Bhubaneswar: For the past three months, CCTV cameras in the Bhubaneswar Municipal Corporation (BMC) office are not functioning as smart city authorities didn't renew the annual maintenance contract (AMC) with a private firm, said mayor Sulochana Das on Saturday. After a review of security following the physical assault of BMC additional commissioner Ratnakar Sahoo on Monday, the civic body has also replaced the usual security guards with armed ex-Army personnel. "None of the 46 cameras were working on the four floors allotted to BMC in the 11-storey building. After we conducted a review of the security and surveillance system inside and outside the office, we came to know that Bhubaneswar Smart City Limited was handling the camera operations by engaging a private firm on an annual contract. CCTV cameras are being repaired now. We asked for the responsibility of maintaining the cameras to be handed over to us so that we can monitor their upkeep," Das told TOI. Soon after the incident, the mayor said none of the CCTV cameras in the BMC office were functional, a major impediment in police investigation as cops couldn't immediately access internal CCTV footage to identify how the assault was triggered. After a request from BMC, the BSCL handed over CCTV camera operations to the civic body through a letter addressed to Sahoo. "As decided in the review meeting, CCTV operations along with accessories and the server of the lower ground and upper ground floors, third and fourth floors are handed over to BMC," read the letter. Das said BSCL had signed a contract with a private security agency for security on the campus. The same agency will continue to provide security, but armed personnel will guard the main entry points. At 11:35am on Monday, six miscreants barged into the grievance hall of Sahoo, dragged him out, and beat him up mercilessly in full public view following a purported phone conversation with BJP functionary Jagannath Pradhan, who was arrested along with five others for the assault.

BHUBANESWAR: The Bhubaneswar Development Authority (BDA) has decided to develop the 3 km stretch of storm water channel 10 including BDA City Centre (earlier Nicco Park) and Lake Zone near Janpath into an ultramodern public recreational space at a cost of Rs 200 crore. BDA V-C N Thirumala Naik said the proposal has already received nod from the state government after CM Mohan Charan Majhi reviewed it last month. 'We will soon prepare the detailed project report and submit the cost estimate to the government for grant of funds,' Naik said. The BDA V-C said the project includes development of the area along natural drain no 10 in the stretch from BDA City Centre to the proposed Lake Zone on Janpath road. As per the discussions in the meeting chaired by the CM, the BDA City Centre will undergo comprehensive makeover and be equipped with a wide range of modern amenities. These include improved lighting, beautification, herbal garden, Ayurvedic park, pathway, foot overbridges, fine-dining restaurants and hotels etc. The first phase of the project will focus on redevelopment of the city centre, a senior official said. The project will also include restoration of the storm water channel near the Lake Neutral project of BSCL on Janpath Road near Satya Nagar which has been moving at a snail's pace since 2017. The project will include a waste water treatment plant, public realm with recreational space, plantation area and roadside gardens, he said.

1 2 Bhubaneswar: In a bid to improve the grievance redressal mechanism, Bhubaneswar Smart City Limited ( BSCL ) has decided to strengthen its unified helpline number (1929) call centre by appointing more executives and professionals. As per the plan, the 1929 helpline number, which primarily receives grievance-related calls from residents and is currently manned by 30 executives, will have an increased strength of 186 personnel, including supervisors and a data analyst. Officials said the plan has been mooted in the greater interest of the smart city residents. With the increased number of professionals, the call centre can now operate efficiently and address the queries of people on a 24x7 basis. "We decided to increase the staff strength of the 1929 unified call centre to improve service delivery in the city. Existing staff will be retained while new trained personnel will come in to aid them," BSCL general manager (administration and technology), Purandar Nanda, said. Nanda said that the number of calls to 1929 have increased significantly in recent years. BSCL, the special purpose vehicle executing smart city projects in Bhubaneswar, specified the requirement of the new executives. There will be 175 call centre executives who will have at least a post-graduate diploma in computer applications (PGDCA) and three years of relevant experience. Additionally, the call centre will have 10 supervisors who will have an MBA degree with three years of relevant experience and one data analyst who will have a BTech degree with data analytics and a minimum of three years of experience. BSCL currently operates the 1929 service from the Integrated Command Control Centre located at Satya Nagar. Besides the call centre, the command control centre also houses a monitoring station for the CCTVs installed in different parts of Bhubaneswar. "The 1929 helpline number is a great initiative of the smart city. I dialled there a number of times in the past and saw prompt action on the part of authorities. It is the right decision by smart city officials to strengthen the helpline number," Niraj Hota, a Saheed Nagar resident, said.

'With over 900 CCTV cameras installed in different parts of the city, the CCC offers a robust monitoring mechanism from a single corner,' said a BSCL official. He said the CCC proves to be of huge help in monitoring the movement of vehicles on arterial roads and major junctions which makes it even more useful in tracking any kind of notorious activity. Considering the current situation, the CCC could also be used to divert traffic of a particular location or create a green corridor in the event of any emergency, he said. The integration of display boards, installed at different locations in the city, with the CCC will also prove handy for the authorities in using the facility to disseminate any message to public or raise awareness among them on something. Officials said the central command and control centre has already proven its usefulness in enhancing surveillance and service delivery through coordination among different departments during the Pravasi Bharatiya Divas conclave in January. BSCL officials said apart from a dedicated control unit of the Commissionerate Police, they also made the CCC accessible from the City DCP office to make the surveillance and service delivery mechanism even more effective.
