Shoring up flood defences is high priority for Johor

ISKANDAR PUTERI: Eight flood mitigation works have been listed as high priority projects in Johor's efforts to tackle the natural disaster that occurs annually, says state exco member Mohamad Fazli Mohamad Salleh. The state works, transportation, infrastructure and communication committee chairman said that flood-related initiatives make up most of the 11 high-priority projects currently underway across Segamat, Kota Tinggi, Batu Pahat, Muar, Tangkak and Johor Baru. 'Among the listed projects is the upgrading of Sungai Muar in Segamat and the meeting point between Sungai Jementah and Sungai Labis, costing RM461mil,' he told the state assembly at Kota Iskandar yesterday. He detailed other significant projects, including phase three package two of the Sungai Muar flood mitigation project, which aims to increase the capacity of Sungai Labis, Sungai Jementah, and other tributaries, at a cost of RM70.95mil. Another project listed was the RM187.17mil Batu Pahat flood mitigation works and phase one package one of the Sungai Johor flood mitigation projects, valued at RM376mil, to build a retention pond and upgrade the river. Additionally, phase one package two, covering river and tributary upgrades in Kota Tinggi, is costing RM74.2mil. 'These projects in Segamat, Batu Pahat, and Kota Tinggi began last year and are scheduled for completion by 2029, though some are projected to finish ahead of schedule in 2027,' he added. Mohamad Fazli (BN-Bukit Pasir) was replying to questions from Datuk Jefridin Atan (BN-Kukup), Anuar Abd Manap (BN-Pemanis) and Marina Ibrahim (PH-Skudai) who asked for updates regarding flood mitigation works approved by the Federal Government and steps to mitigate floods in Johor, which were a common occurrence. Mohamad Fazli also informed the state assembly that other high priority projects include enforcing dam structure in Sembrong, Batu Pahat, at a cost of RM33mil, which is set for completion by July 2028. Three other projects from the list were in the pre-planning stage, with discussions ongoing about the design and technical studies involving locations in Muar, Tangkak, Batu Pahat and Johor Baru, he said. 'The state has also taken proactive measures by approving nine other flood mitigation projects worth RM15.53mil to tackle the issues in Tangkak, Pontian, Kulai, Segamat, Kota Tinggi, Kluang, Batu Pahat, Mersing and Johor Baru.'

Johor State Public Works, Transport, Infrastructure and Communications Committee chairman Mohamad Fazli Mohamad Salleh said the remaining three TBBT projects are currently in the pre-implementation stage, with design negotiations and technical studies underway. "Among the TBBT projects that are currently underway is the Sungai Muar Flood Mitigation Plan (RTB) Phase 3, Package 1 in Segamat, by upgrading the Muar River between the confluence of Sungai Jementah to Sungai Labis worth RM461mil," he said at the Johor State Legislative Assembly sitting in Kota Iskandar here on Tuesday (May 20). He was replying to Datuk Jefridin Atan (BN-Kukup), Anuar Abd Manap (BN-Pemanis) and Marina Ibrahim (PH-Skudai) on the latest status of TBBT projects, the approved flood mitigation plan and the progress of flood hotspot solutions in Johor. He said other TBBT projects currently being implemented are RTB Sungai Muar Phase 3, Package 2 in Segamat to increase the capacity of Sungai Labis, Sungai Jementah and its branches worth RM70.95mil and RTB Bandar Batu Pahat worth RM187.17mil. "Meanwhile, the two TBBT projects in Kota Tinggi are RTB Sungai Johor Phase 1, Package 1 in Kota Tinggi which includes the construction of a flood reservoir and upgrading works of Sungai Johor worth RM376mil and RTB Sungai Johor Phase 1, Package 2 to improve Sungai Johor and its branches worth RM74.2mil,' he said. The Bukit Pasir assemblyman also said that the TBBT project in progress also involves a project to strengthen the Semberong flood mitigation dam structure in Batu Pahat at a cost of RM33mil and is expected to be completed in July 2028. He added that for the Tangkak district, the project is to complete work on the Sungai Kesang Basin RTB project worth RM24.8mil, which began in August 2023 and is expected to be completed in August next year, while the TBBT project that is also expected to be completed next year is the Sungai Pemandi RTB in Kota Tinggi, which involves a cost of RM29.73mil. "Meanwhile, for the three projects in the pre-implementation stage, the Sungai Muar Phase II RTB project in Muar/Tangkak, worth RM331mil, is expected to begin design negotiations in June 2025, and the Sungai Batu Pahat (Seri Medan) RTB, worth RM56.7mil, is expected to begin in July 2025. "Also in pre-implementation is the development study for the Sungai Skudai Basin in Johor Bahru, worth RM9mil, with a 12-month technical design process expected to begin in October 2026. According to Mohamad Fazli, the state government is also taking proactive steps by approving nine flood mitigation plan projects involving Tangkak, Pontian, Kulai, Segamat, Kota Tinggi, Kluang, Batu Pahat, Mersing and Johor Bahru districts worth RM15.53mil. In addition, he said, the state government is also planning to apply for allocations to implement flood prevention works. According to him, the application to the federal government, through the 13 Malaysia Plan (13MP) is worth RM 2.23bil and the application through the state government is worth RM60.38mil. "As for the flood hotspot project, there are seven projects in implementation, especially in the Johor Baru city area, worth RM142.7mil. "In conclusion, as a comprehensive solution to address flooding in high-risk areas, the federal government through the 5th Rolling Plan of the 12th Malaysia Plan has approved the implementation of the Sungai Skudai Integrated River Basin Development Project (PLSB) at a cost of RM99mil,' he said. He said this covers all risky areas in the Sungai Skudai basin, including Kg Poh Chi Lin, Kg Sepakat Baru, Kg Laut and Kg Syahbandar. "Currently, the project is at the consultant appointment stage and physical works are expected to begin in 2027,' he said. - Bernama

