BBMP launches massive cleanliness drive across six zones in Bengaluru

The Bruhat Bengaluru Mahanagara Palike (BBMP) on Friday launched a large-scale cleanliness and encroachment clearance drive across six zones of the city. Under the directions of BBMP Chief Commissioner M. Maheshwar Rao, the campaign, carried out in coordination with the Bengaluru Solid Waste Management Limited (BSWML), aims to improve hygiene and restore pedestrian space across major stretches. Zonal and Joint Commissioners, along with Chief Engineers, supervised the operations that deployed heavy vehicles, tractors, and cleaning personnel. In the East Zone, damaged slabs were replaced, garbage cleared, and obstructing tree branches removed along a 4.4 km stretch from Anepalya Junction to Residency Road. Footpath encroachments were also cleared in Kammanahalli Main Road and Subbaiyanapalya. In the West Zone, the BBMP undertook cleaning operations in Industrial Estate, Nandini Layout, and Jagajeevanram Nagar of Rajajinagar and Malleswaram divisions and removed obstructions on several roads. The South Zone saw pushcarts and name boards removed from footpaths in Deepanjali Nagar and near Kempambudhi Lake, while in the Yelahanka Zone, cleanup drives were carried out along Thanisandra Main Road, Ananthapura Main Road, and Jakkur Layout, alongside checks on plastic use and COPTA violations. At Kengeri Bus Stand in Rajarajeshwari Nagar, mass cleaning was carried out, and saplings were planted near Kengeri Lake. In Bommanahalli, roadside waste was cleared in Mico Layout, Begur.

In a move to enhance accountability in waste management in Bengaluru, the government of Karnataka has assigned zonal commissioners additional responsibilities, including monitoring waste collection and ensuring overall cleanliness within their respective zones. Previously, the responsibility for waste management lay with Bengaluru Solid Waste Management Limited (BSWML) while zonal commissioners had limited authority. Under the new arrangement, although the BSWML will continue to handle waste collection and transportation, the entire process will be overseen by the zonal commissioners. Once new municipal corporations are formed, these powers will be transferred to them. A BSWML source clarified that Deputy General Managers (DGMs) and Assistant General Managers (AGMs) will continue to manage day-to-day operations at BSWML, but their work will now come under the supervision of zonal commissioners. BSWML will remain involved in decision-making processes. A senior BBMP official told The Hindu that this move follows a decision to strengthen waste management by involving more stakeholders. According to the new order, zonal commissioners will supervise black spots, waste collection, and fine collection, while BSWML will be responsible for operations. Processing of collected waste will continue to be solely managed by BSWML. Following a recent meeting, Deputy Chief Minister D.K. Shivakumar hinted at major changes in the city's waste management system, announcing that he had directed BBMP officials to intensify supervision of waste disposal and ensure fines are collected from those dumping garbage in public spaces. In the Swachh Survekshan 2025 report, released about in July, Bengaluru fared poorly. Weeks later, the government of Karnataka issued transfer orders for the CEO and Chief Engineer of BSWML.

BENGALURU: The Bengaluru Solid Waste Management Limited (BSWML), a BBMP offshoot, has come up with a dedicated WhatsApp helpline (9448197197) to report and address issues related to waste. As per the officials, the residents may send a message with photographs to this number. Upon receipt, the officials concerned will take necessary action within a stipulated time and update the complainant on the resolution. 'Within the BBMP limits, door-to-door waste collection is carried out daily through auto-tippers. However, many residents fail to hand over waste to these vehicles and instead resort to dumping garbage at night or during early hours on roadsides, footpaths, empty spaces, stormwater drains, and other public areas adversely impacting the city's aesthetics. This apart, construction debris is also being dumped by the roadside or in vacant plots, along with other unwanted items discarded indiscriminately across the city. To address this issue, permanent measures are being implemented across all wards in the eight zones of the BBMP,' said an official. Eliminating black spots is the key objective. To support this mission, a dedicated complaint centre has been established, and a WhatsApp helpline has been introduced.

Karnataka HC sets 4-month timeline to complete solid waste tender process in Bengaluru

The Karnataka High Court has set a four-month timeline for the completion of the solid waste tender issued in November 2024 by the Bengaluru Solid Waste Management Limited (BSWML). The order was passed on April 22 by a bench consisting of Justice M Nagaprasanna and was recently made available. In this case, a series of petitions had been filed by waste disposal contractors. A tender was originally issued for waste disposal in 2022 and upheld by the Karnataka High Court, after which the tender applications of several contractors were blacklisted or not accepted. The tender was then withdrawn before the stage of awarding, and a new one was issued in 2024. The contractors argued that the withdrawal of the tender was a mala fide action and was not done for the reasons of economic viability alone, as argued by the state government. They argued that the original 2022 tender should have been taken to the logical conclusion. Counsels representing some other contractors stated that they had no issue with the cancellation of the original tender, but claimed that they had been blacklisted on 'frivolous' grounds and should be allowed to participate in the new one. The Advocate General had also stated that except for those blacklisted for misconduct or fraud, all others could participate in the tender. The bench declined to interfere with the validity of the new tender, explaining, 'This Court in exercise of its jurisdiction under Article 226 of the Constitution would not sit in the armchair of experts to assess the price bids that had come about earlier or the reserve price. The only examination in the cases at hand was qua tenability of cancellation of tender. I find that cancellation of tender is based on sound reasoning and does not suffer from palpable or demonstrable arbitrariness.' The court directed that the petitioners could participate in the new tender, which would have to be completed in four months. It also stated that the contractors could approach the court if the timeline was breached, and the matter would be viewed seriously.
