Eight flood mitigation projects in Johor being implemented
Johor State Public Works, Transport, Infrastructure and Communications Committee chairman Mohamad Fazli Mohamad Salleh said the remaining three TBBT projects are currently in the pre-implementation stage, with design negotiations and technical studies underway.
'Among the TBBT projects that are currently underway is the Sungai Muar Flood Mitigation Plan (RTB) Phase 3, Package 1 in Segamat, by upgrading the Muar River between the confluence of Sungai Jementah to Sungai Labis worth RM461 million,' he said at the Johor State Legislative Assembly sitting in Kota Iskandar here today.
He was replying to Datuk Jefridin Atan (BN-Kukup), Anuar Abd Manap (BN-Pemanis) and Marina Ibrahim (PH-Skudai) on the latest status of TBBT projects, the approved flood mitigation plan and the progress of flood hotspot solutions in Johor.
He said other TBBT projects currently being implemented are RTB Sungai Muar Phase 3, Package 2 in Segamat to increase the capacity of Sungai Labis, Sungai Jementah and its branches worth RM70.95 million and RTB Bandar Batu Pahat worth RM187.17 million.
'Meanwhile, the two TBBT projects in Kota Tinggi are RTB Sungai Johor Phase 1, Package 1 in Kota Tinggi which includes the construction of a flood reservoir and upgrading works of Sungai Johor worth RM376 million and RTB Sungai Johor Phase 1, Package 2 to improve Sungai Johor and its branches worth RM74.2 million,' he said.
The Bukit Pasir assemblyman also said that the TBBT project in progress also involves a project to strengthen the Semberong flood mitigation dam structure in Batu Pahat at a cost of RM33 million and is expected to be completed in July 2028.
He added that for the Tangkak district, the project is to complete work on the Sungai Kesang Basin RTB project worth RM24.8 million, which began in August 2023 and is expected to be completed in August next year, while the TBBT project that is also expected to be completed next year is the Sungai Pemandi RTB in Kota Tinggi, which involves a cost of RM29.73 million.
'Meanwhile, for the three projects in the pre-implementation stage, the Sungai Muar Phase II RTB project in Muar/Tangkak, worth RM331 million, is expected to begin design negotiations in June 2025, and the Sungai Batu Pahat (Seri Medan) RTB, worth RM56.7 million, is expected to begin in July 2025.
'Also in pre-implementation is the development study for the Sungai Skudai Basin in Johor Bahru, worth RM9 million, with a 12-month technical design process expected to begin in October 2026.
According to Mohamad Fazli, the state government is also taking proactive steps by approving nine flood mitigation plan projects involving Tangkak, Pontian, Kulai, Segamat, Kota Tinggi, Kluang, Batu Pahat, Mersing and Johor Bahru districts worth RM15.53 million.
In addition, he said, the state government is also planning to apply for allocations to implement flood prevention works.
According to him, the application to the federal government, through the 13 Malaysia Plan (13MP) is worth RM 2.23 billion and the application through the state government is worth RM60.38 million.
'As for the flood hotspot project, there are seven projects in implementation, especially in the Johor Bahru city area, worth RM142.7 million.
'In conclusion, as a comprehensive solution to address flooding in high-risk areas, the federal government through the 5th Rolling Plan of the 12th Malaysia Plan has approved the implementation of the Sungai Skudai Integrated River Basin Development Project (PLSB) at a cost of RM99 million,' he said.
He said this covers all risky areas in the Sungai Skudai basin, including Kg Poh Chi Lin, Kg Sepakat Baru, Kg Laut and Kg Syahbandar.
'Currently, the project is at the consultant appointment stage and physical works are expected to begin in 2027,' he said.

