Over 21K cops deployed to tighten security in Metro Manila — NCRPO

More than 21,000 cops were deployed to Metro Manila in a bid to boost police visibility in the capital region, especially in crowded areas. On Tuesday, National Capital Region Police Office Police spokesperson Major Hazel Asilo said that 21,213 police personnel were deployed to populous places such as transportation terminals, malls, among others. 'Ito po yung mga areas na mas kailangan natin na magkaroon ng visibility, makita yung presence ng kapulisan, para po magkaroon sila ng mabilis na access po doon sa kanilang assistance na pwedeng ibigay kung kinakailangan po nila,' Asilo said at the Bagong Pilipinas Ngayon briefing. (These are the areas where we need more visibility, to see the presence of the police, so that the public can have quick access for assistance if they need it.) The deployed policemen were divided into various assignments, some are assigned checkpoints, others are in beat patrols, and the rest can be found in outposts. 'Kasama din sa 21,000 is yung ating mga nagma-man ng checkpoints, yung nasa border control points. Sa beat patrols, yung nagbabantay sa ating mga terminal, MRT, LRT, at yung nasa mga fixed post po o yung mga makikita natin sa outposts po, sila yung mga kaagaran na pwede niyong lapitan kung kailangan niyo ng police assistance,' said Asilo. (Also included in the 21,000 are those who man checkpoints, those at border control points. In beat patrols, they guard our terminals, MRT, LRT; and those at fixed posts or those we see at outposts, they are the ones you can immediately approach if you need police assistance.) The NCRPO added that there are also cops assigned for administrative duties in the headquarters. The NCRPO earlier reported that the index crime went down by 23.13% in Metro Manila in the past six months compared to the same period last year. 'From November 23, 2024 to May 23, 2025, the NCRPO recorded a staggering 23.13% drop in the total number of Focus Crimes compared to the same period the previous year,' the NCRPO said. 'This translates to 779 fewer incidents of murder, homicide, physical injuries, rape, robbery, theft, and carnapping,' it added. Further, the Metro Manila police said the strengthened police visibility is here to stay. 'Wala po itong duration, nagsimula ito kahapon, at tuloy-tuloy na po yung ating gagawing police visibility,' said Asilo, noting that the cops will be on the ground starting 4 a.m. (This has no duration, it started yesterday, and our police visibility will continue.) — RSJ, GMA Integrated News

DANNY PATA The Commission on Elections (Comelec) said Tuesday it is hoping that Republic Act 7941 or the 'Party-List System Act' will be soon amended to clear the computation of available seats to be allotted to party-lists during elections. 'Sabi nga namin, sana dumating na sa punto na magkaroon na ng amendments sa Republic Act 7941. Nang sa gayon hindi na ang Korte Suprema ang gumagawa ng formula kung hindi ang mismong batas na ang magsasabi papaano ba talaga ang distribution,' said Comelec spokesperson Rex Laudiangco in Bagong Pilipinas Ngayon briefing. (As we said, I hope it comes to the point where there will be amendments to Republic Act 7941. So that it will no longer be the Supreme Court that makes the formula but the law itself that will dictate how the distribution should be.) The Comelec official cited the basis for the computation of the seats for winning party-list groups was the BANAT vs. Comelec ruling, or the so-called 'Carpio formula.' Under Section 5, Article VI of the Constitution and the Party-List System Act, party-list representatives shall constitute 20% of the total members of the House including those under the party-list, giving them 63 seats. If party-list groups with 2% and higher votes are not able to fill up all the 63 seats, the next-in-line groups with the closest number of votes to 2% will get to secure one seat each until all party-list seats are filled. 'Una, ang tinitignan natin yung nakakamit ng 2% ng total partylist votes…hindi lang yung botong tinanggap…Sinong nakakuha ng 2%, automatic may guaranteed seats na sila…Sa unang latag po niyan, nakita natin na mayroong kaagad na anim na nakakuha,' said Laudiangco. (First, we are looking at those who achieved 2% of the total party-list votes…not just the votes received…Whoever achieved 2%, they automatically have guaranteed seats…In the first round, we saw that there were immediately six who achieved the threshold.) 'Dahil hindi nga po napunuan yung ating 63 pa, ginamit natin yung 'Carpio formula' kung saan ang basis niyan ay natitirang number of seats, yung total number of party-list votes, nagkaroon ng second round of distribution,' he added. 'Nung nakita natin na mayroong pang kulang, mayroon pang natitira, sa BANAT vs. Comelec, kailangan mapuno ang lahat ng ito. So nagkaroon ng third round ng computation.' (Since the 63 seats were not filled, we used the 'Carpio formula' where the basis is the remaining number of seats was the total number of partylist votes, and there was a second round of distribution,' he added. 'When we saw that there were still seats to be filled missing, we cited the BANAT vs. Comelec. So there was a third round of computation.) The Comelec was supposed to proclaim 54 groups, but it suspended the proclamation of Duterte Youth and Bagong Henerasyon party-lists, which won three and one seats in the House of Representatives, respectively. Akbayan Party-list, which received the most number of votes in the party-list race, secured three seats in the House of Representatives in the upcoming 20th Congress, along with Tingog Party-list. CWC launches media guidelines on coverage of vulnerable children

