Modi reviews projects' progress
Amaravati: Prime Minister Narendra Modi held a video conference from Delhi on Wednesday to review the progress of various projects across the country with Chief Secretaries of all States. During this meeting, Modi is specifically reviewing Real Estate Regulatory Authority (RERA) matters, Ayushman Bharat Health Infrastructure Mission programme, the progress of national highways currently under construction, the advancement of Rajasthan Atomic Power Project, the progress of the Odisha Integrated Anandapur Barrage Project, the broader topic of the semiconductor ecosystem in India. From Delhi, the Prime Minister was joined by high-ranking officials from relevant departments and projects. Representing Andhra Pradesh, Chief Secretary K Vijayanand, MT Krishnababu, Special Chief Secretary, State Medical, Health & Family Welfare Department Suresh Kumar, Principal Secretary, State Municipal Administration & Urban Development Department, Katamaneni Bhaskar, Secretary, I.T.E. & C Department and other officials participated in the video conference.

DGHS Appointed to Oversee PM-ABHIM, Ayushman Arogya Mandir Progs
1 2 3 New Delhi: The director general of health services (DGHS), Delhi, has been appointed to manage and implement the PM Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and Ayushman Arogya Mandir programmes under the National Health Mission (NHM) in the capital. A senior official said the move aims to improve the efficiency and execution of these key health initiatives, ensuring they meet their objectives. The DGHS will oversee planning, implementation, and monitoring, coordinating with various stakeholders to ensure smooth and effective delivery. An official order, issued on Wednesday, May 21 by the special secretary (health and family welfare), stated: "In compliance with the implementation requirements of PM-ABHIM and Ayushman Arogya Mandirs under NHM, DGHS shall be overall in charge for management and execution of programme components in Delhi. The DGHS will ensure the availability of human resources, drugs, diagnostics, equipment, logistics, training, infrastructure, etc. , as per Indian Public Health Standards guidelines." The order also designated all district medical officers (DMOs) as nodal officers for Ayushman Arogya Mandirs—including sub-centres and primary health centres (PHC)—in their respective districts. Officials explained that Ayushman Arogya Mandir (AAM) comprises two components: SCs and PHCs. Sub-centres function under PM-ABHIM, launched in 2021-22 with consolidated funding until 2026. Based on Delhi's population, the city requires 1,139 sub-centres. PHCs fall under the NHM, funded through a 60:40 cost-sharing model between the Centre and the state govt. Delhi requires 400 PHCs, of which 123 have been approved for the current financial year.

Mohalla Clinics staff to remain in service until further orders: Delhi health minister
New Delhi: Delhi Health Minister Pankaj Singh on Thursday said doctors and staffers working in Mohalla Clinics will retain their jobs until further orders. Singh told PTI that the Delhi government will soon begin the recruitment process to appoint manpower for operating Ayushman Arogya Mandirs in the city, and until that process is completed, all existing staff will continue in their roles. As part of the operationalisation of the Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), it was said that sufficient notice will be given to doctors and staffers of Mohalla Clinics before any de-empanelment. "It was discussed that the extension and empanelment of existing doctors and paramedical staff shall continue under the current terms and conditions until new manpower is appointed for the Ayushman Arogya Mandirs to serve areas currently covered by Mohalla Clinics," Singh said. The fresh recruitment of doctors and staffers for Ayushman Arogya Mandirs will be undertaken as per the existing norms under the National Health Mission (NHM). The BJP, which returned to power in Delhi in February after a gap of over 26 years, approved the implementation of the Ayushman Bharat scheme in its first cabinet meeting -- held shortly after Chief Minister Rekha Gupta and six of her ministers took oath on February 20. In her Budget speech, Gupta, who also holds the finance portfolio, announced that a total of 1,139 Ayushman Arogya Mandirs will be set up across Delhi. According to officials, there are currently 553 Mohalla Clinics in the national capital, of which 70 are proposed to be upgraded into Ayushman Arogya Mandirs.

AAM Sub-Centres Closer To Reality With Sites Identified
New Delhi: Delhi govt has identified 964 locations for establishing Ayushman Arogya Mandir (AAM) sub-centres under the Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) initiative. Of these, 255 fresh permanent facilities will replace the current mohalla clinics that operate in temporary structures, with equipment and medicines being transferred. The remaining include 655 sites owned by various govt bodies or PSUs; 47 pre-existing municipal corporation sub-centres; and seven functional sub-centres that would be converted into AAMs and opened in Phase I. Officials said they are yet to locate 175 additional sites. During a recent meeting on PM-ABHIM implementation with health minister Pankaj Kumar Singh, discussions focused on establishing the AAMs. It was determined that nearby mohalla clinics should be withdrawn if the new AAMs can adequately serve the local population. The meeting revealed that only 11 of the 553 mohalla clinics operated by AAP govt are situated in govt buildings. PWD representatives were directed to ensure the work of identifying 70 sites for upgradation to AAMs (sub-centres and PHCs) is completed by May third week. PM-ABHIM, a govt health initiative, was launched in 2021-22 with unified funding, continuing until 2026. Subsequently, state authorities will assume control unless extended by the central govt. Delhi requires 1,139 sub-centres (AAMs), or about 15 per assembly constituency, to provide comprehensive healthcare services to its residents. Officials indicated that the health department must secure NOC from various govt bodies and PSUs, including DDA, MCD, NDMC, Gram Sabha and DUSIB, before establishing the AAM sub-centres at the new locations. These facilities aim to provide comprehensive primary healthcare, including preventive, promotive, curative, rehabilitative and palliative care services. The meeting also mentioned the employment of mohalla clinic doctors and staff. "It was discussed that the extension and empanelment of existing doctors and paramedical staff shall continue under existing terms and conditions for one year, or until the new manpower for Ayushman Arogya Mandir is appointed to serve areas currently covered by mohalla clinics, whichever is earlier. Further, sufficient notice for de-empanelment should be served to the empanelled human resource of the mohalla clinic as per the terms and conditions of empanelment," stated the minutes of the meeting. The meeting concluded that existing Delhi state health mission norms will apply to new AAM recruitment, with remuneration following NHM guidelines. Districts will handle recruitment under district magistrates' supervision. The health minister directed that a separate detailed proposal be submitted in this regard.