'In the last state election, there were several parliamentary areas that had no BN candidates at all. This dampened the morale of the Umno-BN members and machinery as they had no role to play during the election. 'When people are not given the opportunity, some become disheartened and eventually leave the party, and that's not good,' he said. He was speaking to reporters after officiating the joint Umno divisional delegates' meeting, including its Wanita, Youth and Puteri wings, in Membakut today. Mohamad said BN should be allocated at least one seat to contest in constituencies with two or three state seats. 'This would lift the spirits of our party members and make them feel included in the process,' he said. Mohamad said the proposal would be discussed at the top level through Umno's negotiation committee and among the secretaries-general of the BN component parties. 'This is my message to the secretaries-general … do not disregard this request. Every parliamentary seat must have at least one BN candidate,' he said. Also present was Umno Supreme Council member and Kimanis MP Mohamad Alamin.

PUTATAN (Aug 2): Umno Deputy President Datuk Seri Mohamad Hasan has indicated that Barisan Nasional (BN) intends to contest in at least one state seat in each of Sabah's 25 parliamentary constituencies in the upcoming 17th State Election. Speaking to reporters after officiating the Umno Putatan Division's annual delegates' conference on Saturday, Mohamad, fondly known as Tok Mat, said it was 'logical' for the party to field candidates in no fewer than 25 state constituencies. 'We have 25 divisions, so automatically, yes. If we are contesting in one state seat in each parliamentary constituency, then it must be at least 25 seats,' he said. However, when asked if this was confirmed, he clarified that discussions were still ongoing with Pakatan Harapan (PH), BN's coalition partner at the federal level. 'That is what we are currently negotiating. The basis of our negotiation with PH is that each parliamentary constituency must have at least one BN candidate. That is non-negotiable,' he stressed. During his speech at the conference, Mohamad underscored the importance of internal unity and harmony within Umno and BN, noting that voters are drawn to stable, mature and trustworthy parties. 'To gain strength, we must work together. There must be consensus, and that will prevent conflicts and internal rifts. Only then will outsiders view Umno as a harmonious institution,' he said. He added that the next state election is likely to be called soon, possibly after Malaysia Day celebrations in September or October. 'The time is near, and preparations must begin now,' he said, outlining four key focus areas for Umno: perception, election machinery, candidate selection and voter mobilisation. 'Public perception is crucial. We must counter slander and false narratives early. Do not keep quiet or it will burn us from within like fire beneath the ashes.' He emphasised the need for a strong, aggressive campaign machinery and candidates who are not only acceptable to the party but also to the electorate. 'On polling day, getting voters out to vote is vital. There is no point identifying supporters early on if we fail to bring them out on election day.' When asked about featuring young candidates, Mohamad said the decision was up to state and division leaderships, but stressed the importance of a balanced team. 'We cannot say only young people can be candidates. What we need is a good combination — those with experience, energy and specific expertise. That is how we form a strong team and a good government,' he said. Commenting on Gabungan Rakyat Sabah's (GRS) announcement of working with PH in the state polls and Perikatan Nasional's jibe that the cooperation resembled a 'three-way love affair', Mohamad brushed off the remark. 'Everyone has their way. As far as Umno is concerned, we have agreed to go into the state polls with PH. Whether it is a love triangle, square, or pentagon, let them be. I do not want to comment on what others are doing. Let them talk. I know what I want to do,' he said. On the possibility of dissolving the State Assembly after Malaysia Day, Mohamad said it would be a strategic move. 'Malaysia Day will be celebrated in Sabah this year, and it is a fitting time. The term is almost over anyway, so it would be an appropriate moment,' he said. When asked whether the timing was linked to Sabah's 40 per cent revenue entitlement claim, he dismissed any connection, saying that the matter is administrative, not political. 'That issue is not about elections; it is about governance. Whoever forms the next state government must fight for Sabah's rights. It is not just one group's job. It is the responsibility of the government of Sabah.' He reminded that during BN's tenure, significant efforts had already been made through the MA63 committee to fulfil many of the state's demands. 'There are only two or three unresolved issues, mainly involving royalties, and these require further negotiations because they impact the whole country. But it's not true to say that BN did nothing or that only certain people can fight for MA63. Whoever leads Sabah must carry that responsibility,' he said.