ISKANDAR PUTERI: The administration of Malaysia's fifth Prime Minister, Tun Abdullah Ahmad Badawi, has left a profound and lasting impact on Johor, says an assemblyman. Datuk Jefridin Atan (BN-Kukup) said numerous mega projects were implemented in the state during Abdullah's tenure, particularly under the Ninth Malaysia Plan from 2006 to 2010. Among these projects was the launch of the Iskandar Development Region, now known as Iskandar Malaysia, in Iskandar Puteri, formerly known as Nusajaya. 'This mega project turned Johor into one of the fastest-growing economic hubs in Southeast Asia, with major investments across various sectors including real estate, services, logistics, and education. 'Areas such as Johor Baru, Iskandar Puteri, Pasir Gudang, Tanjung Pelepas, and Pontian underwent remarkable transformation as a result of this project,' he said. Jefridin made these remarks during a debate on the royal address by Johor Regent Tunku Ismail Sultan Ibrahim at the state assembly meeting at Bangunan Sultan Ismail in Kota Iskandar on Monday (May 19). He added that the establishment of the East Coast Economic Region (ECER), launched in 2007, also included several districts in Johor such as Mersing and Segamat. The initiative aimed to stimulate economic development in less-developed areas through investment in infrastructure, education, and industry. He also highlighted the development of EduCity, which now hosts several internationally renowned universities and institutions of higher learning. 'The presence of EduCity has positioned Johor as a global education destination, offering opportunities for both local and international students in various professional fields,' he added. Jefridin said the strengthening of agriculture and agro-industrial sectors under the new agricultural policy introduced during Abdullah's time also benefited farmers and smallholders in Kluang, Mersing, Kota Tinggi, and Segamat. 'The focus was on modern agriculture that enhanced the nation's food security and improved rural incomes,' he said, adding that Abdullah also emphasised human capital during his administration. Jefridin noted that Abdullah placed strong importance on human capital development through the Education Development Master Plan (PIPP), launched in 2006. 'Key focuses included teacher training, the integration of ICT in education, and improving students' academic performance nationwide. 'Under his administration, the country's development approach was revitalised through the principle of 'growth with distribution', emphasising comprehensive and balanced development between economic and social aspects, urban and rural areas, as well as among regions and ethnic groups,' he added. Abdullah, fondly known as Pak Lah, passed away at the National Heart Institute on April 14, at the age of 85. He served as Prime Minister from 31 October 2003 to 3 April 2009, leaving a lasting legacy in national development through initiatives such as the Northern Corridor Economic Region, J-QAF programme, and the halal industry.
