District civil hospital opens without formal inauguration
Nagpur: The district civil hospital at Mankapur has finally opened its doors for patients after an inordinate delay from the state govt over deciding its formal dedication ceremony, which is now said to happen by mid-August. However, the in-patient department (IPD) and the casualty department are yet to become operational, though the wards are fully equipped. The outpatient department (OPD) treatment is available until 2 pm on working days. The state-of-the-art G+2 hospital building was lying unused despite being completely ready for the last two months, although the administrative office has been fully functional for nearly six months. The hospital administration was compelled to shift its physical and medical examination centre to the IGGMCH premises due to construction works there. The civil surgeon's office conducts daily physical examinations for various purposes, such as issuing disability and medical fitness certificates. "We are not sending back any patient as all necessary staff, infrastructure, and equipment are in place. The training has also been conducted in the new setup. All types of treatment are offered right now on an OPD basis," he said. When asked about the formal inauguration ceremony, Dr Rathod said they have already informed their higher-ups, and it is up to them to decide a date. Under phase I, the hospital construction incurred a cost of around Rs45 crore, and it was ready after a delay of 13 years since the project was sanctioned in 2012. The work commenced in 2018 but met several administrative roadblocks besides the Covid lockdown. The hospital construction work missed several deadlines until the final push for completion came after interventions by the high court and elected representatives. An additional Rs15 crore has been sought and sanctioned for the phase II works. A ramp and fire exit are being built in the second phase. This will be made together while the hospital building will now connect with the Critical Care Hospital Block (CCHB) coming under the Prime Minister Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) 2022. The 100-bed CCHB construction at the backside is in an advanced phase. The hospital includes a 40-bed eye hospital block, ready to operate alongside the main facility.

1,388 Nursing Officers Appointed in Delhi; Ayushman Registration Vans Flagged Off
New Delhi: Union health minister Jagat Prakash Nadda and Delhi chief minister Rekha Gupta on Sunday distributed appointment letters to 1,388 nursing officers and 41 paramedical staff at a ceremony held at Vigyan Bhawan. On the occasion, Ayushman Bharat Registration Vans were also flagged off to facilitate doorstep registration under PM-JAY and Vay Vandana Yojana in underprivileged areas. Nadda called the recruitment drive a landmark moment for Delhi's healthcare system. "This is not merely a recruitment campaign, but a historic effort to address a 15-year backlog in Delhi's healthcare was made possible only because of the public mandate in Delhi. One vote by the people paved the way for this transformation," he said. He highlighted a Rs 1,700 crore budget allocated for the Ayushman Bharat Health Infrastructure Mission, stating, "From 2021 to Feb 2025, not a single rupee of that budget was utilised. Now, with an active government in place, we are hopeful this will be fully deployed in the next eight months." Through Ayushman Arogya Mandirs, we are ensuring free screenings for hypertension, diabetes, cancer, and more. This is a comprehensive and pre-emptive approach, far beyond earlier superficial initiatives like the Mohalla Clinics." CM Rekha Gupta said her govt approved the Ayushman Bharat scheme in its first cabinet meeting. "So far, over 4 lakh eligible citizens have registered, including 2 lakh senior citizens under the Vay Vandana Yojana. Over 2,258 patients have received free hospital treatment under the scheme," she added. Meanwhile, at a BJP event, Nadda digitally inaugurated six new district offices—Mehrauli, Outer Delhi, and West Delhi in the capital, and Jhajjar, Sirsa, and Kurukshetra in Haryana. The ceremony at the BJP headquarters extension was attended by senior leaders and thousands of party workers. BJP Delhi president Virendra Sachdeva called the day symbolic, coinciding with the birth anniversary of Dr Syama Prasad Mookerjee. Sachdeva recalled the sacrifices of numerous party stalwarts who dedicated their lives to strengthen the organisation. Where once meetings required makeshift venues, today we are fortunate to have permanent district offices. These offices are not just structures—they are institutions for nurturing and training party workers, he said.