The Council for the Welfare of Children (CWC) has launched guidelines for media and content creators on how to cover stories involving children in vulnerable situations. CWC Executive Director Angelo Tapales said the guidelines emphasize prioritizing the dignity and privacy of children in the reports. 'One way of protecting children is really encouraging the media to make their reporting and coverage child-friendly or child-sensitive. Ang objective ng guidelines natin [The objective of our guidelines] is of course to encourage media to report children fairly and produce contents that promotes the rights of children,' he said in an interview on the Bagong Pilipinas Ngayon briefing. 'Hindi dapat makakalimutan yung [We must not forget the] best interests of the child, which is defined as the totality of circumstances and conditions most congenial to the survival, protection, and feeling of security of children.' The CWC official noted that the guidelines aim to protect children who need special protection or who are victims of violence, cruelty, and exploitation. 'Keep in mind that the child you are interacting with may be experiencing or may have experienced trauma. Ensure that the engagement with the child and the final content do not cause retraumatization. Also, avoid sensationalizing stories of or with children,' a portion of the guidelines reads. The CWC official added that consent of the parents and the guardians are also important. Further, anonymity and confidentiality of the children in sensitive reports must also be noted. 'Let's always maintain anonymity and confidentiality. Kapag biktima 'yan ng panga-abuso [If they are a victim of abuse], always blur the faces, do not divulge the identity…huwag din tayo mag-divulge ng [let us also not divulge] any identifying circumstances,' said Tapales. — BM, GMA Integrated News

DMW enhances support for OFWs' reintegration and their families

The Department of Migrant Workers (DMW) is strengthening its efforts to support the reintegration of returning overseas Filipino workers (OFWs) and their families through its Full-Cycle National Reintegration Program. In line with President Ferdinand R. Marcos Jr.'s vision to empower OFWs as key contributors to the country's socio-economic transformation, the DMW's program is designed to assist both documented and undocumented OFWs throughout every stage of their migration journey. 'From pre-departure to their return, we ensure that every OFW has a partner,' said Undersecretary Felicitas Q. Bay during an appearance on PTV4's Bagong Pilipinas Ngayon on Monday. The DMW's reintegration support focuses on three key components: 'Kaalaman, Kabuhayan, Kalinga,' which include financial education, livelihood and upskilling programs, and psychosocial and wellness assistance. As of March 2024, the DMW, through its National Reintegration Center for OFWs (NRCO), has supported 40,951 OFWs with various reintegration initiatives. One flagship program is 'Sa Pinas, Ikaw ang Ma'am/Sir (SPIMS),' a collaboration with the Department of Education that helps eligible OFWs return as licensed teachers in their communities. 'With the combined support of government agencies, we're giving our citizens new hope to restart,' Undersecretary Bay noted. Using a whole-of-government approach, the DMW works with several agencies such as OWWA, DTI, DA, DOT, DSWD, TESDA, DOLE, DOST, and others to provide comprehensive services for returning OFWs. The DMW also collaborates with banks and financial institutions like BDO, LBP, RCBC, and PNB to assist OFWs and their families with financial management and investment opportunities. In addition, the DMW conducts quarterly reviews to assess the real impact of its programs and ensure continuous improvement. 'The true measure of success isn't just in the numbers—it's in how the OFWs feel the help and change in their lives,' Undersecretary Bay concluded. OFWs and their families are encouraged to visit DMW offices or regional branches for more information on how to access reintegration programs. They can also visit the official DMW Facebook page for updates.
