, Perform, Transform, and in Delhi, we are working under the guidance of this very mantra". CM Gupta was also present at the flag hoisting done at External Affairs minister S Jaishankar's home.

The plan for Atal Canteen was announced during the Delhi Budget sesion, It includes 100 canteens in slum clusters, with the government having allocated Rs 100 crore for it. There are around 700 big and small slums in Delhi. "Food is a basic necessity for every person. To enhance food security and improve the nutritional status of economically weaker sections, we are launching 100 'Atal Canteens' across Delhi in honour of the birth centenary year of Atal Bihari Vajpayee," Gupta had said during the budget session. Live Events The scheme is inspired by the Amma Canteen launched by former Tamil Nadu Chief Minister J Jayalalithaa in 2013. The affordable canteens became extremely popular and the government had to scale up to 200 canteens from the initial 15 within just three months. The hallmark of the canteens was the price of the food items. One idli is sold at Rs 1, curd rice at Rs 3 and sambar rice at Rs 5. Women from self-help groups were employed to cook and serve the food. The scheme has been continued by the MK Stalin-led DMK government and now there are over 400 such subsidised food outlets. Following the success of Amma Canteens, similar initiatives were taken by other state governments. In 2016, the Chandrababu Naidu-led government launched Anna Canteens in Andhra Pradesh, providing meals thrice a day at Rs 5 each. The next year, the Congress-led Karnataka government introduced Indira Canteens in Bengaluru. It provides pongal or vegetable pulao at Rs 5 for breakfast. For lunch and dinner, one can get rice, sambar, a vegetable dish and curd for Rs 10.