Centre aims to establish 1,100 Ayushman Arogya Mandirs in Delhi by March 31, 2026
Health Minister JP Nadda on Sunday urged all stakeholders to work dedicatedly towards implementing PM-ABHIM (Ayushman Bharat Health Infrastructure Mission) in Delhi, and fulfil the target of opening 1,100 Ayushman Arogya mandirs by March 31, 2026, with an outlay of Rs 1,700 crore. The minister distributed appointment letters to Delhi nursing officers and paramedical staff and flagged off Ayushman Bharat Registration Vans, in the presence of Chief Minister Rekha Gupta at Vigyan Bhawan here. "This is a momentous occasion as today, after 15 years, our nursing officers and paramedical staff are receiving appointment letters. With this, the Delhi government is working towards strengthening the healthcare system by recruiting a specialised workforce," Nadda said. He underlined that Delhi observes the highest healthcare load as people across the country come to Delhi for treatment, and earlier, the healthcare system faced negligence. The Minister commended the efforts of the current Delhi government for strengthening the healthcare infrastructure and implementing Ayushman Bharat-Pradhan Mantri Jan AarogyaYojana (AB-PMJAY) and PM-ABHIM. "Under the leadership of Prime Minister Narendra Modi, Ayushman Vay Vandana was introduced to ensure healthcare for the senior citizens above the age of 70. The Delhi government is working in this direction of ensuring the right to be healthy throughout life with dignity under Vay Vandana," the Health Minister noted. Till date, 4 lakh Ayushman Cards have been issued in Delhi, with 2 lakh cards issued under Vay Vandana. "In 1997, the Health Policy focused primarily on curative care, while under the visionary leadership of PM, the New Health Policy 2017 was introduced with a philosophy of comprehensive care—preventive, promotive, curative, rehabilitative, and palliative - with a special focus on geriatric care," said the minister. He highlighted that "special emphasis is being given to preventive healthcare, under which initiatives for early diagnosis for different diseases have been undertaken. We are focusing on screenings of individuals over the age of 30 and working towards stalling the spread of diseases through early diagnosis". "Till now, 18 crore screenings for hypertension, 17 crore screenings for diabetes, 15 crore screenings for oral cancer, 7.5 crore screenings for breast cancer and 4.5 crore screenings for cervical cancer have been conducted," said Nadda. Maternal Mortality Ratio (MMR) has declined from 130 to 88 per lakh live births, while Infant Mortality Rate (IMR) dropped from 39 to 26. Under-Five Mortality Rate (U5MR) has declined at a rate of 42 per cent, while the global decline is 14 per cent. The neonatal mortality rate has declined by 40 per cent rate while the global average decline was 11 per cent. Nadda also added that "TB incidence has reduced by 17.7 per cent, which is more than double the global decline rate of 8.3 per cent, which is confirmed by the WHO Global TB Report 2024". India only had 7 All India Institute of Medical Sciences (AIIMS) till 2014, but today, 20 AIIMS are operational. "The number of medical colleges has increased from 387 in 2014 to 780; the number of medical seats has increased from 51,000 to 1,18,000, aiming for a total increase of 75,000 seats over the next five years," the Health Minister said. On the occasion, CM Gupta stated: "Till now, 4 lakh Ayushman cards have been distributed under the Ayushman Arogya Yojana, which includes 2 lakh Vay Vandana Cards issued to the senior citizens of Delhi. A total of 2,258 individuals have already received medical treatment. 108 hospitals of Delhi have been empanelled under the scheme." She also underlined that "every hospital of Delhi has a Jan Aushadhi Kendra now that ensures access to medicines to all". She also highlighted the efforts of the Delhi government to ensure transparency in the healthcare system while keeping corruption at bay.

Mohalla clinics may become Arogya Mandir's sub-centres
NEW DELHI: The Delhi government is considering converting Mohalla Clinics operating from porta cabins into sub-centres of Arogya Mandirs, in line with the Centre's Ayushman Bharat Health Infrastructure Mission (AB-HIM), officials privy to the matter said. According to officials, training for staff who will be deployed at these centres is set to begin next month. In April, the Delhi government announced the closure of 250 Aam Aadmi Mohalla Clinics operating from rented premises across the city and the establishment of Arogya Mandirs in nearby locations to replace them. However, for the remaining Mohalla Clinics, converting them into full-fledged Arogya Mandirs appears unfeasible due to space constraints and other operational challenges. 'It was discussed in a meeting held last month, where PWD said shifting Mohalla Clinics in porta cabins would involve significant cost. So, keeping that in mind, there is a proposal to turn them into sub-centres of Arogya Mandirs, where basic primary healthcare services will be provided,' said a government official. Additionally, cancer screening is set to begin in Arogya Mandirs, officials said. 'Medical officers from Arogya Mandirs have been asked to submit a list of staff. Once compiled, they will be trained in cancer screening at a government hospital,' official added.

June 14 Opening Date For 33 Ayushman Arogya Mandirs
New Delhi: Chief minister Rekha Gupta and her cabinet ministers are set to inaugurate 33 Ayushman Arogya Mandirs on June 14. While she will inaugurate seven centres — one physically and six virtually — six cabinet ministers have been deputed for physical inaugurations in their respective constituencies. Gupta will also inaugurate Pradhan Mantri Jan Aushadhi Kendras across 15 state-run hospitals on the same day so that patients can have easy access to inexpensive medicines. According to officials in the health department, all 33 Ayushman Arogya Mandirs, including four sub-centres and twenty-nine primary health centres managed by various agencies, including MCD, NDMC, DDA, and the health department, are operational and scheduled for formal inauguration on Saturday. More Ayushman Arogya Mandirs may become operational by the end of the week, they said. The six cabinet ministers who will attend the physical inaugurations include Pankaj Kumar Singh (health minister), Parvesh Verma (PWD), Ashish Sood (home and education), Manjinder Singh Sirsa (environment), Ravinder Indraj Singh (social welfare) and Kapil Mishra (culture and arts). Both primary health centres and sub-centres will provide comprehensive facilities encompassing preventive, promotive, curative, rehabilitative and palliative care services. These new centres will offer expanded services beyond mohalla clinics, including cancer screening, immunisation and family planning. However, the installation of NAAT machines for TB testing is still in progress, and screening for TB will be continued at the centres. Unlike other states that employ community health officers, Delhi has posted MBBS doctors at these centres. Officials stated that the centres complied with the Indian Public Health Standards-2022 guidelines established for urban areas. These standards outline requirements for infrastructure, staffing, medicines, diagnostic equipment and essential health services. Delhi govt has identified 964 locations for establishing Ayushman Arogya Mandir sub-centres under the Ayushman Bharat Health Infrastructure Mission initiative over the next nine months. Of these, 255 new permanent facilities will replace the current mohalla clinics operating in temporary structures, with equipment and medicines being transferred. The remaining sites include 655 owned by various govt bodies or PSUs; 47 pre-existing municipal corporation sub-centres; and seven functional sub-centres to be converted into Ayushman Arogya Mandirs and opened in Phase I. Officials said that patients could purchase generic medicines from Jan Aushadhi Kendras , offering a cheaper alternative to costly branded medicines available at pharmacies around hospitals. In emergencies, when a specific medicine is unavailable at a health facility, hospital administrations may procure it from the Jan Aushadhi Kendra instead of relying on local purchases, unless necessary.
