Lucknow: Three bureaucrats from Uttar Pradesh received awards from PM Narendra Modi on Monday on the occasion of the 17th Civil Services Day in Delhi. The officers awarded are additional chief secretary Anurag Srivastava for Excellence in Public Administration , Moradabad DM Anuj Singh for creating a library for differently abled and Bahraich DM Monika Rani for her administrative work. Srivastava, a 1992 batch officer, has been recognised for his contribution to the implementation of the Jal Jivan Mission, under which the department extensively used solar power. "I am overwhelmed. The award also means more responsibility to ensure that govt projects are executed with a zero-error approach and 100% accountability," Srivastava said. The Prime Minister's Award for Excellence in Public Administration is conferred upon select IAS officers across the country who demonstrate exceptional work. Of 41,539 projects, 33,157 projects, or over 80%, are using solar energy, generating 900 MW of electricity daily. The use of solar power resulted in a reduction in the cost of water supply in rural areas by more than 50%. It also eliminated the dependence on electricity for water supply. DM Moradabad's efforts in rolling out the Sugamya Pustakalaya programme were also recognised. He has his team, led by the divisional commissioner, set up special resource learning centres for differently abled children. They have won the award under the category of 'Innovation-District' to Team Sugamya Pustakalaya. Currently, four centres are operational in the district, one in each tehsil. Singh said that the effort was initiated around two years back. These libraries cum resource centres have educational material like books in Braille, books with large font etc for differently abled children. There are 4,500 registered with the administration in Moradabad, spread across 1,100 schools. However, there are only 45 special educators for them.

WCD Ministry asks states to cut sugar in meals at Anganwadi centres

New Delhi, The Ministry of Women and Child Development on Monday said it has issued advisories to states to cut down sugar content in meals served at Anganwadi centres, with a preference for jaggery and less processed forms of sugar. Addressing a session during the 17th Civil Services Day, Women and Child Development Secretary Anil Malik also urged the states to monitor the quality and quantity of cooking oil being used in the supplementary nutrition provided to women and children. "We have issued an advisory to all states that you cannot have more than 10 per cent sugar in any food preferable is 5 per cent and jaggery and less processed sugar is always preferred and advised states to look at cooking oil also," said Malik, Secretary of the ministry. Malik's comments come as the ministry received the Prime Minister's Award for Excellence in Public Administration for the Poshan Tracker app a digital tool that has brought real-time oversight into the delivery of nutrition and early childhood care services across India. Responding to a question during a session on bottlenecks being faced in implementation, he said infrastructure gaps remain a major concern. "This programme has been around for 50 years, but there's still a long way to go. Not every Anganwadi centre has a toilet, drinking water facility, kitchen, kitchen garden, or even electricity," he said. With over 1.4 million Anganwadi centres in the country, the ministry is working with states to ensure that every centre is equipped with four critical facilities ' sanitation, clean water, cooking infrastructure, and power within the next two to three years, he said. The lack of permanent infrastructure, especially in urban areas, is also a concern, he said. "Only about 70% of Anganwadis are in government or government-like buildings. The rest are mostly rented premises in urban areas, where land and construction costs are high. But we would prefer to have our own buildings where children and women feel safe and more at home," he said. Malik also highlighted the need to strengthen monitoring mechanisms under the Poshan Tracker, noting that much of the current data depends on self-reporting by Anganwadi workers. "We would now like to put those checks and balances. We are in a position now where facial recognition can happen. The beneficiary comes and the photo is taken and it's matched with the original photo of the beneficiary when she or the child was registered with her.... we are proceeding in that direction with more and more technology," he said.

Uttar Pradesh wins PM's Award for innovative use of solar power in Jal Jeevan Mission

Uttar Pradesh has been honoured with the Prime Minister's Award for Excellence in Public Administration for pioneering the use of solar power in Jal Jeevan Mission projects. The award was presented to Anurag Srivastava, Additional Chief Secretary, Namami Gange and Rural Water Supply Department, by Prime Minister Narendra Modi during the 17th Civil Services Day celebrations at Vigyan Bhawan, New Delhi. Srivastava, a 1992 batch IAS officer, received the award in the 'Innovation – State Category' for his leadership in integrating solar energy into water supply schemes. Under his guidance, over 80% of the state's 41,539 Jal Jeevan Mission projects are now solar-powered, collectively generating 900 MW of electricity daily. This shift has led to more than 50% cost savings in rural water supply and is projected to save the state nearly ₹1 lakh crore over 30 years, while also cutting carbon emissions by 13 lakh metric tonnes annually. The program has also trained 12.5 lakh people across rural UP to manage and maintain these solar-based systems, ensuring long-term sustainability and local employment. In addition to Srivastava, Moradabad DM Anuj Singh was awarded for setting up a library for the differently abled, while Bahraich DM Monika Rani was recognized for her effective administrative contributions. Speaking after the award, Srivastava credited the visionary leadership of PM Modi and CM Yogi Adityanath for enabling such impactful innovations at the grassroots level.
