Electricity and Renewable Energy Minister Mahmoud Esmat held talks on Wednesday, August 6, 2025 with Alexey Kononenko, Deputy Head of Russia's Atomstroyexport and project director of the Dabaa nuclear power plant, to enhance cooperation and increase local manufacturing in Egypt's nuclear program. The meeting focused on localizing components for the Dabaa plant and other nuclear projects in the Middle East, in line with President Abdel Fattah al-Sisi's directives to support domestic industry and transfer advanced technologies. Esmat said that Egypt aims to expand local production of key electrical and nuclear components, including reactor containment parts and cooling system joints, with Egyptian labor now representing around 80% of the project workforce. The two sides reviewed the project's progress, training programs for Egyptian technicians, and preparations to install the turbine generator for the first reactor by year-end. Esmat stressed that the Dabaa project aligns with Egypt's peaceful nuclear energy strategy and long-term plans to diversify electricity generation sources and reduce reliance on fossil fuels.

Taarek Refaat Egyptian Prime Minister Mostafa Madbouly visited the El-Dabaa nuclear power plant construction site on Wednesday, where he confirmed that Egyptian workers now make up more than 80% of the workforce. The announcement reflects the government's growing emphasis on domestic capacity building in one of the most technically advanced infrastructure projects in the nation's history. Accompanied by the Ministers of Electricity and Renewable Energy and Finance, as well as senior officials from the Russian contractor Atomstroyexport and Egypt's Nuclear Power Plants Authority, the Prime Minister marked the occasion by commemorating the 73rd anniversary of Egypt's 1952 revolution. "This site holds deep national significance," Madbouly said. "It has been a dream of Egyptians since the mid-20th century—to see Egypt enter the nuclear era through peaceful energy production." The El-Dabaa project, located on Egypt's northern Mediterranean coast, remained a long-standing aspiration for decades, appearing in school curricula and state planning documents. According to Madbouly, the dream began to turn into action in 2015 with the signing of the initial agreement between Egypt and Russia. Construction officially began in December 2017. The plant will consist of four nuclear reactors with a combined capacity of 4,800 megawatts. The first unit is expected to be operational in the second half of 2028, with the remaining three units scheduled for completion in 2029. Egypt is adhering to a closely monitored construction schedule, with ongoing collaboration between Egyptian and Russian teams. 'We are witnessing this dream become reality,' Madbouly said. 'This is a source of pride for every Egyptian.' The Prime Minister emphasized that more than 80% of the thousands of workers currently on-site are Egyptian, highlighting the nation's growing expertise in large-scale engineering and energy projects. "This is a matter of national pride. Seeing tens of thousands of Egyptian engineers and workers trusted to build such a complex project reflects our true capabilities," he added. The El-Dabaa project plays a key role in Egypt's Vision 2030, which targets a 42% share of electricity generation from renewable and clean energy sources. Nuclear energy is viewed as a critical pillar of this transition. Madbouly concluded his remarks by thanking all partners and agencies involved, expressing confidence in Egypt's ability to deliver on time and within scope. Egypt's Al-Sisi meets Rosatom chief as new Dabaa plant deals are signed

Egyptian President Abdel Fattah Al-Sisi met with the head of Russia's state atomic energy corporation Rosatom on Tuesday in the city of New Alamein to discuss developments on the Dabaa Nuclear Power Plant project, the presidency said. The meeting with Rosatom Director General Alexey Likhachev came as the two countries signed supplementary agreements aimed at accelerating the construction of the plant. Also present at the meeting were the president of Rosatom's engineering division Atomstroyexport, Andrey Petrov, the Russian Ambassador to Cairo, Georgy Borisenko, as well as Egypt's Minister of Electricity and the head of its Nuclear Power Plants Authority (NPPA). Separately on Tuesday, Egyptian and Russian officials held a signing ceremony for the new agreements at the electricity ministry's headquarters in Alamein. Minister of Electricity and Renewable Energy, Mahmoud Essmat, and Rosatom's Likhachev signed a supplementary protocol to the intergovernmental deal on the plant's construction and its physical protection systems. The two officials then witnessed the signing of a related supplementary contract covering the plant's design, procurement, and construction, which was signed by the head of the NPPA, Sherif Helmy Mahmoud, and Atomstroyexport's Andrey Petrov. A statement from the electricity ministry said the agreements were signed as part of both sides' keenness to speed up the project's implementation according to the set timetables. It added that the project is part of Egypt's strategy to rely on clean energy and achieve its updated national energy strategy goals for 2040. 'The cooperation and partnership between Egypt and Russia embody the strong political will of the two friendly countries,' Essmat said in the statement. 'Today's signing… represents an important step towards completing the Dabaa nuclear plant project in its various stages and reflects the fruitful cooperation between Egypt and Russia.' Likhachev affirmed Russia's firm commitment to supporting Egypt's efforts in building its first nuclear power plant. 'We are proud of our strategic partnership with Egypt and look forward to continuing joint cooperation to implement this ambitious project, which will contribute to enhancing energy security in Egypt and achieving sustainable development goals,' he said.

