Virginia drops multiple places in CNBC's Top States for Business

After a year in the top spot, Virginia has dropped to No. 4 in America's Top States for Business list, though the state remains a business powerhouse. Virginia's neighbor North Carolina claimed the top spot for 2025, CNBC revealed Thursday. Last year, Virginia barely beat then No. 2 North Carolina. The cable and satellite business news TV channel reported the results from aboard the Battleship North Carolina in Wilmington. The network's study scores all 50 states on 135 metrics across 10 categories of competitiveness. Virginia scored 1,578 out of a possible 2,500 points, ranking No. 1 for education and second for infrastructure. The state also ranked in the top 10 for quality of life, technology and innovation, business friendliness and access to capital. The study revealed that budget cuts and tariffs dropped Virginia to 14th for economy. CNBC special correspondent Scott Cohn said this is Virginia's worst showing since 2018. Virginia outmatches other states in being ranked No. 1 six times on the list since the project began in 2007. The 2025 top five states include No. 2 Texas, No. 3 Florida and No. 5 Ohio. North Carolina is America's Top State for Business, According to CNBC Exclusive Study

ENGLEWOOD CLIFFS, N.J., July 10, 2025—CNBC, First in Business Worldwide, today unveiled the results of the 2025 America's Top States for Business, with North Carolina taking the number one position. CNBC Special Correspondent Scott Cohn reported today live from the historic Battleship North Carolina in Wilmington, and counted down the top five states during CNBC's "Squawk Box" (M-F, 6AM-9AM ET) and on CNBC Digital. Coverage of America's Top States for Business will continue on-air and online through CNBC's Business Day programming today. The Tar Heel State was runner-up in 2021 before being crowned number one in 2022 and 2023, and it narrowly missed first place last year, when neighboring Virginia claimed the top spot. North Carolina had a well-rounded performance in 2025, finishing in the top five in Economy, Workforce, and Business Friendliness, and ranking 6th in Education. That momentum is being fueled by a wave of high-impact investments, including JetZero's decision to build its first factory in Greensboro, which is expected to create 14,500 jobs, and Amazon's $10 billion expansion of its data center footprint in the state. These moves build on the continued growth of North Carolina's life sciences and clean energy sectors, which are helping to anchor the state's long-term economic strength. However, with a lack of basic worker protections, the state ranks 29th in Quality of Life, and its rapid growth is driving up costs. "North Carolina has been on a roll for years now," Cohn said. "With its world-class workforce, a solid economy, and a heritage of innovation, North Carolina keeps winning business, and keeps winning our rankings." When it comes to great views along the Lower Cape Fear, it's a no-brainer to include the Battleship North Carolina among them. Arguably the Wilmington area's most popular tourist attraction that's not a beach, the Battleship — a retired war vessel that's been moored on Eagles Island across from downtown Wilmington since 1961 — has views of the area like few, if any, other places. It costs about $15 for adults to get on the Battleship, which gets you not only more history than you have time to absorb during a long afternoon but also two or three distinct views of the Wilmington area. From the ship's bow, which is its highest point, you can not only look down the barrels of the Battleship's formidable cannons, but you can see the Cape Fear Memorial Bridge rising above the tree line, as well the cranes and the giant, white, wood-pellet filled Enviva globes at the State Port. Move to the stern, and you've got picture-postcard views of downtown Wilmington, with church steeples peeking out from over the trees and historic homes nestled into the landscape. Views of more modern structures, like the River Place condominiums, aren't what I call spectacular, though others might disagree. To the west of the ship, you can get an idea of how wild Eagles Island and its wetlands looked before humans came there to tame it some 300 years ago, the acres and acres of bright green marsh grass blowing in the humid breeze. The west side of the ship is also a good place to look for wildlife. I didn't see any gators the day I went, but I did spot a bright white ibis. And you don't even have to pay to get on the Battleship to experience good views of the area around it and the ship itself. A wooden walkway built around the Battleship a few years ago provides not only spectacular views of the ship, but it also offers great views of downtown Wilmington. You can look directly across the Cape Fear River toward Market Street and see tourists strolling the Riverwalk or entering shops and restaurants. Or, look to the north of downtown across the sea-like expanse of marsh grass, with ghost trees rising up like abstract sculptures. The walkway, which is dedicated to the memory of veterans, is free to enjoy when it's open, which is mostly during Battleship hours. Battleship North Carolina is at 1 Battleship Road off U.S. 421. The Battleship is open daily rain or shine from 8 a.m.-5 p.m. It's also open on holidays, including Christmas Day (opens at noon). Battleship North Carolina is ready to get into the N.C. Azalea Festival spirit. The USS North Carolina Battleship Commission, in partnership with the Friends of the Battleship North Carolina, announced that the Battleship will be lit to impress with spring colors to celebrate the festival, according to a news release. Here's what to know. The Battleship's uplighting takes center stage throughout the extended weekend from Thursday, April 3-Sunday, April 6, from 7:30-9 p.m. The best place to enjoy the uplighting is from across the Cape Fear River in downtown Wilmington. Viewers and photographers on the Riverwalk, as well as the hospitality locations in downtown Wilmington, will have prime locations to enjoy the illuminated Battleship. Look for pops of pink, purple, and yellow to highlight the Battleship's historic silhouette. "As the official sponsors of the Azalea Festival fireworks, we are honored to contribute extra brilliance for the event series," said Dr. Jay Martin, Executive Director, Battleship North Carolina Memorial, in a news release. "Seeing the uplighting in-person is a memorable experience for both locals and visitors, so we are thankful for our outstanding partners with the Azalea Festival." Battleship grounds, parking lot, and SECU Walkway are closed every day at 5 p.m. and will be closed during lighting. Saturday's Boom & Bloom Fireworks Bonanza is a ticketed event. No outside parking will be available, with grounds and walkway closed. Battleship North Carolina is a decommissioned World War II warship, permanently moored as a memorial and state historic site on the Cape Fear River at Wilmington.