The announcement was made during the visit of Minister of Electricity and Renewable Energy Mahmoud Esmat to Russia, where he met with Alexey Likhachev, Director General of Rosatom, and Andrey Petrov, President of Atomstroyexport. Minister Esmat confirmed that the first reactor will arrive at the Dabaa site in early November, highlighting that special procedures and preparations are underway for the delivery. During the meetings, both parties discussed progress on the next phases of the project, emphasizing their joint commitment to the agreed-upon timelines and schedules for completing all stages of the strategic power generation initiative, including integration into Egypt's unified electrical grid. Located in Matrouh Governorate on Egypt's northwestern coast, the 4.8 GW Dabaa plant is being developed in cooperation with Russia's state-owned nuclear energy company Rosatom and Egypt's Nuclear Power Plants Authority (NPPA). Scheduled for full operation by 2030, the plant is expected to meet around 10 percent of Egypt's total electricity demand, generating up to 37 billion kilowatt-hours annually. Rosatom, contracted in 2015, is responsible for both the construction and the supply of nuclear fuel. In January 2025, the Egyptian House of Representatives approved the Energy and Environment Committee's report on Presidential Decree No. 515 of 2024, which ratifies a protocol amending the intergovernmental financing agreement between Egypt and Russia. The amendment secures an export loan from Moscow to support the construction of Egypt's first nuclear facility. The decree was reviewed by a joint parliamentary committee comprising members of the Energy and Environment Committee, along with representatives from the Planning and Budget, Economic Affairs, and Foreign Relations Committees. Over the course of three sessions, the committee examined the decree, its accompanying explanatory memorandum, and input from relevant government officials before recommending its approval.

Egypt Makes Progress in its Nuclear Energy Project

Egypt has reported significant progress in the construction of the El-Dabaa nuclear power plant in the country's northwest, a project being developed in cooperation with Russia. The government announced on Tuesday that more than 20% of the project has been completed. Egypt and Russia signed a cooperation agreement on November 19, 2015, to establish the nuclear power station at a cost of $25 billion, funded through a Russian government loan. The final agreements for El-Dabaa were signed in December 2017. The plant will consist of four nuclear reactors with a total generation capacity of 4,800 megawatts, each producing 1,200 megawatts. The first reactor is scheduled to begin operations in 2028, with the remaining units coming online gradually as part of Egypt's energy mix. In its quarterly performance report, the Egyptian government stated that the project aligns with efforts to expand the peaceful use of nuclear energy within the national power grid. President Abdel Fattah al-Sisi emphasized in November the importance of executing energy projects efficiently and on schedule, calling them a pillar of Egypt's development strategy. He underscored the need to adhere to the project timeline while ensuring the highest standards of execution and workforce training. Also in November, Prime Minister Mostafa Madbouly reaffirmed Egypt's commitment to the project, stating that El-Dabaa would enhance renewable energy capacity and stabilize the national power grid. In early March, Russia's Atomstroyexport announced that construction on the second reactor at El-Dabaa had progressed ahead of schedule. According to the Egyptian Nuclear Power Plants Authority, the second tier of the inner containment structure had been installed at the reactor building. Egypt experienced widespread power outages last summer, which ended in late July after securing sufficient fuel supplies for its power plants. The El-Dabaa project is part of Egypt's strategy to diversify its energy sources, generate electricity to meet domestic demand, and reduce reliance on imported gas and other fuels. On Tuesday, the government also announced an additional 200 megawatts of private-sector solar power capacity as part of its efforts to expand renewable energy. Officials said the move would support energy diversification and advance the country's sustainable development strategy.
